general_a unto_o all_o the_o church_n whether_o mean_a they_o not_o general_a unto_o all_o the_o church_n in_o respect_n of_o all_o the_o person_n of_o who_o the_o church_n consist_v that_o be_v to_o say_v not_o general_a or_o common_a to_o all_o man_n or_o mean_v they_o it_o in_o respect_n of_o the_o time_n that_o be_v to_o say_v they_o be_v not_o general_a or_o perpetual_a to_o all_o the_o continuance_n of_o the_o church_n to_o the_o world_n end_n and_o if_o they_o do_v so_o why_o do_v they_o then_o allege_v these_o place_n for_o they_o since_o they_o can_v neither_o find_v by_o they_o all_o the_o office_n of_o eccl_n government_n that_o they_o desire_v nor_o those_o place_n do_v distinguish_v which_o diverse_a office_n of_o this_o ministry_n be_v general_a or_o perpetual_a and_o which_o be_v not_o or_o mean_v they_o general_a in_o respect_n of_o all_o place_n wheresoever_o the_o church_n be_v throughout_o all_o the_o world_n disperse_v and_o although_o this_o last_o sense_n seem_v to_o draw_v near_a to_o the_o coherence_n of_o their_o word_n follow_v but_o as_o order_v and_o necessity_n require_v for_o execute_v of_o their_o office_n distribute_v and_o limit_v unto_o diverse_a office_n these_o can_v execute_v their_o office_n but_o that_o for_o order_n sake_n and_o of_o very_a necessity_n these_o office_n or_o officer_n must_v be_v distribute_v and_o limit_v necessity_n either_o unto_o certain_a place_n or_o particular_a church_n where_o they_o may_v govern_v feed_v or_o teach_v the_o people_n and_o these_o certain_a place_n or_o particular_a church_n be_v to_o be_v assign_v or_o appoint_v unto_o these_o diverse_a office_n or_o officer_n according_a to_o the_o division_n of_o region_n city_n and_o town_n that_o be_v to_o say_v some_o of_o these_o diverse_a office_n or_o officer_n to_o wit_n governor_n pastor_n &_o teacher_n to_o be_v distribute_v and_o limit_v some_o over_o region_n other_o over_o city_n and_o other_o over_o town_n be_v not_o this_o their_o meaning_n that_o these_o diverse_a office_n shall_v be_v thus_o distinguish_v and_o limit_v and_o that_o for_o order_n sake_n yea_o that_o very_a necessity_n do_v
to_o be_v allow_v of_o the_o apostle_n but_o also_o the_o allowance_n of_o a_o faithful_a substitute_n in_o the_o absence_n of_o the_o bishop_n and_o pastor_n second_o the_o office_n of_o pastor_n province_n or_o shire_n as_o it_o may_v be_v most_o convenient_o what_o and_o be_v this_o synod_n that_o we_o have_v talk_v of_o all_o this_o while_n a_o synod_n of_o a_o shire_n and_o do_v our_o bre._n think_v this_o may_v be_v most_o convenient_a shire_n that_o every_o synod_n of_o every_o shire_n may_v do_v all_o these_o thing_n as_o seem_v best_a to_o their_o wisdom_n one_o shire_n one_o way_n and_o another_o shire_n another_o way_n and_o so_o many_o diverse_a order_n of_o ceremony_n and_o discipline_n in_o every_o shire_n as_o it_o please_v the_o synod_n of_o that_o shire_n to_o determine_v well_o yet_o this_o be_v somewhat_o better_a than_o it_o be_v before_o uniformity_n when_o uniformity_n of_o ceremony_n be_v clean_o condemn_v for_o a_o untrue_a principle_n for_o by_o that_o untrue_a principle_n of_o they_o not_o only_o all_o the_o authority_n therein_o of_o all_o synod_n be_v overthrow_v but_o every_o church_n yea_o every_o man_n for_o ceremony_n may_v alter_v or_o change_v they_o at_o his_o pleasure_n for_o fear_v he_o may_v be_v think_v to_o hold_v a_o untrue_a principle_n that_o there_o shall_v be_v a_o uniformity_n in_o they_o but_o yet_o will_v this_o breed_v a_o meruestlous_a diversity_n and_o a_o number_n of_o continual_a garboil_n and_o contention_n in_o this_o realm_n if_o every_o shire_n therein_o have_v their_o synod_n which_o synod_n have_v rule_v by_o so_o many_o synod_n and_o all_o the_o synod_n have_v so_o much_o authority_n yea_o full_a authority_n every_o one_o of_o they_o as_o much_o as_o have_v the_o whole_a in_o all_o for_o what_o be_v here_o leave_v to_o the_o whole_a national_a synod_n yea_o be_v it_o to_o a_o general_a ecumenical_a and_o universal_a council_n pastor_n that_o this_o shire_n council_n or_o synod_n can_v do_v if_o it_o have_v all_o this_o foresay_a authority_n and_o if_o one_o shire_n then_o determine_v one_o thing_n &_o another_o shire_n determine_v the_o contrary_a to_o what_o high_a synod_n shall_v
