but_o know_v that_o the_o welfare_n and_o prosperity_n of_o our_o good_a subject_n depend_v very_o much_o upon_o the_o safety_n and_o improvement_n of_o trade_n and_o have_v therefore_o make_v it_o a_o great_a part_n of_o our_o princely_a care_n and_o study_n to_o find_v out_o way_n and_o mean_n for_o the_o advancement_n and_o security_n of_o their_o general_a traffic_n and_o commerce_n so_o we_o can_v but_o hope_v that_o these_o our_o just_a end_n and_o purpose_n which_o we_o have_v chief_o in_o our_o prospect_n will_v be_v very_o much_o promoted_n by_o gain_v the_o city_n of_o tanger_n in_o africa_n as_o a_o accession_n unto_o our_o dominion_n it_o be_v not_o unreasonable_a to_o believe_v that_o by_o mean_n of_o this_o our_o city_n of_o tanger_n a_o way_n may_v be_v open_v to_o trade_n not_o yet_o use_v and_o such_o as_o can_v not_o heretofore_o with_o any_o safety_n be_v at_o tempt_v wherein_o if_o the_o success_n shall_v not_o answer_v our_o desire_n yet_o certain_o many_o of_o those_o trade_n which_o be_v now_o frequent_v will_v hereafter_o be_v carry_v on_o with_o much_o more_o ease_n and_o security_n to_o our_o merchant_n when_o they_o shall_v have_v a_o good_a port_n in_o the_o entry_n of_o the_o mediterranean_a to_o befriend_v them●_n to_o the_o end_n therefore_o that_o all_o fit_a encouragement_n may_v be_v give_v to_o make_v use_n of_o the_o advantage_n upon_o such_o term_n article_n and_o condition_n as_o be_v herein_o after_o express_v that_o be_v to_o say_v i._n first_o it_o shall_v lawful_a for_o all_o our_o good_a subject_n and_o the_o subject_n of_o any_o other_o nation_n in_o amity_n with_o we_o except_o before_o except_v to_o come_v free_o into_o our_o port_n at_o tanger_n with_o their_o ship_n vessel_n and_o merchandize_n and_o to_o land_v the_o same_o or_o any_o part_n thereof_o and_o lay_v they_o up_o in_o such_o warehouse_n or_o other_o place_n as_o they_o shall_v think_v fit_a ii_o all_o person_n come_v into_o our_o say_a port_n with_o any_o ship_n or_o merchandize_n shall_v enter_v or_o cause_n to_o be_v enter_v in_o the_o registry_n there_o to_o be_v keep_v for_o that_o purpose_n all_o the_o good_n ware_n merchandize_n and_o commodity_n by_o they_o land_v and_o shall_v pay_v or_o cause_n to_o be_v pay_v for_o every_o hundred_o pound_n worth_a of_o good_n so_o land_v according_a to_o the_o rate_n and_o value_v of_o merchandize_n set_v down_o in_o the_o book_n of_o rate_n establish_v in_o england_n five_o shilling_n for_o the_o entry_n thereof_o and_o no_o other_o duty_n or_o payment_n whatsoever_o iii_o if_o any_o person_n shall_v refuse_v or_o neglect_v to_o make_v entry_n of_o his_o good_n so_o import_v and_o land_a or_o shall_v not_o make_v entry_n without_o fraud_n or_o deceit_n the_o person_n so_o refuse_v or_o neglect_v to_o make_v entry_n or_o make_v short_a entry_n shall_v lose_v and_o forfeit_v the_o ship_n or_o vessel_n together_o with_o all_o the_o good_n so_o import_v and_o be_v utter_o uncapable_a of_o any_o of_o the_o privilege_n or_o benefit_n herein_o before_o or_o after_o mention_v iv._o it_o shall_v be_v lawful_a for_o all_o person_n to_o export_n or_o sell_v upon_o the_o place_n the_o good_n so_o import_v at_o his_o and_o their_o will_n and_o pleasure_n without_o pay_v any_o further_a or_o other_o imposition_n or_o duty_n whatsoever_o v._o all_o person_n export_v any_o good_n from_o our_o say_a port_n and_o city_n of_o tanger_n into_o any_o part_n of_o our_o kingdom_n of_o england_n or_o ireland_n shall_v be_v oblige_v to_o export_v the_o same_o in_o english_a ship_n and_o with_o english_a mariner_n vi_o this_o liberty_n and_o freedom_n of_o our_o port_n at_o tanger_n shall_v continue_v from_o the_o nine_o and_o twenty_o day_n of_o september_n 1662._o for_o and_o during_o the_o full_a time_n and_o term_n of_o five_o year_n from_o thenceforth_o next_o come_n in_o all_o which_o time_n there_o shall_v be_v no_o further_o or_o great_a improvement_n of_o our_o custom_n within_o our_o say_z port._n and_o we_o do_v also_o declare_v that_o when_o those_o five_o year_n shall_v be_v elapse_v we_o shall_v not_o make_v any_o new_a or_o great_a imposition_n upon_o the_o trade_n of_o that_o port_n without_o first_o give_v public_a notice_n thereof_o after_o the_o expiration_n of_o five_o year_n by_o the_o space_n of_o two_o year_n
