33._o 34._o if_o the_o clergy_n may_v have_v a_o hand_n in_o it_o and_o have_v they_o spend_v the_o one_o half_a of_o their_o thunderbolt_n employ_v against_o dissenter_n against_o the_o prodigious_o licentious_a they_o may_v have_v purge_v themselves_o from_o that_o division_n cause_v by_o prodigious_a licentiousness_n yet_o we_o know_v that_o great_a man_n of_o the_o church_n have_v catch_v that_o it_o be_v absolute_o necessary_a to_o the_o peace_n and_o happiness_n of_o the_o kingdom_n that_o there_o be_v set_v up_o a_o more_o severe_a government_n over_o man_n conscience_n and_o religious_a persuasion_n than_o over_o man_n vice_n and_o immorality_n thus_o teach_v bp._n packer_n in_o his_o ecclesiastical_a policy_n page_n 53._o and_o that_o prince_n may_v with_o less_o hazard_n give_v liberty_n to_o man_n vice_n than_o their_o conscience_n page_n 55._o and_o what_o he_o teach_v other_o have_v practcy_v 2._o for_o easy_a condescension_n to_o dissenter_n the_o church_n may_v safe_o purge_v herself_o from_o this_o guilt_n yea_o we_o assure_v she_o the_o dissenter_n will_v be_v her_o compurgator_n herein_o 3._o the_o rigorous_a execution_n of_o the_o law_n we_o confess_v have_v give_v cause_n to_o abhor_v the_o executioner_n but_o then_o how_o can_v he_o be_v guiltless_a of_o the_o sin_n of_o divide_v who_o plead_v for_o the_o perpetuate_a these_o law_n which_o he_o confess_v give_v just_a occasion_n to_o abhor_v they_o and_o be_v pomenter_n of_o division_n how_o inconsistent_a be_v he_o with_o himself_o and_o reason_n in_o this_o for_o if_o these_o law_n may_v not_o be_v execute_v without_o prejudice_n to_o the_o union_n of_o the_o church_n why_o be_v they_o continue_v in_o force_n if_o rigorous_a law_n foment_n division_n as_o be_v confess_v these_o can_v be_v guiltless_a of_o the_o division_n who_o urge_v the_o make_n and_o execute_v such_o law_n as_o the_o d._n now_o plead_v for_o the_o lesson_n he_o prescribe_v to_o magistrate_n that_o their_o behaviour_n towards_o their_o people_n shall_v resemble_v that_o of_o discreet_o tender_a parent_n towards_o their_o child_n not_o indulge_v their_o folly_n by_o a_o imprudent_a fondness_n nor_o punish_v their_o fault_n by_o too_o harsh_a a_o correction_n but_o by_o constant_o keep_v a_o strict_a hand_n over_o they_o which_o will_v prove_v the_o most_o effectual_a mean_n of_o prevent_v or_o restrain_v their_o exorbitancy_n this_o we_o hope_v the_o magistrate_n will_v learn_v and_o look_v upon_o the_o son_n of_o the_o church_n to_o be_v no_o more_o bastard_n than_o dissenter_n but_o use_v the_o rod_n of_o correction_n to_o drive_v out_o that_o solly_n be_v bind_v up_o in_o their_o heart_n and_o so_o prevent_v or_o restrain_v their_o exorbitancy_n the_o second_o lesson_n this_o d._n prescribe_v to_o magistrate_n be_v that_o at_o present_a they_o keep_v a_o strict_a hand_n in_o manage_v the_o public_a affair_n in_o this_o kingdom_n etc._n etc._n his_o reason_n for_o their_o be_v strict_a be_v these_o 1._o within_o these_o 5_o year_n many_o thousand_o of_o family_n have_v come_v from_o scotland_n to_o settle_v in_o this_o nation_n 2._o they_o and_o their_o teacher_n be_v zealous_a for_o the_o covenant_n 3._o they_o have_v come_v from_o a_o place_n where_o episcopacy_n be_v abolish_v 4._o he_o fear_v from_o their_o aversion_n to_o the_o ecclesiastical_a policy_n of_o a_o antidote_n against_o this_o plague_n viz._n that_o their_o preacher_n be_v oblige_v to_o perform_v their_o quarantine_n and_o to_o undergo_v some_o religious_a test_n before_o they_o be_v admit_v to_o preach_v in_o their_o conventicle_n a._n this_o admonition_n have_v apparent_o its_o rise_n from_o fear_n must_v be_v consider_v with_o its_o cause_n and_o remedy_n his_o fear_n seem_v to_o arise_v from_o his_o gift_n of_o prophecy_n by_o lay_v aside_o which_o or_o prophesy_v better_a thing_n he_o may_v cure_v himself_o of_o that_o panic_n fear_n for_o we_o dare_v assure_v he_o that_o some_o of_o we_o be_v so_o far_o from_o desire_v the_o overturning_a of_o the_o true_o apostolical_a government_n of_o the_o church_n that_o we_o can_v wish_v they_o overturned_a who_o turn_v it_o out_o to_o turn_v in_o another_o of_o their_o own_o though_o we_o be_v persuade_v if_o the_o bishop_n be_v turn_v out_o of_o parliament_n from_o all_o their_o civil_a honour_n excessive_a revenue_n and_o sole_a exercise_n of_o church-jurisdiction_n and_o shall_v be_v oblige_v to_o preach_v the_o gospel_n constant_o and_o not_o to_o lord_n it_o over_o god_n inheritance_n we_o shall_v not_o lose_v any_o thing_n of_o the_o apostolical_a government_n which_o we_o may_v the_o more_o bold_o say_v because_o we_o find_v in_o a_o speech_n of_o the_o lord_n delamare'_v in_o parliament_n against_o the_o bishop_n vote_v in_o case_n of_o blood_n these_o word_n i_o like_v bishop_n very_o well_o but_o i_o wish_v that_o bishop_n be_v reduce_v to_o their_o primitive_a institution_n for_o i_o fear_v while_o there_o be_v in_o england_n a_o lord_n bishop_n the_o church_n will_v not_o stand_v very_o steady_o to_o
