parliament_n xiii_o that_o all_o lord_n knight_n gentleman_n clergy_n and_o chaplain_n except_v in_o the_o precedent_a article_n shall_v have_v liberty_n to_o go_v unto_o any_o of_o the_o king_n gentleman_n citizens_z inhabitant_n clergyman_n chaplain_n soldier_n and_o all_o other_o person_n within_o the_o city_n during_o the_o time_n of_o their_o make_v their_o composition_n shall_v have_v free_a liberty_n either_o to_o inhabit_v within_o the_o same_o city_n or_o shall_v have_v free_a liberty_n at_o any_o time_n to_o depart_v with_o their_o family_n good_n and_o estate_n unto_o any_o shall_v enjoy_v the_o benefit_n of_o this_o and_o the_o twelve_o and_o the_o two_o and_o twenty_o article_n xvi_o that_o all_o charter_n custom_n privilege_n franchise_n liberty_n land_n estate_n good_n and_o debt_n of_o the_o major_n alderman_n bailiff_n commonalty_n as_o a_o corporation_n and_o all_o other_o corporation_n of_o the_o say_a city_n shall_v be_v enjoy_v by_o they_o and_o that_o person_n comprise_v within_o these_o article_n shall_v have_v a_o certificate_n under_o the_o hand_n of_o his_o excellency_n sir_n thomas_n fairfax_n or_o the_o future_a governor_n of_o the_o city_n that_o such_o person_n be_v in_o the_o city_n at_o that_o time_n of_o the_o surrender_n thereof_o and_o be_v to_o have_v the_o benefit_n of_o these_o article_n xix_o that_o his_o excellency_n sir_n thomas_n fairfax_n give_v assurance_n that_o all_o officer_n and_o soldier_n in_o the_o parliament_n army_n and_o all_o other_o under_o his_o command_n shall_v due_o and_o exact_o observe_v all_o article_n aforesaid_a and_o that_o if_o they_o or_o any_o of_o they_o shall_v direct_o or_o indirect_o violate_v or_o infringe_v the_o same_o upon_o complaint_n thereof_o justice_n may_v be_v do_v and_o reparation_n make_v xx._n that_o the_o inhabitant_n of_o the_o city_n shall_v be_v ease_v and_o free_v from_o all_o free_a quarter_n or_o billet_n of_o soldier_n except_o in_o case_n of_o urgent_a necessity_n other_o then_o for_o lodging_n and_o that_o to_o be_v order_v and_o dispose_v by_o the_o advice_n of_o the_o major_a or_o his_o deputy_n xxi_o that_o no_o oath_n covenant_n
