cognizance_n consist_v in_o the_o fundamental_o and_o essential_o of_o politic_a government_n be_v such_o cause_n and_o matter_n wherein_o the_o king_n may_v lawful_o exercise_v both_o his_o legislative_a and_o judiciarie_n power_n over_o all_o person_n within_o his_o dominion_n both_o ecclesiastical_a and_o civil_a 2._o objectum_fw-la per_fw-la accidens_fw-la which_o be_v the_o indirect_a and_o accidental_a object_n of_o political_a cognizance_n consist_v in_o the_o contingentials_n of_o politic_a government_n be_v such_o cause_n and_o matter_n wherein_o the_o king_n may_v ex_fw-la accidenti_fw-la within_o the_o sphere_n of_o political_a cognizance_n will_v be_v a_o full_a and_o direct_a solution_n of_o the_o former_a part_n of_o this_o quaere_fw-la from_o whence_o it_o will_v be_v easy_a to_o conclude_v what_o be_v extra-regalia_a and_o metapoliticall_a matter_n the_o judgement_n whereof_o god_n have_v reserve_v immediate_o to_o himself_o and_o conscience_n his_o immediate_a deputy_n and_o vicegerent_n in_o all_o humane_a affair_n and_o wherein_o the_o king_n can_v exercise_v either_o his_o legislative_a or_o judiciarie_n power_n without_o guilt_n of_o politic_a government_n which_o be_v twofold_a viz._n nativa_fw-la &_o praeternativa_n 1._o the_o native_a fundamental_o and_o essential_o of_o politic_a government_n be_v such_o cause_n and_o matter_n as_o be_v of_o political_a cognizance_n upon_o the_o first_o original_a institution_n of_o that_o government_n when_o man_n innate_a knowledge_n and_o native_a light_n of_o understanding_n be_v sufficient_a for_o the_o direction_n of_o his_o duty_n without_o the_o help_n of_o positive_a law_n and_o statute_n and_o the_o native_a rectitude_n and_o inclination_n of_o man_n will_n be_v sufficient_a to_o excite_v the_o performance_n of_o his_o duty_n without_o the_o help_n of_o any_o judiciarie_n inducement_n either_o compensatorie_n or_o vindicative_a but_o for_o the_o more_o full_a and_o facile_a investigation_n and_o discovery_n of_o these_o fundamental_o and_o essential_o these_o two_o expedient_n be_v conducible_a 1._o the_o consideration_n of_o the_o time_n when_o 2._o of_o the_o ground_n whereupon_o politic_a government_n be_v first_o institute_v by_o god_n 1._o the_o time_n when_o politic_a government_n be_v first_o institute_v be_v immediate_o upon_o man_n first_o creation_n in_o the_o state_n of_o innocency_n and_o under_o the_o old_a covenant_n of_o work_n for_o politic_a government_n as_o we_o former_o manifest_v be_v a_o natural_a blessing_n enable_v man_n for_o the_o due_a performance_n of_o his_o natural_a duty_n and_o ground_v upon_o the_o five_o commandment_n of_o the_o moral_a law_n prescribe_v honour_n to_o parent_n which_o commence_v upon_o man_n primitive_a church_n have_v
preserve_v our_o own_o may_v destroy_v they_o which_o doctrine_n do_v plain_o legitimate_a rebellion_n by_o the_o law_n of_o nature_n and_o therefore_o to_o prevent_v both_o this_o and_o many_o of_o negation_n but_o the_o duty_n of_o the_o five_o commandment_n be_v of_o a_o different_a nature_n and_o consist_v primary_o in_o the_o positive_a effect_n of_o our_o love_n and_o therefore_o this_o precept_n be_v express_v by_o way_n of_o affirmation_n both_o in_o the_o decalogue_n exod._n 20._o and_o by_o saint_n paul_n in_o the_o first_o verse_n of_o this_o chapter_n for_o first_o he_o command_v we_o to_o submit_v ourselves_o to_o high_a power_n that_o be_v to_o perform_v and_o execute_v their_o command_n when_o they_o be_v not_o contrary_a to_o god_n precept_n and_o this_o be_v
