tenderness_n of_o conscience_n unless_o the_o thing_n command_v be_v contrary_a to_o divine_a institution_n and_o second_o since_o tenderness_n of_o mind_n do_v consist_v in_o be_v wary_a of_o give_v the_o least_o offence_n certain_o in_o this_o affair_n our_o governor_n be_v much_o concern_v and_o our_o tender_a man_n may_v consider_v that_o it_o be_v no_o small_a scandal_n to_o bring_v the_o law_n into_o contempt_n and_o by_o petition_n and_o appeal_n by_o story_n and_o pamphlet_n by_o private_a whisper_v and_o public_a calumny_n to_o represent_v the_o king_n command_v unequal_a and_o unnecessary_a thing_n and_o since_o as_o the_o case_n be_v handle_v a_o scandal_n must_v light_v somewhere_o either_o upon_o our_o wise_a governor_n or_o our_o mislead_v people_n the_o modest_a and_o the_o humble_a will_v presume_v for_o the_o law_n and_o take_v care_n for_o their_o duty_n and_o not_o comply_v with_o those_o that_o be_v train_v up_o under_o opposition_n and_o hatred_n to_o all_o that_o be_v above_o they_o and_o the_o truth_n be_v these_o tender_a man_n be_v so_o much_o the_o worse_a to_o be_v like_v because_o some_o of_o their_o own_o principle_n i_o may_v say_v some_o of_o their_o very_a self_n notwithstanding_o their_o tenderness_n of_o conscience_n in_o some_o disputable_a point_n relate_v to_o ceremony_n and_o mode_n of_o worship_n do_v yet_o commit_v such_o horrid_a thing_n both_o against_o divine_a and_o humane_a law_n that_o no_o age_n nor_o no_o people_n though_o the_o most_o savage_a can_v produce_v the_o like_a but_o still_o if_o you_o will_v not_o admit_v of_o these_o man_n motion_n for_o reformation_n nor_o hear_v their_o plea_n for_o peace_n nor_o tolerate_v their_o separation_n nor_o suffer_v they_o to_o muster_v in_o their_o conventicle_n till_o by_o a_o curse_n you_o meroz_n they_o have_v form_v their_o follower_n to_o give_v battle_n to_o the_o wicked_a why_o then_o good_a man_n present_o their_o conscience_n be_v trouble_v and_o a_o great_a affliction_n be_v upon_o their_o mind_n for_o the_o law_n sit_v very_o uneasy_a upon_o those_o man_n shoulder_n where_o stubbornness_n and_o interest_n do_v influence_n the_o disobedience_n i_o have_v do_v with_o the_o text_n i_o shall_v only_o beg_v your_o patience_n to_o apply_v it_o to_o this_o day_n and_o this_o assembly_n 1._o since_o god_n have_v bind_v obedience_n upon_o we_o by_o his_o express_a command_n let_v we_o as_o st._n peter_n direct_v we_o obey_v every_o ordinance_n 13._o 1_o pet._n 2._o 13._o of_o man_n for_o the_o lord_n sake_n let_v we_o not_o turn_v our_o religion_n into_o disputation_n and_o seek_v out_o argument_n against_o our_o duty_n nor_o find_v out_o excuse_n to_o cover_v our_o evil_a purpose_n obedience_n will_v be_v a_o very_a easy_a performance_n to_o a_o christian_a if_o he_o do_v not_o entangle_v himself_o with_o nicety_n and_o scruple_n but_o it_o will_v agree_v better_o with_o our_o name_n and_o profession_n to_o be_v humble_a and_o modest_a dispute_v less_o and_o obey_v more_o for_o obedience_n be_v a_o part_n of_o our_o religion_n if_o we_o may_v believe_v the_o text_n but_o it_o be_v a_o most_o unworthy_a thing_n and_o the_o most_o abominable_a hypocrisy_n to_o set_v up_o religion_n against_o obedience_n and_o bring_v forth_o conscience_n against_o our_o duty_n which_o if_o we_o have_v any_o conscience_n we_o be_v bind_v to_o perform_v 2._o because_o we_o be_v under_o government_n and_o in_o society_n with_o our_o prince_n and_o one_o another_o therefore_o we_o be_v to_o consider_v the_o honour_n and_o benefit_n of_o the_o public_a to_o lay_v aside_o our_o faction_n and_o private_a interest_n and_o make_v the_o same_o law_n our_o common_a measure_n because_o they_o equal_o defend_v all_o our_o life_n and_o establish_v our_o estate_n and_o preserve_v our_o peace_n settle_v our_o property_n and_o maintain_v our_o religion_n and_o do_v as_o much_o confirm_v our_o own_o liberty_n as_o the_o king_n prerogative_n 3._o since_o god_n have_v oblige_v the_o conscience_n to_o obey_v the_o law_n because_o the_o prince_n be_v his_o minister_n we_o be_v to_o consider_v magistrate_n under_o that_o sacred_a character_n which_o god_n have_v give_v then_o when_o he_o say_v they_o 6._o ps_n 82._o 6._o be_v god_n they_o be_v his_o vicegerent_n and_o we_o must_v receive_v their_o command_n with_o the_o same_o readiness_n and_o purpose_n of_o obedience_n and_o though_o we_o may_v think_v some_o thing_n which_o they_o prescribe_v be_v not_o necessary_a yet_o obedience_n be_v and_o it_o be_v not_o so_o much_o the_o excellency_n of_o the_o thing_n as_o the_o authority_n which_o command_v that_o we_o be_v to_o consider_v and_o be_v confident_a there_o be_v no_o church_n nor_o nation_n in_o the_o world_n but_o contentious_a man_n may_v quarrel_v their_o constitution_n but_o what_o then_o must_v the_o peevish_a subject_n be_v tolerate_v in_o every_o thing_n he_o be_v please_v to_o find_v fault_n with_o then_o all_o government_n be_v precarious_a and_o at_o the_o will_n of_o the_o people_n and_o if_o the_o prince_n will_v take_v objection_n instead_o of_o obedience_n and_o ease_v his_o people_n in_o all_o those_o thing_n against_o which_o they_o can_v find_v a_o argument_n he_o may_v easy_o conclude_v by_o what_o have_v be_v what_o will_v be_v again_o remit_v to_o they_o but_o one_o law_n or_o two_o and_o they_o will_v make_v a_o breach_n upon_o all_o the_o rest_n it_o be_v better_a therefore_o that_o the_o subject_n be_v teach_v to_o study_v their_o troublesome_a opinion_n less_o and_o obedience_n more_o not_o so_o much_o to_o keep_v up_o party_n and_o promote_v strife_n as_o peace_n and_o unity_n charity_n and_o obedience_n 4._o i_o shall_v not_o be_v so_o vain_a to_o offer_v any_o advice_n to_o my_o lord_n the_o judge_n they_o themselves_o know_v very_o well_o that_o to_o prevent_v far_a schism_n in_o the_o church_n and_o sedition_n in_o the_o state_n we_o must_v bring_v all_o our_o trifle_a contention_n and_o religious_a quarrel_n to_o be_v determine_v by_o the_o law_n for_o for_o aught_o that_o i_o can_v see_v man_n will_v wrangle_v perpetual_o and_o they_o will_v be_v always_o confident_a and_o every_o man_n will_v think_v it_o hard_o to_o lay_v down_o his_o opinion_n at_o the_o king_n foot_n but_o therefore_o they_o must_v be_v bring_v to_o lay_v down_o their_o practice_n as_o he_o shall_v require_v they_o for_o we_o be_v all_o agree_v that_o king_n and_o parliament_n can_v make_v what_o law_n they_o think_v best_a and_o when_o the_o prince_n either_o by_o they_o or_o by_o his_o judge_n have_v declare_v his_o will_n by_o the_o law_n or_o his_o meaning_n in_o it_o here_o one_o will_v think_v it_o necessary_a that_o all_o people_n hand_n and_o tongue_n shall_v be_v tie_v up_o that_o they_o neither_o speak_v nor_o do_v evil_a to_o the_o law_n and_o if_o any_o man_n shall_v object_v that_o the_o government_n have_v not_o observe_v right_o and_o just_a measure_n in_o its_o constitution_n beside_o that_o this_o censure_n do_v arise_v from_o pride_n and_o will_v go_v forth_o into_o faction_n my_o lord_n the_o judge_n i_o hope_v will_v quash_n the_o indictment_n and_o give_v sentence_n for_o the_o king_n for_o he_o can_v have_v no_o end_n but_o those_o of_o peace_n and_o religion_n he_o have_v the_o advantage_n of_o his_o own_o prudence_n and_o the_o wise_a deliberation_n he_o proceed_v according_a to_o the_o former_a law_n and_o the_o same_o scripture_n and_o unite_v to_o his_o own_o the_o wisdom_n of_o the_o nation_n and_o after_o all_o this_o must_v private_a man_n opinion_n contest_v with_o public_a resolution_n and_o the_o man_n of_o design_n be_v endure_v to_o bring_v the_o law_n into_o contempt_n and_o the_o nation_n into_o disturbance_n to_o despise_v dominion_n and_o speak_v evil_a of_o the_o prince_n this_o be_v no_o way_n of_o peace_n nor_o sobriety_n nor_o can_v ever_o settle_v we_o nothing_o can_v do_v that_o but_o obedience_n and_o therefore_o i_o hope_v my_o lord_n the_o judge_n will_v bring_v all_o our_o people_n to_o the_o law_n and_o a_o conformity_n to_o the_o establish_v religion_n that_o shall_v confirm_v our_o quiet_n and_o our_o tranquillity_n for_o no_o man_n give_v disturbance_n to_o the_o state_n but_o such_o as_o depart_v from_o our_o church_n for_o as_o it_o be_v religion_n that_o must_v make_v our_o nation_n great_a and_o prosperous_a so_o it_o be_v the_o true_a interest_n of_o it_o to_o keep_v our_o people_n to_o a_o union_n in_o it_o consider_v how_o severe_o we_o have_v smart_v under_o the_o faction_n and_o hypocrisy_n of_o those_o man_n that_o be_v the_o causer_n of_o our_o division_n and_o separation_n be_v therefore_o the_o more_o intolerable_a because_o religious_a opinion_n and_o practice_n contrary_a to_o the_o law_n have_v not_o only_o a_o influence_n upon_o the_o mind_n but_o the_o preacher_n also_o can_v lead_v their_o proselyte_n to_o what_o place_n or_o against_o who_o they_o please_v for_o whoever_o be_v a_o guide_n to_o conscience_n may_v be_v a_o captain_n of_o their_o march_n that_o no_o man_n then_o be_v suffer_v to_o put_v a_o affront_n upon_o the_o law_n nor_o speak_v irreverent_o of_o the_o prince_n for_o the_o law_n be_v the_o security_n of_o our_o peace_n and_o our_o the_o best_a law_n and_o both_o be_v to_o be_v defend_v from_o the_o evil_a and_o ingrateful_a treatment_n of_o malicious_a adversary_n and_o that_o we_o may_v at_o last_o be_v quiet_a conscience_n be_v not_o to_o be_v suffer_v to_o be_v make_v a_o disguise_n for_o the_o base_a purpose_n nor_o those_o man_n to_o appropriate_v to_o themselves_o the_o appellation_n of_o tender_a mind_n who_o will_v stick_v at_o no_o mischief_n when_o they_o can_v do_v it_o with_o impunity_n and_o with_o prosperous_a advantage_n but_o of_o all_o these_o thing_n my_o lord_n the_o judge_n will_v take_v care_n that_o the_o majesty_n of_o the_o prince_n be_v not_o lessen_v nor_o the_o law_n baffle_v nor_o our_o peace_n disturb_v but_o that_o we_o may_v obey_v and_o pray_v for_o our_o king_n and_o own_o strength_n and_o shall_v rather_o endeavour_v to_o remove_v a_o great_a mistake_n take_v up_o by_o our_o transgressor_n of_o the_o law_n which_o be_v this_o they_o think_v though_o they_o break_v the_o law_n yet_o if_o when_o they_o can_v avoid_v it_o they_o undergo_v the_o punishment_n they_o reckon_v themselves_o people_n of_o a_o very_a good_a conscience_n though_o they_o remain_v in_o the_o transgression_n now_o this_o conceit_n i_o the_o rather_o shall_v inquire_v into_o because_o it_o seem_v to_o be_v direct_o opposite_a to_o the_o text_n require_v obedience_n not_o only_o for_o wrath_n but_o also_o for_o conscience-sake_n i_o shall_v take_v leave_n therefore_o to_o assert_v that_o the_o transgressor_n of_o the_o law_n though_o they_o have_v endure_v the_o punishment_n yet_o be_v not_o discharge_v in_o conscience_n until_o they_o repent_v also_o the_o transgression_n and_o this_o i_o presume_v will_v be_v evident_a if_o we_o consider_v but_o two_o thing_n the_o nature_n of_o the_o law_n which_o be_v break_v and_o the_o rule_n of_o the_o text_n for_o their_o observation_n first_o if_o we_o turn_v to_o the_o law_n themselves_o they_o be_v not_o law_n pure_o penal_a but_o such_o be_v call_v mix_v penal_a law_n that_o be_v when_o with_o the_o duty_n command_v there_o be_v a_o penalty_n annex_v upon_o the_o not_o perform_v of_o it_o as_o to_o instance_n in_o one_o for_o all_o there_o be_v a_o law_n require_v all_o person_n to_o hear_v divine_a service_n every_o lord_n day_n which_o beside_o that_o it_o be_v a_o duty_n of_o religion_n be_v require_v to_o be_v perform_v of_o every_o subject_a under_o such_o a_o penalty_n now_o here_o the_o intention_n of_o the_o law_n be_v that_o all_o people_n do_v their_o duty_n and_o it_o be_v not_o satisfy_v in_o its_o design_n unless_o the_o duty_n be_v perform_v for_o the_o law_n make_v no_o condition_n for_o disobedience_n that_o you_o may_v stay_v at_o home_n so_o you_o pay_v your_o money_n nor_o be_v the_o penalty_n add_v to_o make_v the_o subject_a poor_a but_o better_a and_o for_o fear_v to_o keep_v he_o in_o obedience_n so_o that_o he_o who_o transgress_v the_o law_n be_v punish_v for_o do_v evil_a and_o for_o the_o same_o reason_n even_o after_o endure_v the_o punishment_n he_o be_v bind_v to_o repent_v and_o do_v so_o no_o more_o because_o every_o breach_n of_o a_o good_a law_n be_v a_o shilling_n second_o we_o be_v to_o consider_v the_o rule_n of_o the_o text_n in_o which_o it_o be_v say_v we_o be_v to_o obey_v not_o only_o for_o fear_n of_o wrath_n but_o also_o for_o conscience-sake_n but_o therefore_o if_o suffer_v the_o punishment_n do_v satisfy_v the_o law_n how_o can_v we_o be_v say_v to_o be_v bind_v to_o obedience_n by_o the_o tie_n of_o conscience_n but_o if_o that_o be_v oblige_v than_o the_o offender_n can_v never_o be_v discharge_v but_o by_o repent_v of_o the_o crime_n and_o obey_v the_o law_n for_o no_o man_n conscience_n can_v be_v set_v right_o but_o by_o return_v to_o his_o duty_n and_o that_o this_o may_v be_v the_o better_o understand_v i_o shall_v represent_v to_o you_o humane_a law_n with_o that_o sanction_n which_o god_n have_v add_v and_o show_v you_o we_o be_v to_o obey_v for_o conscience-sake_n this_o appear_v first_o because_o the_o power_n by_o which_o the_o prince_n make_v law_n be_v give_v he_o from_o god_n there_o be_v no_o power_n but_o from_o he_o the_o power_n that_o be_v be_v ordain_v of_o god_n rom._n xiii_o 1._o it_o be_v all_o one_o who_o command_n god_n or_o the_o king_n for_o it_o be_v the_o power_n of_o and_o it_o be_v by_o god_n authority_n the_o prince_n constitute_v for_o that_o reason_n we_o be_v bind_v to_o obedience_n so_o that_o though_o the_o supreme_a power_n of_o make_v law_n bind_v the_o power_n in_o his_o minister_n this_o will_v be_v the_o more_o apparent_a if_o we_o add_v to_o it_o in_o the_o second_o place_n that_o the_o power_n of_o punish_v in_o the_o magistrate_n be_v from_o god_n vengeance_n be_v i_o say_v god_n and_o when_o the_o supreme_a power_n punish_v he_o be_v but_o the_o avenger_n of_o god_n wrath_n say_v st._n paul_n this_o be_v it_o which_o our_o holy_a lord_n when_o the_o magistrate_n execute_v it_o will_v follow_v also_o that_o he_o be_v offend_v when_o the_o law_n be_v break_v and_o that_o every_o transgression_n of_o a_o humane_a ordinance_n be_v a_o punish_v only_o some_o be_v please_v to_o grant_v it_o with_o this_o restriction_n that_o it_o be_v only_o for_o the_o breach_n of_o such_o law_n that_o either_o in_o word_n or_o sense_n be_v contain_v in_o the_o divine_a commandment_n for_o they_o suppose_v the_o prince_n to_o be_v incompetent_a to_o make_v any_o law_n at_o all_o in_o indifferent_a thing_n such_o as_o god_n have_v leave_v whole_o uncommand_v which_o opinion_n the_o ill_a consequence_n from_o it_o will_v be_v sufficient_a to_o overthrow_v for_o this_o in_o the_o first_o place_n take_v away_o the_o whole_a power_n of_o prince_n second_o it_o make_v their_o care_n and_o their_o prudence_n almost_o useless_a if_o no_o new_a provision_n can_v be_v make_v for_o new_a necessity_n if_o no_o respect_n must_v be_v have_v to_o time_n and_o place_n to_o custom_n and_o opinion_n but_o all_o people_n must_v be_v govern_v alike_o without_o any_o consideration_n to_o the_o expediency_n or_o usefulness_n of_o thing_n and_o last_o no_o government_n shall_v have_v any_o power_n to_o prescribe_v rule_n of_o order_n to_o their_o people_n but_o they_o may_v live_v at_o random_n and_o in_o confusion_n and_o all_o party_n that_o pretend_v scripture_n for_o their_o rule_n shall_v set_v up_o for_o themselves_o and_o make_v their_o humour_n which_o they_o call_v their_o conscience_n to_o be_v the_o standard_n both_o of_o the_o prince_n power_n and_o of_o their_o own_o duty_n which_o consequence_n because_o they_o be_v not_o to_o be_v endure_v we_o must_v give_v to_o every_o commonwealth_n it_o be_v own_o just_a power_n to_o govern_v their_o own_o concern_v by_o what_o measure_n they_o themselves_o think_v fit_a this_o all_o community_n and_o church_n do_v require_v and_o practice_v and_o indeed_o though_o at_o the_o first_o it_o have_v be_v no_o great_a matter_n whether_o some_o law_n have_v be_v make_v yet_o when_o they_o be_v make_v it_o be_v some_o matter_n that_o they_o be_v keep_v then_o it_o be_v that_o the_o conscience_n be_v concern_v but_o because_o
themselves_o out_o of_o breath_n and_o the_o law_n out_o of_o countenance_n with_o word_n and_o trick_n the_o second_o thing_n shall_v be_v to_o produce_v plain_a and_o evident_a text_n of_o scripture_n to_o which_o our_o law_n be_v contrary_a our_o duty_n that_o be_v make_v easy_a and_o familiar_a and_o nothing_o can_v be_v say_v with_o more_o authority_n or_o plainness_n than_o what_o st._n paul_n have_v teach_v in_o the_o 13_o of_o the_o roman_n to_o establish_v our_o duty_n but_o disobedience_n be_v wrap_v up_o in_o notion_n and_o noise_n and_o amusement_n for_o the_o teacher_n be_v afraid_a they_o shall_v lose_v their_o herd_n and_o therefore_o they_o keep_v up_o conscience_n in_o a_o continual_a ferment_n for_o if_o they_o once_o depart_v from_o that_o word_n a_o fair_a way_n be_v make_v for_o obedience_n and_o the_o dagon_n of_o the_o separation_n be_v fall_v and_o the_o craft_n by_o which_o they_o get_v their_o wealth_n be_v discover_v for_o they_o know_v too_o well_o that_o the_o same_o string_n do_v both_o open_a and_o tie_v up_o man_n conscience_n and_o their_o purse_n but_o the_o people_n be_v all_o this_o while_n abuse_v and_o the_o whole_a thing_n be_v a_o question_n of_o dominion_n whether_o the_o law_n or_o these_o preacher_n must_v govern_v the_o conscience_n and_o the_o quarrel_n be_v not_o so_o much_o between_o conformity_n and_o conscience_n as_o between_o their_o leader_n and_o the_o government_n and_o yet_o if_o the_o pretence_n be_v conscience_n we_o shall_v do_v well_o to_o give_v over_o our_o revile_n and_o suppose_v at_o least_o thus_o far_o in_o favour_n of_o the_o magistrate_n that_o he_o may_v think_v his_o conscience_n as_o right_o instruct_v to_o require_v obedience_n as_o they_o think_v their_o conscience_n direct_v to_o disobey_v certain_o the_o prince_n must_v have_v as_o much_o right_o to_o use_v his_o own_o measure_n in_o prescribe_v to_o the_o conscience_n of_o his_o subject_n as_o to_o practice_n as_o they_o can_v have_v to_o set_v up_o their_o practice_n against_o the_o law_n and_o no_o magistrate_n can_v with_o safety_n or_o satisfaction_n guide_v his_o own_o mind_n that_o shall_v compose_v his_o law_n to_o fit_v only_o with_o other_o man_n and_o if_o the_o humour_n of_o any_o one_o party_n shall_v be_v a_o licence_n for_o their_o disobedience_n all_o disagree_a persuasion_n will_v put_v in_o for_o the_o same_o privilege_n and_o so_o the_o magistrate_n shall_v make_v law_n to_o be_v obey_v by_o who_o will_v and_o he_o must_v alter_v his_o determination_n as_o oft_o as_o a_o new_a conscience_n shall_v be_v start_v some_o man_n be_v of_o short_a understanding_n and_o other_o lie_v under_o great_a prejudices_fw-la they_o have_v weak_a head_n and_o strong_a neck_n and_o some_o play_n upon_o you_o with_o the_o word_n conscience_n but_o design_n and_o interest_n be_v under_o the_o disguise_n now_o if_o the_o magistrate_n conscience_n must_v be_v condemn_v to_o observe_v all_o the_o humour_n of_o hot_a and_o crazy_a head_n you_o may_v as_o well_o make_v he_o the_o master_n of_o the_o hospital_n and_o the_o bedlam_n and_o bid_v he_o let_v all_o his_o people_n run_v to_o leprosy_n and_o madness_n without_o control_n or_o cure_v and_o for_o the_o other_o the_o design_v and_o intrigue_a conscience_n if_o the_o prince_n must_v not_o molest_v that_o he_o deliver_v up_o his_o people_n to_o craft_n and_o violence_n and_o such_o man_n as_o have_v no_o conscience_n of_o their_o own_o shall_v ruin_v a_o state_n and_o church_n by_o work_v upon_o other_o man_n and_o therefore_o it_o be_v better_a that_o the_o magistrate_n keep_v his_o own_o conscience_n and_o look_v to_o the_o government_n for_o certain_o man_n persuasion_n be_v not_o to_o be_v let_v alone_o to_o do_v mischief_n and_o destroy_v the_o peace_n and_o if_o they_o will_v enjoy_v their_o conscience_n let_v they_o do_v it_o without_o call_v the_o people_n into_o conventicle_n and_o make_v seditious_a oration_n to_o bring_v the_o law_n into_o contempt_n and_o the_o people_n into_o suspicion_n to_o trouble_v man_n mind_n to_o dishonour_v the_o wisdom_n of_o parliament_n and_o destroy_v both_o our_o quiet_n and_o our_o obedience_n some_o man_n opinion_n and_o other_o man_n interest_n be_v the_o conscience_n they_o so_o much_o talk_v of_o and_o than_o it_o be_v no_o wonder_n at_o all_o they_o can_v for_o their_o heart_n obey_v when_o they_o themselves_o be_v set_v up_o for_o superiority_n but_o to_o those_o last_o that_o be_v seduce_v the_o magistrate_n will_v be_v patient_a and_o the_o law_n tender_a suppose_v that_o they_o remain_v at_o home_n and_o be_v humble_a and_o willing_a to_o be_v instruct_v but_o if_o they_o will_v remain_v ignorant_a and_o stubborn_a the_o law_n be_v not_o to_o be_v suspend_v because_o some_o man_n want_v wit_n and_o other_o modesty_n and_o will_v think_v as_o they_o listen_v and_o do_v as_o they_o please_v the_o prince_n must_v not_o be_v lord_n over_o our_o mind_n but_o i_o hope_v he_o may_v restrain_v our_o action_n nay_o though_o they_o have_v upon_o they_o the_o pretence_n of_o religion_n for_o we_o have_v know_v heretofore_o what_o practice_n have_v assume_v to_o themselves_o the_o title_n of_o god_n cause_n these_o i_o hope_v be_v not_o to_o be_v use_v with_o the_o same_o tenderness_n and_o caution_n this_o put_v i_o upon_o the_o three_o and_o last_o particular_a of_o my_o text._n iii_o to_o consider_v how_o far_o tenderness_n of_o conscience_n ought_v to_o be_v admit_v there_o be_v a_o sort_n of_o people_n that_o have_v no_o great_a matter_n to_o say_v against_o the_o law_n but_o they_o have_v a_o great_a many_o scruple_n against_o obedience_n these_o be_v such_o as_o be_v please_v to_o give_v themselves_o the_o character_n of_o man_n of_o tender_a mind_n to_o these_o people_n i_o shall_v only_o say_v that_o first_o if_o tenderness_n of_o mind_n do_v proceed_v from_o not_o understand_v the_o true_a nature_n or_o just_a limit_n and_o adequate_a rule_n of_o conscience_n than_o these_o sort_n of_o man_n be_v to_o look_v upon_o the_o law_n as_o their_o best_a guide_n and_o christian_a prince_n as_o their_o fair_a instructor_n child_n be_v not_o to_o choose_v their_o duty_n but_o to_o obey_v their_o parent_n and_o of_o all_o thing_n in_o the_o world_n ignorant_a people_n be_v not_o to_o be_v leave_v to_o themselves_o not_o to_o set_v up_o scruple_n against_o obedience_n but_o teach_v what_o they_o be_v to_o do_v and_o keep_v out_o of_o harm_n way_n but_o in_o the_o second_o place_n if_o tenderness_n of_o mind_n do_v proceed_v from_o the_o ill_a disposition_n of_o it_o and_o man_n can_v reconcile_v their_o duty_n with_o their_o interest_n why_o then_o indeed_o our_o state-physician_n must_v cure_v it_o as_o they_o can_v by_o gentle_a application_n or_o severe_a remedy_n as_o the_o distemper_n be_v not_o so_o hurtful_a or_o as_o it_o be_v ulcerous_a and_o inveterate_a but_o some_o man_n tenderness_n be_v shrewd_o to_o be_v suspect_v when_o it_o shall_v be_v consider_v that_o most_o of_o those_o thing_n for_o which_o they_o so_o earnest_o contend_v against_o the_o law_n do_v evident_o serve_v the_o end_n of_o money_n and_o ambition_n and_o have_v great_a design_n upon_o riches_n and_o power_n than_o heaven_n or_o the_o soul_n of_o their_o proselyte_n and_o let_v the_o indifferent_a and_o unconcern_v part_n of_o the_o world_n determine_v when_o man_n shall_v cry_v out_o tenderness_n of_o mind_n against_o the_o prince_n law_n and_o have_v no_o tenderness_n at_o all_o for_o his_o person_n when_o they_o shall_v scruple_n his_o command_n but_o make_v no_o scruple_n to_o invade_v his_o right_n when_o they_o themselves_o can_v kneel_v at_o the_o communion_n and_o yet_o shall_v make_v their_o king_n kneel_v to_o a_o block_n when_o they_o shall_v endeavour_v to_o set_v up_o christ_n kingdom_n only_o as_o a_o pretence_n to_o pull_v down_o caesar_n and_o make_v way_n for_o their_o unlimited_a usurpation_n when_o it_o shall_v be_v no_o treason_n to_o fight_v against_o the_o king_n nor_o no_o sacrilege_n to_o make_v themselves_o rich_a with_o church-plate_n and_o church-revenue_n every_o man_n in_o these_o case_n can_v see_v with_o half_a a_o eye_n that_o tenderness_n of_o mind_n can_v have_v no_o good_a meaning_n and_o the_o law_n must_v not_o be_v overbear_v by_o such_o man_n of_o craft_n and_o violence_n and_o in_o fine_a because_o on_o all_o hand_n it_o be_v agree_v that_o true_a tenderness_n of_o mind_n do_v consist_v in_o two_o thing_n to_o scruple_n the_o least_o sin_n and_o not_o to_o give_v the_o least_o offence_n it_o shall_v be_v consider_v in_o the_o first_o place_n that_o we_o have_v no_o law_n in_o the_o obedience_n to_o which_o we_o can_v be_v say_v to_o transgress_v any_o divine_a appointment_n and_o therefore_o it_o must_v not_o be_v say_v that_o any_o man_n disobey_v out_o of_o
