arbitrary_a servitude_n come_v to_o be_v call_v slavery_n but_o antiquity_n and_o the_o best_a commonwealth_n and_o man_n in_o they_o have_v by_o use_n make_v this_o subjection_n lawful_a and_o the_o word_n family_n take_v its_o name_n from_o famulus_fw-la as_o have_v slave_n the_o great_a part_n of_o its_o composure_n strict_a slavery_n we_o may_v call_v a_o degree_n of_o servitude_n wherein_o a_o right_a or_o assurance_n in_o all_o these_o by_o the_o common_a rule_n or_o law_n of_o his_o country_n and_o have_v power_n of_o appeal_n in_o case_n of_o injustice_n but_o then_o again_o these_o citizen_n stand_v in_o all_o thing_n as_o liable_a to_o the_o dispose_n of_o the_o law_n and_o he_o or_o those_o that_o have_v the_o sovereign_a interpretation_n and_o execution_n thereof_o as_o the_o other_o do_v to_o the_o dispose_n of_o his_o private_a lord_n so_o that_o when_o it_o shall_v be_v hereby_o interpret_v that_o the_o life_n liberty_n or_o property_n of_o any_o one_o be_v forfeit_v there_o be_v no_o remedy_n more_o than_o to_o the_o slave_n nay_o the_o lord_n in_o respect_n of_o his_o more_o assurance_n of_o his_o slave_n obedience_n can_v never_o look_v on_o he_o as_o a_o enemy_n and_o in_o regard_n again_o of_o his_o more_o particular_a benefit_n by_o the_o life_n and_o health_n of_o his_o slave_n he_o seem_v likely_a to_o take_v more_o care_n hereof_o than_o the_o public_a lord_n or_o sovereign_n who_o in_o regard_n of_o his_o more_o common_a and_o more_o multiply_a relation_n hold_v it_o be_v likely_a each_o particular_a not_o of_o so_o great_a loss_n and_o concern_v and_o therefore_o compare_v their_o number_n more_o subject_n than_o slave_n have_v violent_a death_n not_o only_o as_o soldier_n and_o luxurious_a but_o as_o criminal_o forasmuch_o as_o slavery_n want_v hope_n of_o far_a property_n or_o liberty_n then_o shall_v stand_v with_o his_o lord_n like_v want_v also_o the_o two_o usual_a spur_n to_o rebellion_n against_o his_o lord_n as_o the_o other_o have_v against_o his_o prince_n and_o the_o very_a slave_n can_v be_v so_o whole_o deprive_v of_o his_o will_n and_o thing_n delightful_a but_o sometime_o to_o have_v they_o in_o which_o case_n absence_n may_v like_o abstinence_n in_o diet_n make_v his_o relish_n more_o delightful_a whereas_o the_o subjects_n possession_n usual_o cause_v covetousness_n of_o more_o make_v he_o undelightful_a with_o what_o he_o have_v and_o then_o since_o in_o all_o strong_a and_o eager_a covet_n what_o be_v pass_v be_v forget_v and_o the_o anxious_a care_n for_o enjoyment_n of_o what_o be_v seek_v grow_v to_o be_v more_o to_o he_o that_o seek_v more_o than_o to_o he_o that_o seek_v less_o the_o slave_n that_o for_o reward_n of_o some_o past_a labour_n have_v a_o tester_n give_v he_o to_o drink_v or_o buy_v what_o he_o like_v be_v no_o doubt_n better_a reward_v and_o comfort_v then_o where_o gain_n be_v only_o for_o propriety_n sake_n and_o to_o the_o owner_n accrue_v nothing_o but_o the_o behold_v it_o with_o his_o eye_n and_o the_o true_a use_n of_o property_n the_o slave_n can_v want_v that_o be_v meat_n and_o drink_n and_o thing_n necessary_a nor_o be_v he_o equal_o afraid_a to_o lose_v they_o with_o the_o citizen_n for_o whilst_o his_o lord_n have_v it_o he_o must_v for_o his_o own_o sake_n help_v he_o too_o but_o if_o his_o lord_n be_v attaint_v or_o sudden_o or_o whole_o despoil_v he_o be_v free_a and_o may_v go_v to_o another_o but_o the_o citizen_n fail_v ruin_v himself_o and_o usual_o his_o family_n but_o then_o it_o may_v be_v say_v the_o subject_n trade_n by_o which_o he_o live_v consist_v not_o of_o so_o base_a office_n as_o the_o slave_n do_v and_o yet_o there_o be_v nothing_o do_v by_o slave_n how_o base_a soever_o but_o be_v do_v by_o freeman_n as_o they_o call_v they_o where_o they_o be_v not_o and_o since_o these_o can_v be_v hire_v with_o money_n i_o see_v not_o but_o obedience_n and_o duty_n shall_v make_v the_o deed_n as_o commendable_a and_o then_o as_o the_o subject_n may_v appeal_v from_o any_o injure_v he_o to_o the_o prince_n so_o may_v the_o slave_n from_o any_o of_o the_o family_n to_o his_o lord_n and_o as_o he_o be_v then_o remediless_a so_o be_v the_o other_o and_o the_o slave_n have_v this_o advantage_n that_o his_o duty_n be_v more_o easy_o manage_v then_o the_o other_o as_o it_o be_v easy_a to_o follow_v plain_a verbal_a direction_n then_o intricate_a law_n especial_o when_o another_o must_v interpret_v they_o to_o conclude_v as_o the_o only_a difference_n between_o the_o lord_n of_o a_o family_n and_o the_o not_o arbitrary_o dispose_v of_o it_o according_a to_o the_o occasion_n and_o proportion_n of_o that_o food_n apparel_z etc._n etc._n which_o shall_v general_o and_o to_o each_o one_o be_v necessary_a and_o which_o can_v to_o any_o one_o at_o any_o time_n be_v want_v whereas_o honour_n command_v power_n etc._n etc._n be_v necessary_a but_o to_o few_o do_v both_o afford_v he_o ability_n personal_o make_v that_o kind_n or_o possession_n that_o be_v more_o immediate_a in_o acquire_v it_o to_o be_v call_v and_o take_v on_o it_o the_o general_a name_n of_o propriety_n so_o be_v it_o in_o a_o manner_n the_o whole_a subject_n of_o law_n itself_o and_o therefore_o we_o may_v say_v the_o prince_n have_v no_o more_o right_a to_o disimpropriate_v any_o one_o contrary_a to_o law_n than_o any_o man_n have_v to_o take_v back_o from_o another_o any_o thing_n that_o by_o his_o general_a appointment_n be_v give_v to_o he_o which_o be_v unjust_a without_o other_o circumstance_n to_o authorise_v it_o and_o therefore_o it_o will_v be_v considerable_a whether_o this_o gift_n be_v absolute_a and_o without_o all_o kind_n of_o reservation_n or_o no_o or_o whether_o the_o prince_n proceed_v herein_o according_a to_o interest_n and_o increase_n of_o his_o particular_a propriety_n or_o no_o for_o if_o private_a propriety_n have_v encroach_v on_o that_o which_o shall_v have_v remain_v as_o yet_o public_a and_o common_a and_o that_o without_o leave_n or_o if_o there_o be_v any_o conditionate_n reservation_n of_o rent_n tax_n or_o of_o repossession_n at_o a_o certain_a time_n or_o upon_o such_o or_o such_o default_n or_o the_o like_a by_o the_o same_o general_a law_n and_o rule_n set_v down_o the_o prince_n may_v with_o better_a right_n by_o his_o magistrate_n recover_v his_o own_o proprietor_n shall_v find_v fit_v that_o be_v for_o the_o way_n for_o increase_v it_o by_o invention_n of_o art_n of_o all_o sort_n by_o foreign_a invasion_n with_o army_n navy_n etc._n etc._n or_o by_o maintenance_n of_o it_o by_o religion_n public_a person_n building_n work_n foreign_a traffic_n agriculture_n or_o such_o like_a etc._n etc._n to_o keep_v it_o from_o decay_n by_o the_o same_o or_o like_a mean_n for_o the_o necessity_n of_o have_v these_o thing_n to_o each_o subject_n in_o particular_a make_v it_o necessary_a that_o there_o shall_v be_v one_o to_o judge_v and_o take_v care_n thereof_o in_o general_n must_v also_o imply_v a_o necessity_n in_o the_o mean_n that_o be_v public_a maintenance_n aswell_o as_o of_o the_o end_n which_o be_v public_a good_a but_o now_o although_o few_o doubt_n that_o either_o there_o shall_v be_v care_n or_o allowance_n for_o public_a advantage_n or_o to_o resist_v public_a detriment_n there_o be_v many_o do_v yet_o actual_o and_o by_o consequent_a interrupt_v and_o deny_v it_o by_o put_v such_o exception_n and_o restraint_n on_o prince_n herein_o as_o whilst_o they_o will_v disable_v he_o from_o take_v more_o than_o be_v fit_a they_o disable_v he_o from_o take_v what_o true_o be_v so_o &_o thereby_o also_o from_o do_v that_o good_a which_o they_o ought_v as_o experience_n too_o often_o show_v we_o how_o prince_n shall_v guide_v themselves_o in_o their_o own_o particular_a revenue_n and_o collection_n and_o managery_n of_o public_a charge_n be_v a_o proper_a discourse_n for_o hereafter_o in_o the_o mean_a time_n i_o shall_v answer_v in_o general_a that_o since_o all_o these_o kind_n of_o trust_n as_o also_o all_o other_o that_o be_v in_o man_n managery_n will_v be_v subject_a to_o abuse_v therefore_o if_o it_o shall_v happen_v that_o the_o prince_n shall_v in_o these_o thing_n exceed_v public_a regard_n the_o damage_n and_o dishonour_n be_v not_o so_o great_a to_o the_o people_n to_o be_v by_o he_o overreach_v as_o by_o other_o of_o less_o note_n and_o concern_v in_o the_o public_a for_o he_o as_o the_o public_a minister_n aught_o to_o be_v by_o they_o maintain_v and_o the_o more_o his_o honour_n the_o more_o they_o but_o to_o be_v cozen_v by_o their_o fellow_n and_o to_o have_v they_o thereby_o make_v rich_a above_o they_o which_o in_o all_o republike_n must_v come_v to_o pass_v will_v neither_o gain_v they_o thanks_o nor_o credit_n and_o again_o the_o more_o the_o prince_n shall_v gain_v by_o frugallity_n in_o the_o managery_n of_o those_o public_a employment_n and_o trust_n so_o much_o less_o need_n have_v they_o to_o add_v to_o his_o maintenance_n and_o royal_a support_n which_o as_o it_o be_v their_o duty_n to_o do_v as_o subject_n so_o though_o the_o same_o shall_v they_o or_o lie_v idle_a in_o their_o own_o use_n without_o necessity_n whereby_o public_a benefit_n may_v be_v hinder_v so_o on_o the_o other_o hand_n how_o heavy_a will_v it_o make_v the_o offence_n of_o subject_n that_o instead_o of_o tenant_n shall_v make_v themselves_o such_o absolute_a and_o unconditionate_n proprietor_n as_o to_o withstand_v or_o deny_v public_a occasion_n for_o if_o they_o after_o the_o manner_n of_o the_o husbandman_n in_o the_o gospel_n shall_v seek_v to_o make_v the_o inheritance_n their_o own_o and_o by_o way_n of_o association_n and_o covenant_n among_o themselves_o seek_v to_o kill_v or_o dispossess_v the_o true_a heir_n what_o think_v we_o shall_v the_o great_a lord_n at_o his_o come_n say_v to_o such_o husbandman_n therefore_o as_o private_a man_n judgement_n must_v submit_v to_o public_a sentence_n so_o their_o property_n to_o public_a use_n and_o as_o all_o man_n propriety_n be_v settle_v by_o law_n so_o upon_o occasion_n of_o preservation_n of_o that_o law_n they_o may_v be_v dispose_v of_o &_o that_o according_a to_o the_o judgement_n of_o the_o king_n the_o maker_n keeper_n and_o interpreter_n of_o these_o law_n for_o the_o sovereign_n office_n be_v to_o protect_v his_o subject_n liberty_n &_o property_n against_o all_o other_o he_o can_v do_v it_o against_o himself_o no_o more_o than_o he_o can_v bind_v his_o own_o hand_n it_o execution_n approach_v and_o derive_v from_o its_o original_n whereupon_o we_o must_v say_v that_o when_o the_o term_n of_o justice_n be_v give_v to_o inferior_n as_o denote_v their_o upright_a deal_n of_o cause_n and_o controversy_n be_v the_o proper_a office_n of_o he_o that_o be_v in_o the_o supreme_a seat_n of_o authority_n and_o power_n who_o be_v to_o be_v conceive_v the_o trustor_n and_o trustor_n or_o superior_a he_o can_v no_o otherwise_o be_v just_a then_o by_o he_o justify_v which_o be_v not_o to_o be_v active_o or_o formal_o just_a but_o proportionable_o so_o for_o although_o he_o may_v have_v be_v upright_o or_o honest_a in_o his_o return_n as_o have_v herein_o do_v to_o the_o utmost_a of_o his_o ability_n or_o conscience_n yet_o can_v he_o be_v therefore_o true_o call_v just_o because_o the_o superior_a in_o his_o trust_n may_v have_v have_v other_o end_n or_o intention_n in_o the_o assignment_n of_o the_o trust_n then_o have_v be_v or_o can_v be_v by_o he_o adequate_o return_v in_o which_o case_n fall_v short_a of_o the_o rule_n he_o fail_v in_o point_n of_o justice_n also_o and_o to_o manifest_v these_o thing_n more_o clear_o namely_o that_o the_o justice_n of_o superior_n be_v not_o dependent_a on_o the_o judgement_n and_o sentence_n of_o man_n below_o and_o that_o again_o our_o own_o conscience_n can_v justify_v alone_o we_o shall_v find_v saint_n paul_n say_v with_o i_o it_o be_v a_o very_a small_a thing_n to_o be_v judge_v of_o you_o or_o man_n judgement_n yea_o i_o judge_v not_o my_o own_o self_n for_o i_o know_v nothing_o by_o myself_o yet_o be_o i_o not_o thereby_o justify_v but_o he_o that_o justify_v i_o be_v the_o lord_n 4._o from_o whence_o we_o may_v true_o infer_v that_o no_o man_n can_v be_v just_a before_o god_n their_o utmost_a they_o be_v most_o honest_a even_o as_o on_o the_o contrary_a we_o may_v say_v all_o inferior_n be_v more_o or_o less_o just_a as_o more_o or_o less_o justify_v upon_o which_o ground_n the_o publican_n a_o neglecter_n of_o the_o law_n go_v away_o rather_o justify_v then_o the_o pharisee_fw-mi 8.14_o a_o most_o exact_a keeper_n thereof_o in_o which_o regard_n justification_n power_n hence_o it_o come_v that_o the_o act_n of_o no_o superior_a but_o god_n can_v be_v universal_o and_o strict_o call_v just_o for_o prince_n be_v as_o his_o chief_a magistrate_n in_o some_o thing_n restrain_v and_o to_o be_v direct_v by_o his_o law_n they_o can_v in_o those_o thing_n be_v no_o far_o esteem_v just_o in_o execution_n then_o as_o they_o be_v observant_a of_o they_o whereas_o in_o other_o thing_n by_o god_n refer_v to_o they_o as_o to_o his_o next_o entrust_v deputy_n the_o state_v of_o right_a or_o law_n must_v be_v dependent_a again_o on_o their_o sentence_n in_o which_o case_n as_o those_o magistrate_n by_o they_o entrust_v with_o execution_n of_o their_o law_n must_v have_v above_o other_o subject_n power_n to_o interpret_v and_o act_n according_a to_o trust_n of_o power_n and_o propriety_n receive_v from_o such_o as_o be_v herein_o above_o he_o and_o from_o the_o premise_n we_o may_v far_o say_v that_o as_o the_o true_a state_v and_o observance_n of_o the_o relation_n of_o govern_v and_o govern_v make_v government_n and_o the_o execution_n of_o this_o government_n make_v justice_n so_o in_o republic_n where_o these_o relation_n be_v not_o
