ordinance_n of_o magistrate_n and_o other_o governor_n bind_v the_o conscience_n of_o man_n that_o be_v we_o must_v necessary_o perform_v they_o neither_o be_v they_o neglect_v without_o the_o displease_a of_o god_n and_o therefore_o by_o reason_n of_o these_o commandment_n of_o magistrate_n we_o be_v bind_v also_o to_o perform_v the_o work_n enjoin_v we_o by_o these_o commandment_n even_o although_o we_o can_v omit_v they_o without_o give_v any_o offence_n if_o we_o mean_v to_o retain_v our_o obedience_n pure_a and_o sound_a so_o to_o carry_v weapon_n or_o not_o to_o carry_v weapon_n to_o pay_v a_o lesser_a or_o great_a tribute_n or_o subsidy_n be_v not_o in_o itself_o the_o worship_n of_o god_n but_o the_o obedience_n which_o be_v in_o these_o and_o the_o like_a matter_n due_a to_o avoid_v the_o give_n of_o offence_n unto_o the_o weak_a &_o to_o bring_v they_o unto_o the_o church_n and_o knowledge_n of_o the_o truth_n of_o which_o kind_n be_v the_o time_n place_n form_n &_o course_n of_o sermon_n &_o prayer_n &_o reading_n in_o the_o church_n likewise_o fast_n the_o manner_n of_o proceed_v in_o election_n of_o minister_n in_o gather_v and_o distribute_v alm_n and_o such_o like_a whereof_o god_n have_v command_v nothing_o in_o special_a the_o general_a also_o of_o these_o law_n as_o of_o the_o civil_a be_v moral_a if_o they_o be_v right_o &_o profitable_o make_v and_o therefore_o be_v it_o the_o worship_n of_o god_n as_o it_o be_v god_n worship_n to_o hear_v the_o word_n of_o god_n to_o pray_v unto_o god_n as_o well_o public_o with_o the_o company_n of_o the_o faithful_a as_o private_o to_o bestow_v alm_n upon_o our_o poor_a brethren_n to_o receive_v the_o sacrament_n but_o the_o ceremony_n themselves_o be_v not_o only_o no_o worship_n of_o god_n but_o neither_o do_v they_o bind_v man_n conscience_n neither_o be_v the_o observation_n of_o they_o necessary_a except_o the_o omit_v of_o they_o breed_v offence_n so_o it_o be_v no_o worship_n of_o god_n but_o a_o thing_n indifferent_a and_o not_o bind_v man_n conscience_n to_o use_v this_o or_o that_o form_n of_o prayer_n at_o this_o or_o that_o time_n at_o this_o or_o that_o hour_n in_o this_o or_o that_o place_n to_o hear_v the_o word_n of_o god_n to_o pray_v to_o receive_v the_o sacrament_n neither_o have_v the_o church_n only_o this_o right_a and_o power_n to_o constitute_v or_o abrogate_v or_o alter_v by_o she_o own_o authority_n these_o ordinance_n as_o she_o judge_v it_o to_o be_v most_o expedient_a for_o her_o common_a edification_n but_o the_o conscience_n also_o of_o particular_a man_n retain_v this_o liberty_n so_o that_o they_o may_v either_o omit_v these_o or_o do_v otherwise_o without_o any_o offence_n against_o god_n if_o there_o arise_v no_o scandal_n or_o offence_n thereby_o among_o man_n that_o be_v if_o they_o do_v it_o neither_o of_o contempt_n or_o neglect_v of_o the_o ministry_n nor_o of_o wantonness_n or_o ambition_n or_o of_o a_o desire_n of_o contention_n &_o novelty_n nor_o with_o the_o offend_n of_o weak_a one_o the_o reason_n be_v because_o then_o law_n be_v right_o observe_v when_o they_o be_v observe_v according_a to_o the_o mind_n and_o purpose_n of_o the_o lawgiver_n but_o the_o church_n ought_v to_o will_n that_o such_o ordinance_n and_o statute_n as_o be_v make_v concern_v thing_n indifferent_a be_v observe_v not_o in_o respect_n of_o she_o own_o authority_n or_o commandment_n but_o only_o for_o the_o maintenance_n of_o order_n and_o comeliness_n and_o for_o the_o avoid_v of_o scandal_n and_o offence_n wherefore_o as_o long_a as_o comeliness_n or_o order_n be_v not_o violate_v neither_o offence_n give_v it_o leave_v every_o man_n conscience_n free_a to_o himself_o for_o not_o in_o respect_n of_o the_o church_n or_o minister_n commandment_n but_o in_o respect_n of_o the_o just_a cause_n of_o command_v thing_n indifferent_a be_v necessary_o sometime_o to_o be_v do_v or_o to_o be_v omit_v and_o the_o conscience_n be_v hurt_v not_o by_o the_o neglect_n of_o any_o humane_a commandment_n as_o in_o civil_a matter_n but_o by_o the_o neglect_n of_o the_o cause_n for_o which_o they_o be_v command_v because_o he_o that_o swear_v of_o thing_n that_o be_v false_a make_v god_n witness_v of_o a_o lie_n 2._o of_o thing_n that_o be_v certain_a for_o he_o that_o swear_v of_o uncertain_a thing_n swear_v with_o a_o evil_a conscience_n and_o with_o a_o contempt_n of_o god_n when_o as_o he_o dare_v to_o make_v god_n a_o witness_n of_o that_o thing_n which_o he_o know_v not_o whether_o it_o be_v a_o truth_n or_o a_o lie_n and_o he_o that_o so_o swear_v it_o be_v all_o one_o to_o he_o whether_o he_o make_v god_n witness_v of_o a_o lie_n or_o of_o a_o truth_n and_o withal_o he_o desire_v that_o
