without_o which_o i_o may_v not_o be_v permit_v to_o act_v as_o a_o minister_n and_o those_o condition_n will_v not_o discharge_v the_o duty_n of_o the_o one_o nor_o bar_v the_o exercise_n of_o they_o which_o do_v bar_v the_o other_o i_o a_o minister_n stand_v in_o a_o general_n and_o special_a relation_n to_o the_o church_n and_o be_o charge_v with_o duty_n proper_a and_o peculiar_a to_o each_o of_o these_o i_o may_v be_v sinful_o impose_v on_o and_o restrain_v
