and_o office_n as_o there_o be_v of_o ordinance_n and_o it_o be_v in_o a_o man_n power_n to_o constitute_v the_o one_o no_o more_o than_o he_o may_v the_o other_o and_o the_o neglect_n of_o one_o be_v
