they_o i_o do_v not_o mean_v that_o any_o private_a person_n shall_v meddle_v with_o the_o affair_n of_o the_o realm_n but_o that_o every_o one_o in_o his_o own_o person_n do_v place_n himself_o about_o the_o throne_n of_o god_n leave_v the_o abuse_n of_o the_o public_a state_n to_o be_v reform_v by_o such_o as_o have_v a_o lawful_a call_n thereto_o it_o be_v certain_a this_o ordinance_n must_v be_v set_v up_o retain_v and_o practise_v though_o prince_n be_v utterlie_o against_o it_o we_o must_v not_o tarry_v one_o hour_n to_o expect_v a_o new_a grant_n from_o man_n to_o do_v our_o duty_n in_o the_o true_a worship_n of_o god_n when_o as_o we_o have_v a_o sufficient_a grant_n already_o from_o heaven_n for_o if_o we_o do_v we_o shall_v sure_o die_v in_o our_o sin_n and_o our_o blood_n shall_v be_v upon_o our_o own_o head_n the_o primitive_a christian_n have_v not_o the_o magistrate_n leave_v to_o serve_v god_n yet_o they_o do_v whatsoever_o he_o command_v they_o their_o practice_n be_v a_o example_n for_o we_o and_o all_o believer_n be_v bind_v to_o do_v the_o like_a as_o often_o as_o there_o be_v the_o like_a just_a and_o necessary_a occasion_n for_o as_o the_o approbation_n of_o man_n and_o angel_n make_v the_o way_n of_o god_n and_o work_n of_o religion_n never_o a_o whit_n the_o more_o lawful_a but_o only_o the_o more_o free_a from_o bodily_a danger_n so_o neither_o can_v their_o disalowance_n make_v unlawful_a such_o duty_n of_o religion_n as_o the_o word_n of_o god_n approve_v nor_o can_v they_o give_v dispensation_n to_o any_o person_n to_o forbear_v the_o practice_n thereof_o but_o because_o my_o purpose_n chief_o be_v to_o show_v the_o judgement_n of_o the_o nonconformist_n touch_v religious_a ordinance_n and_o the_o use_n and_o practice_v thereof_o i_o will_v therefore_o lay_v down_o their_o word_n that_o so_o the_o reader_n may_v see_v how_o 42._o well_o they_o and_o we_o in_o these_o thing_n do_v accord_n except_o in_o obedience_n the_o magistrate_n say_v they_o be_v but_o the_o servant_n of_o the_o lord_n and_o therefore_o have_v no_o power_n to_o bind_v the_o the_o conscience_n neither_o can_v he_o exempt_v any_o man_n from_o obedience_n to_o god_n another_o say_v if_o the_o law_n of_o man_n be_v want_v yet_o the_o church_n must_v not_o cease_v from_o do_v her_o duty_n and_o exercise_v her_o power_n which_o be_v grant_v she_o by_o christ_n who_o have_v also_o promise_v 15._o his_o presence_n when_o two_o or_o three_o be_v gather_v together_o in_o his_o name_n therefore_o she_o may_v entreat_v determine_v and_o strengthen_v her_o decree_n and_o constitution_n with_o ecclesiastical_a censure_n and_o punishment_n notwithstanding_o the_o prince_n will_v not_o assent_v approve_v and_o ratify_v the_o canon_n of_o the_o church_n nor_o confirm_v they_o by_o his_o law_n and_o fortify_v they_o with_o temporal_a punishment_n m._n wing_n a_o eminent_a reformist_n have_v 9_o reason_n in_o print_n to_o prove_v that_o all_o person_n be_v necessary_o bind_v to_o practise_v perpetual_o the_o ordinance_n and_o commandment_n of_o the_o gospel_n although_o the_o civil_a magistrate_n allow_v not_o thereof_o and_o because_o they_o be_v effectual_a and_o weighty_a i_o will_v here_o lay_v they_o down_o ordinance_n 1._o if_o the_o only_a sure_a way_n for_o comfort_n of_o our_o soul_n be_v the_o practice_n of_o god_n ordinance_n for_o his_o visible_a church_n under_o the_o gospel_n than_o we_o be_v bind_v to_o practise_v the_o say_a ordinance_n notwithstanding_o the_o magistrate_n do_v forbid_v the_o say_a practice_n but_o the_o only_a sure_a way_n for_o the_o comfort_n of_o our_o soul_n be_v the_o practice_n of_o god_n ordinance_n for_o his_o visible_a church_n under_o the_o gosp_n will_v therefore_o we_o be_v bind_v to_o practise_v the_o say_a ordinance_n notwithstanding_o the_o magistrate_n do_v forbid_v the_o say_a practice_n 2._o all_o the_o magistrate_n power_n wherein_o he_o be_v actual_o to_o be_v obey_v be_v only_o where_o he_o command_v or_o forbid_v from_o god_n or_o for_o god_n but_o the_o magistrate_n forbid_v the_o practice_n of_o this_o way_n do_v not_o forbid_v from_o god_n nor_o for_o god_n therefore_o the_o magistrate_n forbid_v the_o practice_n of_o this_o way_n be_v not_o actual_o to_o be_v obey_v 3._o where_o the_o magistrate_n may_v not_o command_v and_o be_v lawful_o obey_v in_o the_o negative_a part_n of_o any_o commandment_n of_o the_o first_o table_n there_o he_o may_v not_o forbid_v and_o be_v lawful_o obey_v in_o the_o affirmative_a but_o the_o magistrate_n may_v not_o command_v and_o be_v lawful_o obey_v in_o the_o negative_a of_o the_o 2_o commandment_n therefore_o he_o may_v not_o forbid_v and_o be_v lawful_o obey_v in_o the_o affirmative_a 4._o we_o can_v justify_v special_o the_o continue_a omission_n of_o any_o duty_n and_o chief_o of_o the_o first_o table_n unless_o we_o be_v by_o violence_n restrain_v from_o the_o practice_n thereof_o but_o to_o omit_v the_o practice_n of_o these_o ordinance_n of_o god_n for_o his_o visible_a church_n under_o the_o gospel_n because_o it_o be_v not_o tolerate_v or_o allow_v by_o the_o magistrate_n be_v a_o continue_a omission_n of_o a_o duty_n of_o the_o first_o table_n and_o this_o not_o omit_v by_o reason_n of_o a_o violent_a restraint_n therefore_o we_o can_v justify_v the_o omission_n of_o this_o duty_n 5._o it_o be_v not_o lawful_a to_o omit_v the_o duty_n of_o charity_n to_o relieve_v any_o poor_a saint_n of_o god_n though_o the_o magistrate_n forbid_v it_o therefore_o we_o may_v not_o omit_v this_o duty_n of_o piety_n though_o the_o magistrate_n forbid_v it_o 6._o if_o the_o lord_n foresee_v the_o averseness_n of_o magistrate_n to_o the_o practice_n of_o this_o church_n government_n and_o yet_o do_v never_o exempt_v nor_o dispense_v with_o the_o people_n omission_n therefore_o than_o we_o may_v not_o omit_v or_o forbear_v this_o duty_n though_o the_o magistrate_n do_v not_o tolerate_v it_o but_o the_o lord_n foresee_v the_o averseness_n of_o magistrate_n to_o the_o practice_n of_o this_o church_n government_n and_o yet_o do_v
