call_v government_n 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d the_o creature_n or_o contrivance_n of_o man_n but_o the_o experience_n of_o all_o age_n wherein_o man_n have_v contrive_v and_o frame_v various_a sort_n
of_o government_n as_o they_o think_v most_o convenient_a for_o themselves_o which_o make_v it_o sufficient_o evident_a that_o all_o the_o power_n the_o magistrate_n have_v be_v the_o gift_n of_o acknowledge_v of_o invisible_a power_n therefore_o the_o magistrate_n be_v oblige_v to_o punish_v those_o who_o deny_v the_o existence_n of_o a_o god_n or_o that_o he_o concern_v himself_o with_o humane_a affair_n it_o be_v the_o belief_n of_o these_o thing_n that_o preserve_v they_o in_o peace_n and_o quiet_n and_o more_o effectual_o oblige_v they_o to_o be_v true_a to_o their_o promise_n and_o oath_n and_o to_o perform_v all_o their_o covenant_n and_o contract_n and_o all_o those_o other_o duty_n in_o which_o their_o mutual_a happiness_n consist_v than_o all_o the_o rod_n and_o axe_n of_o the_o magistrate_n nor_o can_v the_o maintainer_n of_o atheistical_a principle_n see_v they_o destroy_v conscience_n by_o subvert_v all_o religion_n have_v any_o pretence_n from_o it_o to_o challenge_v to_o themselves_o a_o toleration_n and_o this_o be_v no_o great_a power_n than_o one_o man_n have_v over_o another_o in_o the_o state_n of_o nature_n for_o a_o atheist_n may_v just_o be_v reckon_v a_o enemy_n to_o mankind_n whatsoever_o state_n they_o be_v in_o and_o therefore_o be_v to_o be_v disarm_v and_o bind_v to_o his_o good_a behaviour_n so_o far_o then_o it_o be_v evident_a that_o the_o magistrate_n power_n extend_v in_o matter_n of_o religion_n but_o 7._o as_o to_o those_o opinion_n and_o action_n which_o relate_v to_o god_n alone_o in_o which_o no_o three_o person_n this_o give_v neither_o a_o right_a to_o punish_v because_o neither_o of_o they_o be_v any-wise_a injure_v and_o it_o be_v against_o the_o immutable_a and_o eternal_a law_n of_o justice_n to_o punish_v a_o person_n that_o neither_o do_v nor_o design_n to_o do_v another_o a_o injury_n yea_o christianity_n that_o require_v man_n to_o abstain_v from_o revenge_n even_o after_o repeat_v provocation_n and_o multiply_v injury_n can_v much_o less_o be_v suppose_v to_o oblige_v they_o who_o suffer_v nothing_o nor_o have_v any_o harm_v do_v they_o to_o molest_v and_o ill_o use_v their_o brethren_n 8._o if_o the_o magistrate_n be_v entrust_v by_o the_o society_n to_o use_v force_n on_o those_o that_o hold_v wrong_a tenet_n in_o thing_n mere_o religious_a this_o power_n upon_o his_o neglect_n or_o incapacity_n to_o use_v it_o will_v devolve_v on_o they_o that_o give_v it_o he_o and_o then_o every_o one_o will_v have_v the_o same_o right_n to_o use_v force_n on_o they_o that_o be_v in_o the_o wrong_n as_o to_o use_v it_o in_o defence_n of_o their_o own_o life_n and_o property_n when_o the_o magistrate_n either_o upon_o the_o suddenness_n of_o the_o danger_n or_o otherwise_o do_v not_o protect_v they_o it_o be_v a_o undeniable_a argument_n that_o government_n or_o in_o other_o word_n the_o right_a to_o use_v the_o force_n of_o the_o society_n in_o defence_n of_o the_o this_o be_v not_o the_o worst_a it_o necessary_o tend_v to_o the_o ruine_n and_o beggare_v of_o a_o nation_n not_o only_o by_o destroy_v all_o encouragement_n to_o industry_n frugality_n and_o labour_n but_o by_o deprive_v people_n of_o the_o mean_n to_o carry_v on_o those_o trade_n upon_o which_o the_o safety_n and_o riches_n of_o a_o nation_n depend_v which_o must_v in_o time_n depopulate_v a_o country_n as_o we_o find_v evident_a in_o all_o those_o where_fw-mi man_n be_v not_o secure_a in_o the_o enjoyment_n of_o the_o fruit_n of_o their_o own_o and_o their_o ancestor_n labour_n but_o such_o tyranny_n be_v much_o more_o destructive_a when_o it_o happen_v upon_o the_o account_n of_o religion_n than_o it_o whole_o fall_v on_o the_o true_o religious_a and_o conscientious_a who_o be_v the_o most_o just_a most_o frugal_a most_o industrious_a and_o in_o a_o word_n most_o serviceable_a to_o their_o country_n both_o in_o peace_n and_o war_n for_o that_o conscience_n that_o make_v they_o suffer_v rather_o than_o act_v against_o it_o cause_v they_o to_o abound_v with_o all_o those_o moral_a virtue_n about_o which_o there_o be_v no_o contention_n that_o be_v necessary_a and_o useful_a to_o the_o public_a but_o because_o i_o shall_v have_v further_a occasion_n to_o mention_v the_o fatal_a consequence_n of_o persecution_n i_o shall_v only_o add_v here_o that_o there_o never_o be_v a_o nation_n especial_o a_o trade_v one_o where_o man_n can_v with_o ease_n remove_v themselves_o and_o their_o effect_n long_v either_o rich_a populous_a or_o happy_a where_o persecution_n prevail_v and_o on_o the_o contrary_a no_o nation_n but_o what_o have_v thrive_v proportionable_o as_o they_o have_v allow_v a_o toleration_n 13._o in_o a_o word_n since_o it_o be_v the_o magistrate_n duty_n to_o preserve_v as_o much_o as_o possible_a when_o it_o be_v not_o contrary_a to_o the_o great_a good_a of_o the_o society_n the_o property_n quiet_a and_o life_n of_o every_o individual_a person_n neither_o man_n nor_o god_n can_v oblige_v he_o to_o inconsistent_a or_o contradictory_n thing_n viz._n to_o do_v this_o and_o deprive_v the_o member_n of_o the_o society_n of_o these_o when_o the_o good_a of_o it_o be_v not_o concern_v but_o the_o more_o the_o good_a of_o the_o society_n forbid_v he_o the_o more_o he_o be_v oblige_v to_o use_v force_n because_o as_o the_o number_n of_o those_o he_o judge_n to_o be_v erroneous_a increase_v so_o not_o only_o the_o number_n of_o the_o sufferer_n but_o even_o their_o suffering_n ought_v to_o increase_v to_o put_v a_o stop_n to_o those_o spread_a error_n but_o the_o more_o the_o sufferer_n be_v and_o the_o more_o they_o suffer_v the_o more_o the_o public_a be_v damnify_v so_o that_o it_o be_v evident_a the_o magistrate_n can_v be_v oblige_v both_o to_o promote_v the_o public_a good_a and_o to_o use_v this_o power_n nay_o the_o very_a exercise_v such_o a_o power_n be_v inconsistent_a with_o government_n and_o as_o far_o as_o it_o extend_v destroy_v it_o because_o a_o design_n to_o deprive_v people_n not_o only_o of_o their_o life_n but_o property_n for_o conservation_n of_o which_o government_n be_v institute_v and_o therefore_o more_o sacred_a than_o government_n itself_o and_o a_o design_n to_o govern_v they_o be_v inconsistent_a and_o have_v not_o the_o magistrate_n such_o a_o design_n when_o he_o invade_v the_o people_n right_n for_o thing_n not_o tend_v to_o the_o good_a of_o the_o society_n nor_o as_o much_o as_o in_o their_o power_n but_o moral_o impossible_a such_o
