conscience_n let_v all_o the_o law_n of_o the_o world_n humane_a or_o divine_a say_v what_o they_o will_v for_o that_o have_v only_o the_o power_n and_o influence_n to_o work_v upon_o a_o man_n conscience_n which_o he_o himself_o conceive_v to_o be_v law_n hence_o it_o be_v manifest_a that_o every_o man_n in_o the_o world_n that_o have_v any_o regard_n to_o religion_n or_o a_o future_a estate_n will_v desire_v liberty_n of_o conscience_n that_o be_v that_o he_o may_v do_v any_o thing_n that_o in_o his_o own_o private_a judgement_n and_o opinion_n he_o conceive_v the_o apt_a mean_n to_o attain_v a_o future_a eternal_a happiness_n and_o as_o far_o as_o such_o a_o future_a happiness_n be_v to_o be_v prefer_v above_o temporary_a transitory_a thing_n so_o far_o will_v he_o think_v himself_o oblige_v by_o that_o principle_n of_o self-love_n to_o prefer_v the_o free_a exercise_n of_o his_o religion_n the_o mean_n to_o this_o happiness_n before_o life_n itself_o or_o all_o the_o concern_v of_o life_n but_o in_o the_o mean_a time_n each_o man_n i_o think_v will_v grant_v that_o in_o reason_n he_o ought_v to_o consider_v other_o as_o equal_v with_o himself_o and_o that_o according_a to_o the_o eternal_a law_n of_o justice_n and_o charity_n as_o he_o desire_v a_o liberty_n of_o conscience_n for_o himself_o he_o ought_v to_o allow_v the_o same_o liberty_n of_o conscience_n to_o all_o other_o man_n who_o for_o the_o same_o reason_n and_o upon_o as_o good_a ground_n as_o he_o viz._n upon_o the_o account_n of_o their_o eternal_a estate_n think_v themselves_o and_o be_v as_o much_o as_o he_o also_o oblige_v to_o follow_v the_o suggestion_n of_o their_o own_o conscience_n or_o judgement_n in_o order_n to_o attain_v that_o great_a propose_a end_n of_o felicity_n this_o be_v grant_v the_o consequence_n thereof_o must_v of_o necessity_n be_v a_o dissolution_n of_o all_o civil_a government_n where_o the_o conscience_n of_o man_n as_o in_o these_o present_a time_n do_v put_v they_o upon_o such_o different_a way_n and_o mean_n of_o accomplish_v this_o propose_a end_n as_o be_v absolute_o inconsistent_a and_o can_v be_v allow_v without_o interfere_v and_o cross_v one_o another_o both_o in_o principle_n and_o practice_n but_o however_o if_o you_o will_v have_v liberty_n of_o conscience_n grant_v to_o any_o then_o certain_o the_o supreme_a authority_n of_o the_o nation_n must_v not_o be_v deprive_v of_o this_o liberty_n which_o every_o private_a man_n do_v contend_v for_o and_o think_v of_o right_a to_o belong_v to_o himself_o this_o certain_o be_v great_a injustice_n and_o wrong_n yet_o this_o be_v once_o allow_v there_o be_v no_o more_o liberty_n leave_v for_o any_o subject_a other_o than_o what_o be_v consistent_a with_o that_o of_o the_o public_a but_o you_o will_v say_v the_o public_a authority_n ought_v to_o take_v such_o a_o course_n as_o every_o man_n may_v have_v his_o liberty_n at_o least_o so_o far_o as_o be_v consistent_a with_o the_o civil_a government_n i_o grant_v it_o but_o then_o must_v the_o public_a authority_n be_v judge_n in_o this_o case_n viz._n what_o liberty_n may_v be_v or_o be_v consistent_a with_o the_o civil_a government_n and_o not_o every_o private_a person_n moreover_o see_v the_o supreme_a magistrate_n be_v to_o have_v liberty_n of_o conscience_n which_o i_o think_v can_v with_o reason_n be_v deny_v so_o far_o as_o be_v consistent_a with_o the_o law_n of_o the_o land_n and_o the_o religion_n by_o they_o establish_v let_v we_o suppose_v as_o we_o well_o may_v and_o aught_o that_o he_o think_v himself_o oblige_v in_o duty_n and_o conscience_n in_o point_n of_o justice_n and_o charity_n to_o take_v no_o less_o care_n for_o the_o future_a then_o present_a good_a estate_n of_o his_o people_n hence_o it_o will_v necessary_o follow_v that_o he_o ought_v to_o use_v all_o lawful_a mean_n to_o suppress_v all_o religion_n sect_n and_o opinion_n which_o he_o conceive_v to_o be_v heretical_a and_o erroneous_a and_o contrary_a to_o the_o national_a establish_v way_n of_o worship_n and_o what_o in_o he_o lie_v to_o propagate_v that_o which_o he_o himself_o conceive_v to_o be_v the_o true_a and_o unto_o the_o observance_n and_o defence_n whereof_o he_o be_v not_o only_o by_o his_o private_a conscience_n but_o public_a engagement_n oblige_v for_o he_o who_o see_v another_o man_n in_o his_o opinion_n blind_a and_o go_v direct_o upon_o a_o pit_n or_o precipice_n where_o he_o shall_v be_v sure_a to_o pitch_v upon_o his_o own_o death_n be_v very_o much_o too_o blame_v if_o he_o do_v not_o hinder_v he_o from_o run_v thus_o foolish_o to_o destruction_n though_o the_o other_o party_n exclaim_v against_o he_o because_o he_o will_v not_o suffer_v he_o to_o go_v forward_o upon_o a_o certain_a death_n how_o much_o more_o than_o shall_v he_o fail_v in_o point_n of_o charity_n and_o duty_n who_o see_v man_n run_v upon_o their_o own_o eternal_a death_n by_o drip_v into_o error_n and_o heresy_n shall_v not_o endeavour_v to_o relieve_v and_o recall_v they_o or_o at_o least_o hinder_v they_o from_o draw_v the_o rest_n of_o mankind_n after_o they_o into_o the_o same_o gulf_n of_o misery_n and_o perdition_n by_o suppress_v and_o hinder_v the_o growth_n and_o propagation_n of_o these_o error_n more_o especial_o where_o bearing_n the_o sovereign_a power_n that_o office_n lay_v a_o duty_n and_o obligation_n upon_o he_o by_o his_o particular_a relation_n to_o his_o subject_n to_o be_v careful_a of_o all_o their_o concern_v and_o hereby_o it_o appear_v that_o whosoever_o will_v set_v up_o for_o liberty_n of_o conscience_n for_o himself_o see_v he_o can_v in_o justice_n and_o equity_n do_v no_o less_o than_o allow_v that_o liberty_n to_o other_o as_o well_o as_o desire_v it_o for_o himself_o and_o consequent_o to_o the_o sovereign_a magistrate_n this_o man_n immediate_o and_o ipso_fw-la facto_fw-la hereby_o deprive_v himself_o of_o all_o liberty_n more_o than_o what_o the_o law_n of_o the_o land_n will_v allow_v he_o for_o the_o conscience_n of_o the_o magistrate_n enjoin_v he_o to_o be_v as_o careful_a of_o the_o soul_n of_o his_o subject_n and_o their_o future_a estate_n as_o of_o their_o body_n and_o their_o temporal_a welfare_n he_o can_v do_v no_o less_o according_a to_o conscience_n then_o use_v the_o mean_n and_o power_n that_o be_v in_o his_o hand_n according_a to_o the_o law_n of_o the_o land_n to_o suppress_v all_o religion_n but_o the_o true_a one_o that_o be_v that_o which_o he_o himself_o as_o supreme_a head_n have_v judge_v so_o to_o be_v by_o oblige_v himself_o to_o defend_v and_o conserve_v the_o same_o according_a to_o the_o law_n of_o the_o land_n and_o if_o you_o will_v exclaim_v against_o he_o for_o do_v so_o it_o be_v without_o any_o reason_n for_o have_v allow_v the_o proposition_n that_o every_o man_n ought_v to_o have_v liberty_n of_o conscience_n and_o by_o his_o conscience_n to_o regulate_v his_o action_n you_o ought_v not_o to_o accuse_v he_o who_o assume_v this_o liberty_n of_o act_v according_a to_o his_o conscience_n though_o it_o impugn_v you_o for_o to_o say_v he_o act_v not_o according_a to_o his_o conscience_n or_o that_o his_o conscience_n be_v erroneous_a or_o wicked_a and_o therefore_o not_o to_o be_v a_o rule_n to_o other_o be_v to_o take_v upon_o you_o in_o the_o first_o case_n to_o know_v that_o which_o only_a god_n can_v know_v the_o heart_n of_o man_n or_o in_o the_o second_o to_o presume_v to_o make_v your_o own_o conscience_n the_o standard_n of_o truth_n to_o measure_v another_o by_o so_o that_o the_o liberty_n you_o contend_v for_o be_v only_o a_o liberty_n to_o set_v up_o and_o idolize_v your_o own_o judgement_n and_o fancy_n above_o all_o the_o world_n beside_o and_o hereby_o it_o be_v evident_a that_o liberty_n of_o conscience_n other_o than_o what_o be_v allow_v by_o the_o national_a or_o civil_a power_n or_o authority_n be_v not_o a_o thing_n to_o be_v desire_v or_o if_o take_v will_v certain_o dissolve_v and_o bring_v to_o ruin_v all_o civil_a government_n and_o that_o man_n who_o can_v with_o a_o safe_a conscience_n submit_v to_o the_o government_n in_o be_v whether_o in_o a_o kingdom_n or_o any_o other_o species_n of_o government_n i_o think_v his_o wise_a way_n be_v to_o go_v to_o some_o such_o place_n or_o country_n where_o he_o may_v free_o enjoy_v his_o own_o way_n of_o worship_n and_o if_o no_o such_o can_v be_v find_v then_o let_v he_o again_o consider_v what_o kind_n of_o religion_n he_o have_v get_v that_o drive_v he_o from_o the_o society_n of_o mankind_n but_o for_o every_o man_n to_o think_v himself_o high_o wrong_v because_o he_o may_v not_o be_v suffer_v to_o set_v up_o a_o religion_n according_a to_o his_o own_o fancy_n or_o conscience_n be_v to_o offer_v the_o great_a wrong_n to_o all_o his_o fellow_n who_o may_v with_o as_o much_o justice_n lie_v claim_v
to_o the_o same_o privilege_n and_o then_o will_v it_o be_v impossible_a for_o any_o civil_a government_n to_o take_v place_n or_o continue_v where_o every_o man_n may_v be_v allow_v the_o liberty_n to_o do_v what_o seem_v good_a in_o his_o own_o eye_n without_o respect_n to_o the_o establish_a law_n for_o who_o know_v or_o rather_o who_o know_v not_o to_o what_o extravagancy_n man_n conscience_n or_o hypocritical_a wicked_a man_n under_o pretence_n of_o conscience_n which_o be_v the_o same_o be_v often_o carry_v and_o therefore_o liberty_n in_o this_o kind_n be_v necessary_o to_o be_v restrain_v within_o certain_a bound_n and_o limit_n of_o which_o the_o supreme_a authority_n ought_v only_o to_o be_v judge_n object_n and_o now_o have_v through_o all_o these_o several_a discourse_n adhere_v so_o close_o to_o the_o law_n of_o self-preservation_n or_o self-love_n perhaps_o some_o will_v hence_o take_v occasion_n to_o say_v this_o selfish_a principle_n be_v base_a and_o unworthy_a a_o christian_n nay_o even_o a_o generous_a heathen_a our_o duty_n to_o god_n and_o respect_n to_o the_o universal_a good_a of_o all_o mankind_n be_v thing_n to_o be_v prefer_v before_o all_o self-end_n answ_n they_o who_o have_v well_o consider_v what_o i_o have_v say_v before_o will_v save_v i_o the_o trouble_n of_o answer_v this_o objection_n and_o be_v able_a to_o do_v it_o themselves_o and_o to_o the_o rest_n i_o say_v again_o for_o i_o have_v say_v as_o much_o before_o our_o duty_n to_o god_n and_o respect_n to_o the_o general_a good_a of_o mankind_n be_v thing_n inseparable_a from_o our_o interest_n there_o be_v nothing_o so_o absolute_o necessary_a to_o our_o well-being_n as_o to_o do_v our_o duty_n to_o our_o creator_n and_o to_o do_v good_a to_o our_o fellow-creature_n which_o be_v command_v by_o the_o law_n of_o nature_n and_o by_o the_o example_n of_o god_n himself_o whereby_o in_o imitation_n of_o he_o in_o all_o thing_n to_o be_v imitate_v and_o into_o a_o shadow_n of_o who_o perfection_n we_o be_v to_o endeavour_v to_o form_n and_o model_n ourselves_o as_o far_o as_o our_o nature_n be_v capable_a of_o it_o we_o be_v oblige_v and_o enjoin_v to_o do_v good_a to_o all_o which_o indeed_o be_v not_o only_o our_o duty_n upon_o the_o aforesaid_a account_n but_o be_v also_o one_o of_o the_o most_o please_a and_o delightful_a thing_n to_o all_o good_a disposition_n and_o well-tempered_a spirit_n that_o can_v be_v conceive_v or_o imagine_v and_o they_o little_a better_a than_o devil_n that_o be_v of_o a_o contrary_a sense_n and_o judgement_n but_o if_o you_o will_v urge_v i_o further_o and_o say_v suppose_v those_o duty_n we_o owe_v to_o god_n and_o our_o neighbour_n be_v real_o disunite_v from_o our_o interest_n what_o be_v then_o to_o be_v do_v i_o say_v the_o very_a supposition_n be_v wicked_a and_o injurious_a both_o to_o god_n and_o man_n for_o it_o be_v as_o much_o as_o if_o we_o shall_v suppose_v god_n can_v cease_v to_o be_v or_o be_v otherwise_o then_o good_a a_o attribute_n and_o perfection_n inseparable_a from_o his_o nature_n for_o certain_o it_o can_v never_o be_v judge_v goodness_n in_o god_n but_o its_o contrary_a to_o make_v our_o duty_n to_o himself_o and_o our_o neighbour_n inconsistent_a with_o our_o interest_n i_o speak_v not_o here_o of_o petty_a worldly_a end_n and_o advantage_n which_o some_o base-minded_a man_n account_v their_o only_a interest_n but_o that_o i_o account_v our_o interest_n which_o be_v eternal_o so_o and_o upon_o which_o our_o future_a estate_n and_o happiness_n to_o all_o eternity_n do_v depend_v and_o whatsoever_o be_v a_o mean_n conduce_v to_o that_o end_n and_o that_o only_a i_o account_v our_o interest_n and_o if_o other_o will_v interpose_v it_o it_o be_v to_o be_v at_o their_o peril_n if_o after_o all_o this_o it_o be_v object_v still_o that_o if_o we_o permit_v every_o private_a man_n to_o be_v judge_n of_o good_a and_o evil_n just_a and_o unjust_a right_a and_o wrong_n and_o that_o every_o man_n do_v and_o must_v of_o necessity_n govern_v himself_o and_o direct_v his_o action_n according_a to_o his_o own_o private_a judgement_n and_o conscience_n in_o order_n to_o his_o well-being_n it_o must_v necessary_o follow_v that_o many_o man_n private_a opinion_n as_o experience_n teach_v we_o every_o day_n will_v make_v they_o refractory_a and_o disobedient_a to_o the_o prince_n and_o may_v be_v a_o cause_n of_o rebellion_n sedition_n and_o war._n i_o answer_v it_o have_v be_v ever_o so_o since_o the_o world_n begin_v and_o ever_o will_v be_v so_o till_o all_o man_n private_a judgement_n jump_v in_o one_o nor_o be_v there_o any_o remedy_n for_o this_o mischief_n as_o i_o conceive_v but_o what_o i_o have_v already_o mention_v viz._n to_o persuade_v man_n to_o lay_v aside_o pride_n prejudice_n and_o self-conceit_n and_o be_v well_o advise_v before_o they_o oppose_v their_o private_a opinion_n to_o the_o public_a and_o the_o common_a remedy_n which_o be_v that_o he_o who_o have_v so_o great_a and_o probable_o overween_a opinion_n of_o his_o own_o private_a judgement_n and_o conscience_n as_o to_o oppose_v they_o against_o the_o public_a authority_n he_o do_v it_o at_o his_o own_o peril_n and_o be_v obnoxious_a to_o the_o law_n which_o if_o he_o think_v it_o more_o for_o his_o true_a interest_n and_o happiness_n to_o oppose_v then_o submit_v to_o he_o do_v but_o observe_v the_o rule_n of_o self-love_n or_o self-preservation_n in_o so_o do_v and_o he_o can_v do_v otherwise_o unless_o he_o can_v alter_v his_o opinion_n of_o the_o mean_n in_o order_n to_o that_o end_n the_o great_a seem_v good_a be_v always_o most_o prevail_a with_o the_o judgement_n to_o determine_v it_o for_o it_o be_v impossible_a for_o any_o man_n to_o renounce_v or_o resign_v the_o power_n of_o determine_v himself_o what_o be_v good_a and_o evil_n and_o absolute_o to_o be_v therein_o govern_v by_o another_o man_n judgement_n if_o he_o act_v rational_o the_o understanding_n not_o be_v otherwise_o to_o be_v determine_v but_o by_o a_o apparent_a good_a and_o where_o several_a apparent_a good_n offer_v themselves_o the_o understanding_n must_v necessary_o be_v sway_v by_o that_o which_o appear_v to_o be_v the_o great_a and_o it_o be_v impossible_a for_o any_o man_n to_o make_v whatsoever_o another_o man_n please_v to_o call_v so_o to_o seem_v to_o his_o reason_n and_o judgement_n a_o apparent_a good_a or_o the_o great_a apparent_a good_a even_o as_o much_o as_o it_o be_v impossible_a for_o any_o bid_v he_o believe_v they_o to_o be_v so_o and_o therefore_o that_o we_o shall_v all_o believe_v the_o command_n of_o the_o civil_a magistrate_n to_o be_v the_o only_a rule_n of_o good_a and_o evil_n be_v not_o only_o unreasonable_a and_o destructive_a to_o humane_a society_n as_o have_v be_v show_v but_o also_o impossible_a unless_o a_o man_n can_v believe_v what_o he_o list_v yet_o still_o so_o
