to_o be_v prefer_v to_o the_o counsel_n of_o the_o latter_a sort_n of_o councillor_n 1._o because_o those_o counsel_n which_o proceed_v from_o subject_n have_v the_o advantage_n of_o two_o opposite_a danger_n of_o each_o side_n one_o to_o guide_v their_o counsel_n in_o the_o safe_a way_n of_o moderation_n between_o the_o king_n prerogative_n and_o the_o people_n safety_n and_o benefit_n first_o the_o danger_n of_o self-prejudice_n be_v equal_o interest_v with_o the_o people_n in_o the_o grievance_n and_o suffering_n which_o proceed_v from_o the_o tyranny_n of_o a_o unlimited_a or_o rather_o a_o undue_o limit_v prerogative_n by_o law_n which_o may_v tend_v to_o the_o oppression_n of_o the_o subject_n in_o their_o estate_n or_o person_n not_o warrantable_a by_o any_o law_n of_o god_n which_o oblige_v the_o king_n in_o a_o reciprocal_a bond_n of_o love_n to_o regard_v the_o people_n safety_n as_o well_o as_o they_o be_v oblige_v to_o regard_v his_o honour_n and_o therefore_o no_o wise_a man_n will_v administer_v any_o council_n of_o this_o nature_n which_o be_v destructive_a to_o themselves_o as_o well_o as_o the_o people_n second_o the_o danger_n both_o of_o the_o king_n displeasure_n and_o the_o frustration_n and_o rejection_n of_o their_o counsel_n if_o they_o shall_v present_v any_o advice_n to_o the_o king_n which_o tend_v to_o his_o own_o dishonour_n or_o to_o disinable_a he_o for_o the_o protection_n of_o his_o people_n but_o the_o counsel_n which_o proceed_v from_o a_o multitude_n of_o governor_n have_v neither_o of_o these_o bridle_n to_o guide_v they_o in_o a_o equal_a and_o moderate_a way_n for_o though_o their_o counsel_n be_v never_o so_o prejudicial_a to_o the_o commonwealth_n yet_o they_o have_v no_o superior_a who_o displeasure_n they_o be_v afraid_a of_o and_o as_o for_o the_o sufferance_n and_o oppression_n of_o the_o people_n it_o be_v the_o basis_n and_o support_v of_o their_o greatness_n and_o power_n repl._n whatsoever_o the_o counsel_n be_v which_o be_v give_v to_o a_o king_n yet_o his_o resolution_n may_v be_v as_o exorbitant_a as_o the_o result_v of_o these_o roll_a councelour_n for_o the_o oppression_n and_o grievous_a imposition_n which_o be_v lay_v upon_o the_o people_n be_v his_o benefit_n as_o well_o as_o they_o be_v the_o benefit_n of_o rule_v councillor_n sol._n the_o case_n be_v much_o different_a for_o the_o honour_n and_o power_n of_o a_o king_n say_v solomon_n be_v in_o the_o multitude_n of_o his_o people_n and_o the_o wealth_n of_o a_o king_n in_o the_o prosperity_n and_o riches_n of_o his_o people_n because_o they_o have_v all_o a_o equal_a relation_n of_o subjection_n and_o friendship_n to_o the_o king_n but_o the_o power_n and_o safety_n of_o the_o supreme_a ruler_n be_v in_o the_o multitude_n of_o their_o factious_a friend_n and_o paucity_n of_o their_o adversary_n of_o a_o contrary_a faction_n for_o as_o we_o former_o demonstrate_v from_o christ_n own_o word_n and_o maxim_n it_o be_v impossible_a but_o there_o must_v be_v some_o difference_n and_o division_n in_o every_o polarchy_n which_o though_o they_o be_v smother_v for_o a_o while_n either_o through_o fear_n of_o a_o common_a enemy_n or_o some_o other_o respect_n of_o common_a advantage_n yet_o will_v burst_v out_o at_o length_n when_o the_o different_a care_n &_o regard_n of_o the_o different_a governor_n will_v not_o be_v to_o see_v the_o people_n numerous_a or_o wealthy_a but_o their_o friend_n numerous_a and_o wealthy_a &_o their_o enemy_n few_o &_o miserable_a and_o the_o prevalency_n of_o malice_n make_v always_o this_o latter_a their_o great_a &_o chief_a care_n so_o that_o by_o the_o several_a governor_n of_o different_a faction_n the_o calamity_n and_o overthrow_n of_o the_o whole_a commonwealth_n come_v at_o last_o to_o be_v the_o chief_a and_o universal_a care_n and_o endeavour_v in_o every_o polarchy_n 2._o the_o second_o reason_n why_o the_o counsel_n of_o a_o multitude_n of_o subject_n be_v more_o conducible_a to_o the_o happiness_n both_o of_o the_o king_n and_o people_n than_o the_o counsel_n of_o a_o multitude_n of_o ruler_n be_v because_o the_o law_n which_o be_v compile_v and_o frame_v by_o their_o counsel_n be_v ground_v upon_o the_o validity_n of_o their_o reason_n and_o ground_n which_o satisfy_v the_o king_n judgement_n though_o they_o proceed_v but_o from_o the_o single_a opinion_n and_o vote_n of_o one_o and_o one_o though_o the_o opinion_n and_o vote_n of_o four_o hundred_o other_o be_v contradictory_n thereunto_o whereas_o the_o law_n that_o be_v frame_v
