wretched_o fail_v in_o their_o duty_n and_o loyalty_n to_o their_o most_o gracious_a king_n and_o sovereign_a as_o so_o universal_o to_o persist_v in_o their_o course_n of_o disobedience_n to_o his_o majesty_n authority_n but_o will_v with_o treatable_a and_o fair_a admonition_n lay_v before_o they_o their_o great_a danger_n and_o the_o iniquity_n of_o their_o enterprise_n have_v return_v to_o their_o obedience_n we_o therefore_o on_o the_o 27_o of_o oetober_n last_o authorize_v divers_a person_n ot_fw-mi quality_n and_o trust_n for_o the_o several_a county_n of_o down_o antrim_n armagh_n monaghan_n cavan_n tirone_n and_o fermanagh_n among_o other_o power_n then_o entrust_v with_o they_o to_o parley_v with_o the_o rebel_n or_o any_o of_o they_o and_o by_o proclamation_n or_o otherwise_o to_o proffer_v his_o majesty_n grace_n and_o mercy_n to_o they_o or_o any_o of_o they_o and_o to_o receive_v such_o of_o they_o into_o his_o majesty_n grace_n and_o mercy_n as_o shall_v signify_v to_o they_o that_o although_o by_o the_o say_a commission_n we_o give_v they_o that_o power_n yet_o we_o do_v then_o let_v they_o know_v that_o for_o those_o who_o be_v chief_a among_o the_o rebel_n and_o ringleader_n of_o the_o rest_n to_o disobedience_n that_o we_o adjudge_v they_o less_o worthy_a of_o favour_n than_o the_o other_o who_o they_o have_v miss_v guide_v and_o therefore_o for_o those_o principal_a person_n we_o require_v they_o to_o take_v care_v not_o to_o be_v too_o forward_o without_o first_o consult_v this_o board_n in_o proffer_v or_o promise_v mercy_n to_o those_o unless_o they_o the_o say_v commissioner_n see_v it_o of_o great_a and_o unavoidable_a necessity_n which_o power_n entrust_v by_o we_o with_o the_o say_a commissioner_n be_v then_o grant_v in_o respect_n of_o the_o comuncture_n of_o affair_n at_o that_o tune_n and_o to_o answer_v the_o then_o sudden_a extremity_n in_o the_o public_a service_n and_o whereas_o we_o have_v now_o receive_v information_n that_o a_o long_a time_n after_o the_o say_a power_n entrust_v with_o they_o and_o when_o the_o state_n 〈◊〉_d the_o country_n be_v far_o different_a from_o 〈◊〉_d condition_n wherein_o it_o stand_v at_o the_o issue_v of_o the_o say_a commission_n and_o after_o the_o general_a conspiracy_n be_v full_o discover_v and_o that_o the_o rebel_n of_o all_o degree_n and_o condition_n have_v with_o hateful_a and_o bloody_a obstinacy_n declare_v their_o purpose_n to_o extirp_v the_o british_a throughout_o the_o whole_a kingdom_n without_o hope_n of_o reconcilement_n other_o then_o by_o the_o strength_n of_o his_o majesty_n force_n some_o of_o the_o say_a commissioner_n notwithstanding_o the_o premonition_n give_v they_o by_o our_o say_a letter_n &_o without_o consult_v this_o board_n therein_o have_v give_v protection_n of_o late_a to_o many_o of_o the_o say_v rebel_n be_v principal_a person_n &_o freeholder_n which_o protection_n be_v in_o sundry_a respect_n find_v to_o be_v a_o mighty_a hindrance_n to_o his_o majesty_n service_n in_o those_o part_n and_o tend_v to_o his_o majesty_n loss_n and_o disadvantage_n and_o albeit_o we_o be_v inform_v that_o those_o person_n so_o protect_v have_v by_o their_o mis-behaviour_n since_o the_o protection_n grant_v to_o they_o violate_v the_o express_a or_o employ_v condition_n of_o all_o protection_n which_o beside_o the_o unseasonablenesse_n of_o the_o grant_n of_o they_o contrary_a to_o the_o intent_n of_o our_o direction_n in_o our_o say_a letter_n may_v just_o give_v cause_n to_o have_v those_o rebel_n immediate_o
