intend_v a_o officer_n 4._o when_o there_o be_v a_o necessity_n of_o send_v man_n for_o the_o conversion_n of_o heathen_n we_o deny_v that_o they_o be_v send_v forth_o as_o officer_n or_o that_o they_o ought_v to_o be_v ordain_v to_o make_v they_o officer_n before_o they_o be_v send_v if_o such_o as_o be_v officer_n and_o have_v be_v ordain_v do_v take_v a_o journey_n and_o preach_v unto_o there_o must_v be_v a_o minister_n to_o baptize_v they_o before_o they_o can_v be_v make_v capable_a to_o enter_v into_o church-fellowship_n our_o saviour_n christ_n choose_v his_o apostle_n for_o the_o gather_n of_o church_n there_o be_v first_o apostle_n before_o church_n and_o afterward_o the_o apostle_n ordain_v elder_n in_o these_o gather_a church_n and_o one_o great_a work_n of_o these_o elder_n be_v to_o convert_v the_o neighbour_a heathen_a and_o when_o convert_v to_o baptize_v they_o and_o gather_v they_o into_o church_n and_o therefore_o elder_n as_o well_o as_o apostle_n be_v before_o church_n and_o whosoever_o with_o we_o hold_v that_o none_o but_o a_o minister_n in_o office_n can_v baptize_v must_v needs_o hold_v that_o there_o must_v be_v ordinary_a minister_n before_o church_n and_o that_o therefore_o the_o whole_a essence_n of_o the_o ministerial_a call_n do_v not_o consist_v in_o the_o election_n of_o the_o church_n answ_n 1._o that_o a_o church_n must_v needs_o be_v before_o a_o minister_n or_o officer_n be_v evident_a because_o if_o one_o be_v make_v a_o minister_n a_o officer_n it_o be_v to_o a_o church_n that_o be_v necessary_o presuppose_v before_o one_o can_v be_v make_v a_o officer_n to_o it_o 2._o if_o apostles_n be_v before_o church_n yet_o see_v their_o call_n be_v extraordinary_a and_o immediate_a from_o god_n that_o do_v not_o prove_v that_o ordinary_a officer_n who_o be_v call_v by_o man_n be_v before_o church_n and_o the_o contrary_n be_v evident_a act._n 14._o 23._o when_o they_o have_v choose_v they_o elder_n by_o suffrage_n in_o every_o church_n etc._n etc._n the_o church_n must_v needs_o be_v before_o the_o choose_n elder_n in_o every_o church_n neither_o can_v it_o be_v prove_v that_o these_o be_v elder_n before_o they_o be_v their_o elder_n or_o that_o ever_o any_o ordinary_a officer_n be_v before_o church_n suppose_v unbaptise_v person_n can_v not_o make_v a_o church_n yet_o the_o utmost_a it_o can_v amount_v to_o will_v be_v but_o this_o that_o there_o must_v be_v a_o minister_n before_o this_o or_o that_o church_n it_o will_v not_o follow_v thence_o that_o there_o must_v be_v minister_n before_o church_n in_o general_a or_o before_o any_o church_n for_o look_v upon_o any_o church_n and_o if_o it_o be_v say_v there_o be_v a_o minister_n before_o this_o or_o that_o church_n to_o baptize_v the_o person_n which_o it_o consist_v of_o we_o may_v say_v then_o there_o be_v a_o church_n before_o that_o minister_n for_o he_o can_v not_o be_v a_o officer_n unless_o it_o be_v to_o some_o church_n because_o officer_n and_o church_n be_v relative_n if_o it_o be_v say_v there_o be_v some_o minister_n before_o that_o church_n else_o the_o person_n therein_o can_v not_o have_v be_v baptize_v we_o may_v minister_n and_o how_o can_v he_o become_v a_o minister_n if_o a_o church_n be_v not_o before_o if_o the_o line_n of_o succession_n hold_v to_o the_o apostle_n day_n their_o call_n be_v extraordinary_a and_o they_o be_v the_o only_a officer_n that_o be_v before_o gospel_n church_n it_o speak_v nothing_o at_o all_o against_o election_n of_o the_o church_n as_o give_v the_o whole_a essence_n of_o the_o call_v to_o ordinary_a officer_n and_o it_o be_v the_o call_n of_o ordinary_a officer_n only_o that_o this_o question_n be_v about_o whether_o that_o consist_v in_o election_n or_o not_o 3._o that_o a_o great_a work_n of_o ordinary_a elder_n be_v to_o convert_v the_o neighbour_a heathen_n we_o grant_v but_o that_o they_o act_v as_o elder_n in_o their_o conversion_n we_o deny_v that_o ordinary_a elder_n do_v baptize_v then_o when_o convert_v before_o their_o be_v gather_v into_o church_n be_v a_o thing_n which_o they_o have_v not_o give_v we_o any_o scripture-proof_n for_o a_o church_n be_v not_o to_o suffer_v person_n in_o it_o to_o continue_v unbaptise_v but_o we_o conceive_v unbaptise_v person_n may_v make_v a_o church_n and_o then_o either_o by_o communion_n with_o other_o church_n or_o by_o choose_v and_o ordain_v a_o officer_n for_o itself_o person_n in_o it_o may_v be_v baptize_v and_o thus_o we_o may_v hold_v that_o none_o but_o a_o minister_n in_o office_n can_v baptize_v and_o yet_o need_v not_o hold_v that_o there_o must_v be_v ordinary_a minister_n before_o church_n which_o to_o be_v sure_a the_o gospel_n speak_v as_o little_a of_o as_o of_o unbaptised_a person_n make_v a_o church_n and_o so_o we_o have_v answer_v their_o argument_n against_o election_n as_o essential_a to_o the_o call_v to_o office_n two_o argument_n of_o mr._n hooker_n they_o undertake_v to_o answer_v by_o assert_v that_o officer_n as_o such_o do_v sustain_v a_o relation_n to_o a_o universal_a church_n and_o by_o distinguish_v between_o the_o person_n which_o give_v be_v to_o a_o minister_n as_o to_o be_v their_o minister_n and_o those_o which_o give_v be_v to_o he_o as_o to_o be_v a_o minister_n but_o because_o neither_o the_o assertion_n nor_o the_o distinction_n be_v prove_v to_o have_v any_o soot_n in_o scripture_n therefore_o we_o pass_v they_o over_o chap._n xiiii_o wherein_o be_v show_v that_o the_o essence_n of_o the_o ministerial_a call_n do_v not_o consist_v in_o ordination_n oour_fw-mi brethren_n in_o their_o book_n call_v jus_n divin_n mini._n pag._n 140._o etc._n etc._n endeavour_n to_o prove_v that_o ordination_n of_o minister_n
