hereby_o impower_v to_o hear_v and_o determine_v the_o same_o and_o if_o the_o party_n find_v himself_o aggrieve_v by_o the_o judgement_n give_v by_o the_o say_a sub-commissioner_n grieve_v appeal_v by_o party_n grieve_v he_o shall_v and_o may_v appeal_v to_o the_o justice_n of_o the_o peace_n at_o the_o next_o quarter_n session_n who_o be_v hereby_o impower_v and_o authorise_v to_o hear_v and_o determine_v the_o same_o who_o judgement_n therein_o shall_v be_v final_a which_o say_v commissioner_n for_o appeal_n and_o regulate_v of_o this_o duty_n and_o the_o chief_a commissioner_n for_o excise_n and_o all_o justice_n of_o peace_n and_o sub-commissioner_n aforesaid_a respective_o be_v hereby_o authorise_v and_o strict_o enjoin_v and_o require_v upon_o any_o complaint_n or_o information_n exhibit_v and_o bring_v of_o any_o such_o forfeiture_n make_v or_o offence_n commit_v contrary_a to_o this_o act_n to_o summon_v the_o party_n accuse_v and_o upon_o his_o appearance_n or_o contempt_n to_o procee_v to_o the_o examination_n of_o the_o matter_n of_o fact_n and_o upon_o due_a proof_n make_v thereof_o either_o by_o the_o voluntary_a confession_n of_o the_o party_n or_o by_o the_o oath_n of_o one_o or_o more_o credible_a witness_n which_o oath_n they_o or_o any_o two_o or_o more_o of_o they_o have_v hereby_o power_n to_o administer_v to_o give_v judgement_n or_o sentence_n according_a as_o in_o and_o by_o this_o act_n be_v before_o ordain_v and_o direct_v and_o to_o award_v and_o issue_n out_o warrant_v under_o their_o hand_n for_o the_o levy_n of_o such_o forfeiture_n penalty_n and_o fine_n as_o by_o this_o act_n be_v impose_v for_o any_o such_o offence_n commit_v upon_o the_o good_n and_o chattel_n of_o the_o offender_n and_o to_o cause_n sale_n to_o be_v make_v of_o the_o say_a good_n and_o chattel_n if_o they_o shall_v not_o be_v redeem_v within_o fourtéen_a day_n render_v to_o the_o party_n the_o overplus_n if_o any_o be_v and_o for_o want_v of_o sufficient_a distress_n to_o imprison_v the_o party_n offend_v till_o satisfaction_n be_v make_v provide_v nevertheless_o that_o it_o shall_v and_o may_v be_v lawful_a mitigate_v fine_n and_o forfeiture_n may_v be_v mitigate_v to_o and_o for_o the_o say_v respective_a justice_n of_o peace_n commissioner_n for_o excise_n or_o any_o two_o of_o they_o or_o their_o sub-commissioner_n respective_o from_o time_n to_o time_n where_o they_o shall_v see_v cause_n to_o mitigate_v compound_n or_o lessen_v such_o forfeiture_n penalty_n or_o fine_a as_o in_o their_o discretion_n they_o shall_v think_v fit_a and_o that_o every_o such_o mitigation_n and_o payment_n thereupon_o according_o make_v shall_v be_v a_o sufficient_a discharge_n of_o the_o say_a penalty_n and_o forfeiture_n to_o the_o person_n so_o offend_v so_o as_o by_o such_o mitigation_n the_o same_o be_v not_o make_v less_o than_o double_a the_o value_n of_o the_o duty_n of_o excise_n which_o shall_v or_o ought_v to_o have_v be_v pay_v beside_o the_o reasonable_a cost_n and_o charge_n of_o such_o officer_n or_o officer_n or_o other_o as_o be_v employ_v therein_o to_o be_v to_o they_o allow_v by_o the_o say_a justice_n any_o thing_n in_o this_o act_n to_o the_o contrary_a in_o any_o wise_n notwithstanding_o and_o it_o be_v hereby_o further_o enact_v and_o ordain_v that_o all_o fine_n employ_v how_o the_o fine_n and_o forfeiture_n shall_v be_v employ_v forfeiture_n and_o penalty_n mention_v in_o this_o act_n all_o necessary_a charge_n for_o the_o recovery_n thereof_o be_v first_o deduct_v shall_v be_v employ_v three_o four_o part_n thereof_o to_o and_o for_o the_o use_n of_o the_o king_n majesty_n and_o the_o other_o four_o part_n to_o the_o discoverer_n or_o informer_n of_o the_o same_o and_o for_o the_o better_a manage_n collect_v secure_v levy_v and_o recover_v of_o all_o and_o every_o the_o say_a rate_n and_o charge_n of_o excise_n hereby_o impose_v and_o set_v upon_o all_o or_o any_o of_o the_o commodity_n before_o mention_v to_o the_o end_n the_o same_o may_v be_v pay_v and_o dispose_v of_o according_a to_o the_o intent_n of_o this_o present_a act_n be_v it_o further_o enact_v and_o ordain_v by_o the_o authority_n aforesaid_a and_o it_o be_v hereby_o enact_v that_o one_o principal_a head-office_n shall_v be_v erect_v and_o continue_v in_o the_o city_n of_o london_n or_o within_o ten_o mile_n thereof_o from_o time_n to_o time_n as_o long_o as_o his_o majesty_n shall_v think_v fit_a for_o this_o duty_n unto_o which_o all_o other_o office_n for_o the_o same_o within_o england_n and_o wales_n and_o the_o town_n and_o port_n of_o berwick_n shall_v be_v subordinate_a and_o accountable_a which_o say_v office_n shall_v be_v manage_v by_o such_o officer_n as_o shall_v be_v appoint_v by_o the_o king_n majesty_n as_o aforesaid_a who_o or_o any_o two_o of_o they_o excise_n commissioner_n and_o governor_n for_o manage_v the_o receipt_n of_o excise_n be_v hereby_o appoint_v and_o constitute_v commissioner_n and_o governor_n for_o the_o management_n of_o his_o majesty_n receipt_n of_o the_o excise_n and_o to_o sit_v in_o some_o convenient_a place_n in_o the_o city_n of_o london_n or_o within_o ten_o mile_n thereof_o from_o time_n to_o time_n as_o long_o as_o his_o majesty_n shall_v think_v fit_a and_o be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o no_o person_n or_o person_n shall_v be_v capable_a of_o
of_o this_o duty_n be_v first_o pay_v and_o satisfy_v by_o the_o say_a victualler_n or_o retailer_n to_o the_o brewer_n or_o maker_n thereof_o provide_v always_o that_o if_o any_o person_n or_o person_n shall_v brew_v and_o sell_v by_o retail_v any_o small_a quantity_n of_o béer_n or_o ale_n in_o any_o fair_a within_o this_o realm_n fair_n proviso_n for_o beer_n and_o ale_n sell_v in_o fair_n or_o dominion_n aforesaid_a who_o be_v not_o otherwise_o any_o common_a or_o usual_a brewer_n or_o retailer_n thereof_o and_o shall_v before_o any_o such_o sell_v and_o retail_v thereof_o well_o and_o true_o pay_v and_o satisfy_v the_o duty_n due_a for_o the_o same_o to_o the_o commissioner_n or_o sub-commissioner_n within_o who_o limit_n or_o division_n the_o say_v fair_a shall_v be_v hold_v or_o to_o their_o officer_n thereunto_o appoint_v then_o such_o person_n or_o person_n so_o brew_v or_o retail_v the_o same_o and_o for_o so_o much_o and_o no_o more_o nor_o otherwise_o shall_v be_v free_v and_o discharge_v from_o all_o penalty_n and_o forfeiture_n in_o and_o by_o this_o act_n before_o mention_v and_o impose_v any_o thing_n therein_o contain_v to_o the_o contrary_a notwithstanding_o provide_v nevertheless_o that_o it_o shall_v and_o may_v be_v lawful_a to_o and_o for_o the_o say_a commissioner_n division_n the_o commissioner_n may_v compound_v for_o the_o excise_n in_o their_o division_n and_o sub-commissioner_n respective_o to_o compound_v for_o this_o duty_n with_o any_o inn-kéepe_a victualler_n alehouse-kéepe_a or_o retailer_n of_o béer_n ale_n and_o other_o the_o liquor_n aforesaid_a within_o their_o respective_a division_n from_o time_n to_o time_n and_o in_o such_o manner_n and_o form_n as_o may_v be_v most_o for_o the_o advantage_n and_o improvement_n of_o the_o receipt_n thereof_o any_o thing_n in_o this_o act_n before_o contain_v to_o the_o contrary_a notwithstanding_o and_o it_o be_v further_o ordain_v and_o enact_v by_o the_o authority_n aforesaid_a that_o the_o lord_n treasurer_n act._n the_o power_n of_o the_o lord_n treasurer_n etc._n etc._n to_o contract_n for_o farm_v any_o the_o rate_n or_o duty_n in_o this_o act._n or_o commissioner_n of_o the_o treasury_n for_o the_o time_n be_v or_o such_o other_o person_n or_o person_n as_o his_o majesty_n his_o heir_n and_o successor_n shall_v appoint_v shall_v have_v power_n and_o be_v hereby_o authorise_v and_o impower_v from_o time_n to_o time_n to_o treat_v contract_n conclude_v and_o agree_v with_o any_o person_n or_o person_n for_o or_o concern_v the_o farm_n of_o all_o or_o any_o the_o rate_n duty_n and_o charge_n in_o this_o act_n mention_v upon_o béer_o ale_n perry_n cider_n or_o other_o the_o liquor_n aforesaid_a in_o any_o the_o respective_a county_n city_n or_o place_n of_o this_o realm_n or_o dominion_n thereof_o as_o may_v be_v for_o the_o great_a benefit_n and_o advantage_n of_o the_o say_a receipt_n so_o as_o the_o same_o excee_v not_o the_o term_n of_o three_o year_n and_o be_v it_o further_o enact_v that_o every_o such_o contract_n bargain_n and_o agreement_n of_o the_o lord_n treasurer_n or_o commissioner_n of_o the_o treasury_n or_o other_o person_n aforesaid_a on_o behalf_n of_o his_o majesty_n on_o the_o one_o part_n and_o the_o person_n or_o person_n farm_v on_o the_o other_o part_n shall_v be_v good_a and_o effectual_a in_o law_n to_o all_o intent_n and_o purpose_n provide_v always_o to_o the_o end_n the_o aforesaid_a duty_n may_v be_v pay_v with_o most_o ease_n to_o the_o people_n county_n person_n to_o be_v approve_v by_o the_o justice_n of_o the_o peace_n etc._n etc._n within_o six_o month_n to_o have_v the_o refusal_n of_o contract_n for_o the_o excise_n in_o these_o respective_a county_n it_o be_v hereby_o further_o enact_v that_o the_o lord_n treasurer_n commissioner_n of_o the_o treasury_n or_o other_o person_n aforesaid_a shall_v not_o within_o six_o month_n after_o the_o commencement_n of_o this_o act_n treat_v conclude_v or_o agree_v with_o any_o person_n or_o person_n touch_v the_o farm_n of_o this_o duty_n upon_o béer_n and_o ale_n in_o any_o the_o respective_a county_n or_o place_n of_o this_o realm_n or_o dominion_n thereof_o other_o then_o with_o such_o person_n or_o person_n as_o by_o the_o justice_n of_o peace_n of_o the_o say_a county_n or_o place_n or_o the_o major_a part_n of_o they_o at_o their_o public_a quarter_n session_n shall_v be_v nominate_v and_o appoint_v in_o that_o behalf_n which_o person_n or_o person_n be_v to_o have_v the_o first_o refusal_n of_o any_o such_o farm_n respective_o and_o may_v take_v the_o same_o any_o thing_n in_o this_o act_n to_o the_o contrary_a thereof_o in_o any_o wise_n notwithstanding_o provide_v that_o the_o say_a duty_n shall_v not_o be_v let_v to_o any_o person_n or_o person_n then_o to_o the_o person_n or_o person_n recommend_v by_o the_o justice_n under_o the_o rate_n that_o it_o shall_v be_v tender_v to_o and_o refuse_v by_o such_o person_n or_o person_n so_o recommend_v and_o be_v it_o further_o enact_v and_o ordain_v by_o the_o authority_n aforesaid_a determine_v forfeiture_n and_o offence_n within_o this_o act_n how_o to_o be_v determine_v that_o all_o forfeiture_n and_o offence_n make_v do_v and_o commit_v against_o this_o act_n or_o any_o clause_n or_o article_n therein_o contain_v shall_v be_v hear_v adjudge_v and_o determine_v by_o such_o person_n or_o person_n and_o in_o such_o manner_n and_o form_n as_o hereafter_o in_o and_o by_o this_o act_n be_v direct_v and_o appoint_v that_o be_v to_o say_v all_o such_o forfeiture_n and_o offence_n make_v and_o commit_v within_o the_o immediate_a limit_n of_o the_o chief_a office_n in_o london_n shall_v be_v hear_v london_n london_n adjudge_v and_o determine_v by_o the_o say_v chief_a commissioner_n and_o governor_n of_o excise_n appoint_v by_o his_o majesty_n or_o the_o major_a part_n of_o they_o or_o by_o the_o commissioner_n for_o appeal_n and_o regulate_v of_o this_o duty_n or_o the_o major_a part_n of_o they_o in_o case_n of_o appeal_n and_o not_o otherwise_o kingdom_n county_n city_n etc._n etc._n within_o this_o kingdom_n and_o all_o such_o forfeiture_n and_o offence_n make_v and_o commit_v within_o all_o or_o any_o other_o the_o county_n city_n town_n or_o place_n within_o this_o kingdom_n or_o dominion_n thereof_o shall_v be_v hear_v and_o determine_v by_o any_o two_o or_o more_o of_o the_o justice_n of_o the_o peace_n reside_v near_o to_o the_o place_n where_o such_o forfeiture_n shall_v be_v make_v or_o offence_n commit_v justice_n neglect_v of_o the_o justice_n and_o in_o case_n of_o neglect_n or_o refusal_n of_o such_o justice_n of_o the_o peace_n by_o the_o space_n of_o fourtéen_a day_n next_o after_o complaint_n make_v and_o notice_n thereof_o give_v to_o the_o offender_n than_o the_o sub-commissioner_n or_o the_o major_a part_n appoint_v for_o any_o such_o city_n county_n town_n or_o place_n shall_v and_o be_v hereby_o impower_v to_o hear_v and_o determine_v the_o same_o and_o if_o the_o party_n find_v himself_o aggrieve_v by_o the_o judgement_n give_v by_o the_o say_a sub-commissioner_n he_o shall_v and_o may_v appeal_v to_o the_o justice_n of_o the_o peace_n at_o the_o next_o quarter_n session_n who_o be_v hereby_o impower_v and_o authorise_v to_o hear_v and_o determine_v the_o same_o who_o judgement_n therein_o shall_v be_v final_a which_o say_v commissioner_n for_o appeal_n and_o regulate_v of_o this_o duty_n and_o the_o chief_a commissioner_n for_o excise_n and_o all_o justice_n of_o peace_n and_o sub-commissioner_n aforesaid_a respective_o be_v hereby_o authorise_v and_o strict_o enjoin_v and_o require_v upon_o any_o complaint_n or_o offender_n and_o to_o cause_n sale_n to_o be_v make_v of_o the_o say_a good_n and_o chattel_n if_o they_o shall_v not_o be_v redeem_v within_o fourtéen_a day_n render_v to_o the_o party_n the_o overplus_n if_o any_o be_v and_o for_o want_v of_o sufficient_a distress_n to_o imprison_v the_o party_n
aforesaid_a and_o upon_o due_a examination_n or_o knowledge_n thereof_o abate_v defalk_z increase_n or_o enlarge_v the_o say_a assessment_n and_o the_o same_o so_o abate_v increase_v or_o enlarge_v determine_n of_o such_o complaint_n and_o appeal_v according_o and_o be_v it_o further_o enact_v that_o every_o person_n rate_v for_o his_o office_n shall_v be_v rate_v otherwise_o in_o what_o place_n person_n shall_v be_v rate_v for_o office_n or_o otherwise_o and_o pay_v for_o his_o say_a office_n in_o the_o place_n where_o the_o say_a office_n be_v execute_v and_o every_o person_n to_o be_v otherwise_o rate_v shall_v be_v rate_v and_o the_o sum_n or_o sum_n on_o he_o or_o she_o set_v and_o levy_v at_o such_o place_n where_o he_o or_o she_o and_z with_o his_o or_o her_o family_n shall_v be_v resident_a at_o the_o time_n of_o the_o execution_n of_o this_o act_n and_o that_o all_o person_n not_o be_v householder_n nor_o have_v a_o certain_a place_n of_o above_o and_o all_o servant_n shall_v be_v tax_v at_o the_o place_n where_o they_o be_v resident_a at_o the_o time_n of_o the_o execution_n of_o this_o act_n three_o month_n before_o the_o execution_n of_o this_o act._n provide_v always_o that_o if_o any_o person_n have_v several_a mansion-house_n or_o place_n of_o residence_n certificate_n person_n double_o charge_v may_v be_v discharge_v upon_o certificate_n shall_v be_v double_o charge_v by_o virtue_n of_o this_o act_n that_o upon_o certificate_n make_v by_o two_o or_o more_o of_o the_o commissioner_n for_o the_o county_n city_n or_o place_n which_o certificate_n the_o say_a commissioner_n be_v require_v to_o give_v without_o delay_n fee_n or_o reward_n of_o his_o or_o their_o last_o personal_a residence_n under_o their_o hand_n and_o seal_n of_o the_o sum_n or_o sum_n there_o charge_v upon_o he_o or_o they_o and_o in_o what_o capacity_n or_o respect_n he_o or_o they_o be_v so_o charge_v and_o upon_o oath_n make_v of_o such_o certificate_n before_o the_o commissioner_n to_o who_o such_o certificate_n shall_v be_v tender_v which_o oath_n the_o say_a commissioner_n be_v hereby_o authorize_v to_o administer_v then_o the_o person_n and_o person_n so_o double_o charge_v shall_v for_o so_o much_o as_o shall_v be_v so_o certify_v be_v discharge_v in_o every_o other_o county_n city_n or_o place_n and_o if_o any_o person_n at_o the_o time_n of_o the_o assess_n shall_v be_v out_o of_o the_o realm_n such_o person_n shall_v be_v rate_v where_o such_o person_n be_v last_o abide_v within_o the_o realm_n tax_n person_n change_v their_o dwell_n by_o fraud_n to_o avoid_v the_o tax_n and_o if_o any_o person_n that_o ought_v to_o be_v tax_v by_o virtue_n of_o this_o act_n by_o change_v his_o place_n of_o residence_n or_o by_o fraud_n or_o covin_z shall_v escape_v from_o the_o taxation_n and_o not_o be_v tax_v and_o the_o same_o prove_v before_o the_o commissioner_n or_o two_o of_o they_o or_o two_o justice_n of_o the_o peace_n of_o the_o county_n where_o such_o person_n dwell_v or_o be_v resident_a at_o any_o time_n within_o six_o month_n next_o ensue_v after_o such_o tax_n make_v every_o person_n that_o shall_v so_o escape_v from_o the_o say_a taxation_n and_o payment_n shall_v be_v charge_v penalty_n penalty_n upon_o proof_n thereof_o at_o the_o double_a value_n of_o so_o much_o as_o he_o shall_v or_o ought_v to_o have_v be_v tax_v by_o the_o act_n the_o say_v double_a value_n upon_o certificate_n thereof_o make_v into_o the_o exchequer_n by_o the_o commissioner_n or_o justice_n before_o who_o such_o proof_n shall_v be_v make_v to_o be_v levy_v of_o the_o good_n land_n and_o tenement_n of_o such_o person_n towards_o the_o supply_n aforesaid_a and_o be_v it_o further_o enact_v that_o the_o commissioner_n which_o shall_v be_v within_o any_o county_n or_o place_n within_o their_o respective_a limit_n or_o the_o major_a part_n of_o they_o another_o commissioner_n to_o tax_v one_o another_o shall_v tax_n and_o assess_v every_o other_o commissioner_n join_v with_o they_o and_o the_o commissioner_n within_o their_o division_n shall_v assess_v every_o assessor_n within_o their_o division_n and_o as_o well_o all_o sum_n upon_o every_o the_o say_a commissioner_n and_o assessor_n as_o the_o assessment_n make_v and_o present_v by_o the_o presenter_n as_o aforesaid_a shall_v be_v write_v estreat_v levy_v and_o gather_v as_o it_o shall_v and_o ought_v to_o have_v be_v as_o if_o the_o say_a commissioner_n have_v not_o be_v name_v commissioner_n provide_v always_o and_o it_o be_v hereby_o declare_v decry_v decry_v that_o the_o several_a rate_n and_o tax_n to_o which_o the_o lord_n and_o péer_v of_o this_o realm_n shall_v be_v liable_a by_o virtue_n of_o this_o act_n shall_v be_v receive_v by_o a_o collector_n to_o be_v nominate_v by_o the_o péer_v which_o say_v collector_n shall_v cause_v the_o same_o to_o be_v pay_v into_o his_o majesty_n receipt_n of_o exchequer_n at_o westminster_n upon_o or_o before_o the_o aforesaid_a thirty_o day_n of_o april_n provide_v that_o this_o act_n shall_v not_o extend_v to_o the_o inhabitant_n of_o scotland_n ireland_n guernsey_n scotland_n ireland_n jersey_n guernsey_n jersey_n or_o guernsey_n for_o or_o concern_v any_o such_o personal_a estate_n as_o aforesaid_a which_o they_o or_o any_o other_o to_o their_o use_n have_v within_o the_o place_n aforesaid_a and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o the_o respective_a treasurer_n of_o his_o majesty_n navy_n and_o ordnance_n be_v hereby_o authorize_v and_o require_v to_o take_v and_o retain_v unto_o themselves_o navy_n allowance_n to_o the_o treasurer_n of_o the_o navy_n and_o such_o as_o shall_v be_v respective_o employ_v by_o and_o under_o they_o one_o penny_n in_o the_o pound_n and_o no_o more_o out_o of_o the_o money_n raise_v by_o virtue_n of_o this_o act_n and_o pay_v unto_o and_o issue_v out_o by_o they_o to_o any_o person_n or_o person_n in_o pursuance_n thereof_o to_o be_v allow_v unto_o they_o in_o their_o respective_a account_n and_o be_v it_o further_o enact_v that_o if_o any_o assessor_n collector_n receiver_n or_o other_o person_n appoint_v by_o the_o commissioner_n shall_v wilful_o neglect_v or_o refuse_v to_o perform_v his_o duty_n in_o the_o due_a and_o speedy_a execution_n of_o this_o present_a act_n the_o say_v respective_a commissioner_n duty_n assessor_n collector_n or_o receiver_n neglect_v their_o duty_n or_o any_o three_o or_o more_o of_o they_o may_v and_o shall_v by_o virtue_n of_o this_o act_n impose_v on_o such_o person_n or_o person_n so_o refuse_v or_o neglect_v their_o duty_n any_o fine_a not_o exceed_a the_o sum_n of_o twenty_o pound_n for_o any_o one_o offence_n the_o same_o to_o be_v levy_v and_o certify_v as_o aforesaid_a into_o his_o majesty_n court_n of_o exchequer_n penalty_n penalty_n and_o charge_v upon_o the_o respective_a receiver-general_a among_o the_o rest_n of_o the_o rate_n aforesaid_a and_o the_o say_a commissioner_n or_o any_o two_o or_o more_o of_o they_o may_v or_o shall_v from_o time_n to_o time_n call_v for_o and_o require_v a_o account_n from_o the_o respective_a receiver-general_a of_o all_o the_o money_n receive_v by_o he_o of_o the_o say_v head-collectors_a and_o of_o the_o payment_n thereof_o into_o his_o majesty_n receipt_n of_o exchequer_n according_a to_o the_o direction_n of_o this_o act_n and_o in_o case_n of_o any_o failer_z in_o the_o premise_n the_o say_v commissioner_n or_o any_o two_o or_o more_o of_o they_o be_v hereby_o require_v to_o cause_v the_o same_o to_o be_v forthwith_o levy_v and_o pay_v according_a to_o the_o true_a intent_n and_o meaning_n of_o this_o act._n and_o in_o case_n of_o any_o controversy_n arise_v between_o the_o say_a commissioner_n concern_v the_o say_a rate_n or_o assessment_n the_o commissioner_n that_o shall_v be_v concern_v therein_o shall_v have_v no_o voice_n but_o shall_v withdraw_v during_o the_o debate_n of_o such_o controversy_n until_o it_o be_v determine_v by_o the_o rest_n of_o the_o commissioner_n and_o all_o question_n and_o difference_n that_o shall_v arise_v touch_v any_o of_o the_o say_a rate_n tax_n assessment_n or_o levy_n shall_v be_v hear_v and_o final_o determine_v by_o two_o or_o more_o of_o the_o commissioner_n upon_o complaint_n thereof_o to_o they_o make_v by_o any_o person_n or_o person_n thereby_o grieve_v without_o further_a trouble_n or_o suit_n in_o law_n determine_v controversy_n and_o question_n about_o the_o rate_n how_o to_o be_v determine_v and_o the_o say_v receiver-general_a shall_v give_v acquittance_n gratis_o to_o the_o say_v head-collectors_a for_o all_o money_n of_o they_o receive_v and_o the_o say_v head-collectors_a shall_v also_o give_v acquittance_n gratis_o to_o the_o subcollector_n for_o all_o such_o
advice_n and_o consent_n of_o the_o lord_n archbishop_n of_o canterbury_n and_o the_o bishop_n of_o london_n for_o the_o time_n be_v provide_v also_o and_o be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o the_o scites_n and_o material_n of_o such_o church_n as_o by_o this_o bill_n be_v not_o intend_v to_o be_v rebuilt_a employ_v scites_n and_o material_n of_o church_n to_o be_v sell_v and_o how_o employ_v together_o with_o the_o churchyard_n belong_v to_o such_o church_n shall_v be_v and_o be_v hereby_o vest_v in_o the_o lord_n mayor_n and_o alderman_n of_o the_o city_n of_o london_n for_o the_o time_n be_v to_o the_o end_n so_o much_o of_o the_o say_a ground_n as_o shall_v not_o upon_o the_o rebuilding_n of_o the_o say_a city_n be_v lay_v into_o the_o street_n be_v sell_v and_o dispose_v of_o by_o the_o say_a lord_n mayor_n and_o alderman_n or_o the_o major_a part_n of_o they_o for_o the_o time_n be_v with_o the_o consent_n of_o the_o archbishop_n of_o canterbury_n and_o bishop_n of_o london_n for_o the_o time_n be_v and_o the_o money_n raise_v by_o such_o sale_n shall_v be_v by_o the_o say_a mayor_n and_o alderman_n or_o the_o major_a part_n of_o they_o with_o the_o consent_n of_o the_o say_a archbishop_n and_o bishop_n dispose_v of_o and_o employ_v for_o and_o towards_o the_o rebuilding_n of_o such_o parish-church_n as_o by_o this_o act_n be_v intend_v to_o be_v rebuilt_a and_o for_o no_o other_o use_n or_o purpose_n whatsoever_o provide_v always_o that_o any_o thing_n in_o this_o act_n contain_v church_n st._n paul_n st._n faith_n st._n gregory_n church_n shall_v not_o extend_v or_o be_v take_v to_o vest_n or_o settle_v the_o church_n of_o saint_n paul_n and_o saint_n faith_n or_o any_o part_n thereof_o or_o the_o church_n of_o saint_n gregory_n by_o saint_n paul_n or_o any_o of_o they_o or_o the_o churchyard_n to_o any_o of_o they_o belong_v or_o appertain_v in_o the_o mayor_n aldermen_z and_o commons_o of_o the_o city_n of_o london_n or_o any_o of_o they_o any_o thing_n in_o this_o act_n notwithstanding_o and_o be_v it_o enact_v that_o for_o the_o prevent_a inundation_n and_o for_o easiness_n of_o ascent_n the_o street_n call_v thames-street_n and_o all_o the_o ground_n between_o the_o say_a street_n and_o the_o river_n of_o thames_n thames-street_n thames-street_n shall_v be_v raise_v and_o make_v high_a part_n of_o the_o common-sewer_n common_o call_v or_o know_v by_o the_o name_n of_o bridewell-dock_n fleet-ditch_n and_o turmil-brook_n from_o the_o river_n of_o thames_n to_o clarkenwel_n upon_o either_o side_n of_o they_o before_o the_o four_o and_o twenty_o day_n of_o march_n which_o shall_v be_v in_o the_o year_n of_o our_o lord_n one_o thousand_o six_o hundred_o sixty_o eight_o and_o for_o the_o further_o enable_v of_o the_o say_a mayor_n and_o commonalty_n and_o citizen_n of_o the_o say_a city_n of_o london_n and_o their_o successor_n to_o perform_v and_o accomplish_v the_o work_n in_o this_o act_n mention_v coal_n a_o imposition_n upon_o coal_n be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o for_o all_o sort_n of_o coal_n which_o from_o and_o after_o the_o four_o and_o twenty_o day_n of_o june_n one_o thousand_o six_o hundred_o sixty_o seven_o and_o before_o the_o four_o and_o twenty_o day_n of_o june_n one_o thousand_o six_o hundred_o seventy_o seven_o shall_v be_v import_v and_o bring_v into_o the_o port_n of_o the_o city_n of_o london_n or_o the_o river_n of_o thames_n within_o the_o liberty_n of_o the_o say_a city_n of_o london_n upon_o the_o same_o river_n to_o be_v sell_v by_o the_o cauldron_n or_o tun_n there_o shall_v be_v pay_v by_o way_n of_o imposition_n thereupon_o over_z and_z beside_o all_o other_o imposition_n and_o duty_n due_a for_o such_o sort_n of_o coal_n as_o be_v usual_o sell_v by_o the_o cauldron_n for_o every_o cauldron_n thereof_o contain_v thirty_o six_o bushel_n winchester_n measure_n the_o sum_n of_o twelve_o penny_n and_o for_o all_o such_o sort_n of_o coal_n as_o be_v sell_v by_o the_o tun_n for_o every_o tun_n thereof_o contain_v twenty_o hundred_o weight_n the_o like_a sum_n of_o twelve_o penny_n which_o say_v imposition_n of_o twelve_o penny_n for_o every_o cauldron_n or_o tun_n of_o coal_n shall_v from_o time_n to_o time_n during_o the_o term_n aforesaid_a be_v answer_v and_o pay_v unto_o the_o say_a mayor_n and_o commonalty_n and_o citizen_n and_o their_o successor_n or_o to_o their_o deputy_n or_o deputy_n officer_n or_o assign_v by_o the_o master_n owner_n or_o owner_n or_o other_o person_n or_o person_n take_v charge_n of_o any_o ship_n or_o vessel_n whereupon_o the_o same_o shall_v be_v lade_v before_o they_o shall_v break_v bulk_n or_o have_v a_o meet_a assign_v for_o the_o measure_n or_o weigh_v of_o any_o coal_n aforesaid_a to_o be_v deliver_v from_o on_o board_n any_o such_o ship_n or_o vessel_n the_o same_o to_o be_v pay_v at_o such_o place_n or_o place_n as_o by_o the_o say_a mayor_n and_o court_n of_o alderman_n shall_v from_o time_n to_o time_n be_v appoint_v for_o the_o receipt_n thereof_o upon_o receipt_n whereof_o the_o party_n appoint_v to_o receive_v the_o same_o shall_v without_o delay_n fee_n or_o reward_n deliver_v a_o receipt_n to_o the_o person_n or_o person_n who_o shall_v pay_v the_o say_a duty_n which_o receipt_n shall_v for_o so_o much_o be_v a_o sufficient_a discharge_n and_o to_o the_o end_n that_o the_o say_a imposition_n may_v be_v due_o answer_v and_o pay_v without_o fraud_n or_o covin_z and_o for_o the_o better_a levy_v and_o collect_v thereof_o and_o for_o discovery_n of_o the_o just_a quantity_n of_o all_o sort_n of_o coal_n to_o be_v import_v as_o aforesaid_a be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o the_o coal-meter_n for_o the_o city_n of_o london_n appoint_v or_o to_o be_v appoint_v and_o every_o of_o they_o same_o coal-meter_n duty_n for_o levy_v the_o same_o and_o their_o respective_a deputy_n in_o their_o turn_n &_o course_n of_o attendance_n respective_o so_o soon_o as_o any_o ship_n or_o vessel_n freight_v with_o coal_n shall_v be_v unlade_v shall_v forthwith_o deliver_v a_o true_a certificate_n in_o writing_n unto_o the_o deputy_n or_o deputy_n officer_n or_o assign_v of_o the_o say_a mayor_n and_o commonalty_n and_o citizen_n who_o shall_v be_v appoint_v to_o receive_v the_o say_a imposition_n of_o the_o sort_n quantity_n and_o number_n of_o cauldron_n or_o tun_n of_o coal_n respective_o which_o shall_v be_v measure_v or_o weigh_v and_o deliver_v from_o on_o board_n any_o such_o ship_n or_o vessel_n on_o pain_n for_o he_o or_o their_o default_n therein_o to_o be_v suspend_v from_o the_o execution_n and_o benefit_n of_o he_o or_o their_o office_n or_o employment_n for_o one_o whole_a year_n from_o thence_o next_o follow_v and_o in_o case_n it_o shall_v appear_v by_o such_o certificate_n or_o otherwise_o that_o there_o be_v on_o board_n any_o such_o ship_n or_o vessel_n a_o great_a number_n of_o cauldron_n or_o tun_n of_o coal_n then_o for_o which_o the_o say_a imposition_n shall_v have_v be_v answer_v and_o pay_v as_o aforesaid_a that_o then_o in_o such_o case_n there_o shall_v be_v pay_v to_o the_o say_a mayor_n and_o commonalty_n and_o citizen_n and_o their_o successor_n for_o every_o cauldron_n or_o tun_n of_o coal_n so_o conceal_v over_o and_o above_o the_o imposition_n aforesaid_a the_o sum_n of_o five_o shilling_n for_o which_o in_o case_n of_o refusal_n to_o pay_v the_o same_o such_o ship_n or_o vessel_n or_o any_o the_o tackle_n furniture_n or_o apparel_n thereof_o may_v be_v attach_v and_o detain_v by_o warrant_n from_o the_o mayor_n of_o the_o say_a city_n for_o the_o time_n be_v until_o
