Let every soul be subject to the Higher Powers for there is no power but of God the Powers that be are Ordained of God And they that Resist shall receive to themselves Damnation the belief of this would be sure to compose the mindes of all Dissenters so as to keep peace and obedience at home And the belief of that which follows would defend us from our enemies abroad this would raise Taxes and Contributions Subsidies and Royal Aids procure all things necessary for the maintenance of Just Wars abroad For for this cause also pay ye tribute because they are Christs Ministers c.
