by_o rule_n prescribe_v and_o set_v by_o the_o sovereign_a lord_n and_o arbyter_n of_o life_n and_o death_n there_o be_v one_o lawgiver_n who_o be_v able_a to_o save_v and_o to_o destroy_v nor_o be_v your_o conscience_n as_o a_o under-judge_n to_o meddle_v at_o all_o but_o in_o case_n within_o your_o cognisance_n this_o about_o your_o final_a state_n be_v a_o reserve_v except_a case_n belong_v
