and_o labour_n in_o what_o tim._n epist._n 1._o chap._n 1._o ver._n 17._o expound_v it_o that_o labour_n in_o the_o word_n and_o doctrine_n the_o elder_n that_o rule_v well_o be_v worthy_a of_o double_a honour_n especial_o those_o that_o labour_n in_o the_o word_n and_o doctrine_n and_o expound_v this_o latter_a know_a place_n whether_o of_o teach_v elder_n only_o or_o rule_v and_o teach_v both_o as_o the_o reform_a church_n do_v however_o it_o afford_v this_o to_o we_o that_o the_o extent_n of_o rule_v in_o either_o the_o one_o or_o the_o other_o be_v but_o as_o large_a as_o teach_v and_o if_o it_o be_v mean_v of_o teach_v elder_n only_o that_o both_o rule_n and_o labour_n in_o the_o word_n and_o doctrine_n yet_o if_o they_o be_v limit_v in_o labour_v in_o the_o word_n as_o they_o be_v be_v fix_v pastor_n to_o their_o own_o congregation_n then_o in_o rule_v and_o if_o it_o be_v mean_v of_o rule_v elder_n as_o distinct_a from_o they_o yet_o their_o roll_a be_v but_o of_o the_o same_o extent_n that_o the_o other_o labour_v in_o the_o word_n be_v and_o that_o be_v extend_v but_o to_o one_o congregation_n and_o second_o reason_n be_v for_o this_o for_o in_o a_o pastor_n office_n in_o which_o preach_v and_o rule_v be_v join_v yet_o his_o power_n of_o rule_v flow_v in_o he_o from_o and_o be_v the_o adjunct_n of_o his_o power_n to_o preach_v and_o to_o be_v sure_a it_o be_v not_o extendible_a further_o and_o however_o yet_o there_o be_v the_o same_o proportion_n of_o either_o and_o then_o by_o just_a reason_n the_o extent_n of_o the_o church_n which_o be_v the_o subject_a of_o his_o ordinary_a rule_n can_v be_v extend_v large_a than_o what_o be_v the_o ordinary_a subject_n of_o his_o preach_n and_o so_o these_o relation_n be_v of_o equal_a limit_n if_o a_o father_n have_v the_o power_n of_o govern_v as_o a_o father_n than_o it_o be_v extendible_a only_o to_o those_o he_o be_v a_o father_n to_o and_o that_o a_o pastor_n have_v his_o ordinary_a roll_a power_n annex_v to_o his_o ordinary_a power_n of_o preach_v be_v prove_v by_o these_o reason_n first_o if_o not_o upon_o this_o ground_n then_o upon_o some_o other_o not_o by_o any_o special_a faculty_n or_o office_n over_o and_o above_o this_o of_o preach_v for_o than_o he_o shall_v be_v ordain_v a_o roll_a elder_n over_o and_o above_o his_o be_v first_o a_o preach_v elder_a as_o a_o new_a faculty_n give_v he_o or_o by_o be_v make_v a_o ruler_n first_o and_o then_o this_o of_o preach_v superadd_v as_o the_o bishop_n first_o make_v deacon_n than_o presbyter_n but_o second_o all_o the_o key_n be_v give_v he_o at_o once_o the_o key_n of_o rule_v with_o the_o key_n of_o knowledge_n the_o power_n of_o the_o staff_n intrinsical_o follow_v his_o be_v a_o pastor_n or_o shepherd_n and_o though_o the_o one_o be_v a_o power_n of_o mere_a order_n namely_o that_o of_o preach_v and_o that_o of_o his_o rule_v be_v a_o power_n of_o jurisdiction_n to_o be_v exercise_v with_o other_o and_o not_o alone_o yet_o still_o his_o receive_a power_n to_o join_v with_o other_o in_o those_o act_n of_o rule_n of_o jurisdiction_n be_v from_o this_o his_o power_n of_o order_n and_o the_o ordinary_a extent_n of_o his_o authority_n therein_o be_v extendible_a no_o far_o than_o his_o ordinary_a call_n to_o preach_v yea_o three_o the_o extent_n of_o the_o power_n of_o the_o apostle_n themselves_o in_o rule_v in_o all_o the_o church_n be_v found_v upon_o and_o extendible_a with_o their_o commission_n to_o preach_v in_o all_o church_n and_o their_o very_a call_n and_o obligation_n be_v not_o to_o preach_v in_o a_o set_a fix_a relation_n as_o ordinary_a pastor_n call_v be_v but_o to_o all_o church_n in_o all_o nation_n hence_o their_o power_n of_o rule_v be_v answerable_a it_o be_v their_o to_o rule_v all_o man_n what_o have_v i_o to_o do_v to_o judge_v they_o that_o be_v without_o but_o in_o this_o way_n of_o presbyterial_a government_n though_o they_o also_o may_v occasional_o preach_v where_o they_o may_v not_o rule_v yet_o the_o proportion_n of_o their_o ordinary_a rule_v be_v extend_v beyond_o the_o proportion_n of_o their_o ordinary_a preach_n which_o it_o be_v not_o in_o the_o apostle_n themselves_o second_o it_o breed_v a_o incongruous_a disproportion_n between_o the_o office_n of_o rule_v and_o preach_v elder_n compare_v among_o themselves_o for_o this_o government_n make_v the_o extent_n of_o the_o rule_v elder_n office_n and_o relation_n to_o be_v large_a than_o that_o of_o their_o teacher_n or_o pastor_n for_o the_o pastor_n quâ_fw-la pastor_n be_v limit_v to_o his_o particular_a congregation_n he_o be_v fix_v to_o for_o the_o ordinary_a performance_n of_o his_o office_n as_o the_o deacon_n also_o be_v but_o the_o rule_v elder_n office_n quâ_fw-la ruling_n elder_n be_v extend_v over_o all_o these_o congregation_n in_o this_o presbytery_n the_o rule_v elder_n perform_v his_o office_n in_o the_o high_a perfection_n of_o it_o as_o to_o admonish_v excommunicate_a in_o all_o these_o church_n but_o the_o pastor_n be_v limit_v in_o the_o high_a work_n of_o their_o calling_n preach_v being_n more_o excellent_a than_o rule_v yea_o then_o baptise_v unto_o one_o congregation_n that_o in_o the_o first_o epistle_n to_o tim._n chap._n 5._o ver._n 17._o interpret_v it_o as_o you_o will_v justify_v this_o three_o it_o pervert_v the_o order_n some_o teach_v elder_n and_o some_o rule_v elder_n and_o these_o distinct_a in_o this_o that_o the_o preach_a elder_n office_n be_v to_o preach_v and_o rule_v the_o rule_v elder_n office_n only_o to_o rule_v this_o frame_n of_o presbyterial_a government_n make_v one_o person_n not_o only_o to_o do_v both_o these_o work_n which_o in_o a_o particular_a congregation_n every_o pastor_n do_v but_o formal_o to_o be_v both_o those_o office_n in_o respect_n of_o a_o double_a relation_n he_o do_v sustain_v namely_o a_o pastor_n to_o be_v a_o preach_a elder_n to_o the_o congregation_n where_o he_o be_v fix_v and_o a_o mere_a roll_a elder_n to_o the_o rest_n of_o the_o congregation_n of_o a_o classical_a church_n for_o it_o be_v demand_v when_o a_o pastor_n in_o a_o particular_a congregation_n be_v in_o this_o common_a presbytery_n what_o sort_n of_o officer_n he_o be_v to_o that_o presbyterial_a church_n a_o elder_n he_o be_v because_o he_o do_v the_o work_n of_o a_o elder_n a_o teach_v elder_a to_o that_o church_n he_o be_v not_o for_o to_o that_o whole_a church_n he_o labour_v not_o in_o the_o word_n and_o doctrine_n timothy_n epist._n 1._o chap._n 5._o ver._n 17._o therefore_o a_o mere_a roll_a elder_n he_o must_v be_v and_o so_o the_o same_o man_n bear_v two_o sort_n of_o office_n and_o by_o this_o mean_n there_o be_v two_o sort_n of_o mere_a roll_a elder_n whereas_o in_o a_o particular_a congregation_n a_o pastor_n though_o he_o rule_v yet_o he_o rule_v as_o a_o pastor_n to_o that_o congregation_n and_o this_o disorder_n and_o confusion_n be_v further_a set_v out_o in_o that_o by_o this_o mean_v the_o same_o officer_n have_v a_o full_a relation_n to_o one_o church_n and_o but_o half_a a_o relation_n to_o another_o and_o cause_v he_o to_o perform_v the_o whole_a of_o his_o office_n to_o one_o church_n the_o particular_a church_n he_o have_v relation_n to_o and_o but_o the_o half_a thereof_o to_o the_o other_o four_o it_o make_v a_o incongruous_a disproportion_n between_o the_o extent_n of_o the_o relation_n of_o those_o two_o office_n of_o elder_n and_o deacon_n unto_o a_o church_n if_o the_o scripture_n have_v intend_v many_o church_n make_v one_o church_n and_o the_o elder_n of_o those_o many_o churcher_n to_o have_v be_v elder_n in_o common_a to_o those_o church_n as_o one_o church_n then_o in_o like_o manner_n the_o deacon_n of_o all_o those_o church_n shall_v make_v up_o a_o common_a
deaconry_n and_o be_v deacon_n in_o common_a unto_o all_o those_o church_n in_o a_o ordinary_a way_n as_o the_o other_o be_v elder_n but_o this_o be_v contrary_a to_o the_o practice_n of_o the_o reform_a church_n though_o subject_a to_o the_o presbyterial_a government_n in_o which_o the_o deacon_n have_v the_o ordinary_a relation_n of_o deacon_n in_o no_o respect_n extend_v further_a than_o to_o a_o particular_a congregation_n nor_o do_v they_o exercise_v act_n of_o that_o office_n in_o a_o ordinary_a way_n to_o other_o congregation_n nor_o otherwise_o to_o neighbour_n congregation_n then_o to_o any_o other_o much_o less_o be_v there_o a_o common_a deaconship_n of_o they_o all_o and_o why_o shall_v not_o the_o late_a be_v erect_v over_o all_o those_o church_n as_o one_o church_n as_o well_o as_o a_o common_a eldership_n especial_o if_o in_o matter_n of_o this_o nature_n par_fw-la ratio_fw-la shall_v carry_v it_o every_o church_n quâ_fw-la church_n be_v a_o body_n have_v relation_n to_o all_o its_o officer_n as_o organical_a member_n thereof_o so._n rom._n 12_o and_o the_o four_o and_o the_o apostle_n write_v to_o philippi_n a_o church_n in_o a_o city_n he_o write_v to_o the_o bishop_n the_o elder_n and_o the_o deacon_n as_o both_o alike_a officer_n of_o that_o church_n and_o act_n chap._n 6_o the_o deacon_n of_o the_o church_n of_o jerusalem_n if_o there_o be_v many_o congregation_n as_o our_o brethren_n suppose_v be_v choose_v by_o the_o whole_a multitude_n when_o gather_v together_o by_o the_o 12._o and_o therefore_o be_v deacon_n of_o that_o whole_a church_n as_o well_o as_o the_o elder_n elder_n thereof_o now_o if_o the_o deacon_n office_n shall_v thus_o be_v extend_v to_o all_o the_o congregation_n as_o the_o elder_n be_v then_o why_o shall_v not_o each_o church_n be_v bind_v to_o bring_v contribution_n to_o the_o deacon_n of_o each_o church_n and_o to_o be_v distribute_v in_o common_a and_o so_o our_o purse_n shall_v be_v subject_a to_o the_o deacon_n in_o common_a as_o far_o as_o our_o person_n to_o the_o elder_n in_o common_a and_o they_o may_v challenge_v the_o same_o power_n in_o their_o office_n over_o the_o one_o that_o the_o elder_n do_v over_o the_o other_o and_o then_o also_o each_o congregation_n be_v in_o a_o ordinary_a and_o stand_a obligation_n bind_v to_o relieve_v all_o the_o poor_a in_o those_o church_n as_o well_o as_o those_o in_o their_o own_o parish_n not_o only_o by_o the_o common_a law_n of_o charity_n but_o by_o virtue_n of_o special_a relation_n of_o their_o be_v one_o church_n which_o relation_n in_o all_o these_o thing_n do_v beget_v the_o like_a obligation_n that_o it_o do_v in_o government_n and_o so_o all_o thing_n of_o this_o nature_n shall_v be_v alike_o common_a to_o all_o and_o each_o and_o there_o shall_v be_v a_o common_a treasury_n for_o this_o one_o great_a diaconat_a church_n as_o we_o may_v in_o a_o parallel_n allusion_n to_o that_o other_o name_n of_o presbyterial_a call_v it_o a_o second_o head_n of_o incongruity_n and_o inconsistency_n which_o will_v follow_v upon_o it_o be_v in_o the_o mutual_a duty_n require_v and_o that_o do_v necessary_o follow_v upon_o this_o stand_a relation_n for_o a_o constant_a government_n of_o these_o elder_n to_o all_o this_o people_n of_o these_o church_n and_o of_o the_o people_n to_o these_o elder_n 1._o from_o the_o people_n to_o all_o these_o elder_n according_a unto_o what_o the_o scripture_n speak_v of_o as_o due_a to_o stand_v elder_n they_o owe_v at_o least_o honour_n and_o esteem_v yea_o maintenance_n to_o all_o their_o elder_n whether_o those_o that_o ordinary_o rule_v they_o or_o preach_v to_o they_o and_o they_o owe_v it_o for_o both_o tim._n epist._n 1._o chap._n 5._o ver._n 17._o and_o 18._o let_v the_o elder_n that_o rule_v well_o be_v count_v worthy_a of_o double_a honour_n especial_o those_o that_o labour_n in_o the_o word_n and_o doctrine_n which_o honour_n be_v express_v by_o the_o analogy_n of_o that_o law_n ver._n 18._o not_o to_o mussel_z up_o the_o mouth_n of_o the_o ox_n that_o tread_v out_o the_o corn_n and_o this_o be_v certain_o due_a to_o elder_n for_o all_o that_o be_v the_o work_n or_o elder_n whether_o perform_v apart_o or_o together_o by_o way_n of_o jurisdiction_n in_o a_o presbytery_n and_o it_o can_v be_v deny_v but_o that_o their_o constant_a rule_n as_o in_o the_o presbytery_n be_v one_o great_a part_n of_o the_o work_n of_o elder_n and_o so_o must_v be_v here_o intend_v for_o which_o a_o especial_a honour_n be_v due_a and_o as_o they_o be_v to_o feed_v all_o and_o every_o one_o in_o the_o flock_n as_o act_n 20._o ver._n 28._o so_o maintenance_n and_o honour_n be_v due_a from_o all_o this_o people_n to_o all_o and_o every_o one_o of_o these_o elder_n as_o well_o to_o those_o that_o rule_n as_o those_o that_o labour_n in_o the_o word_n and_o doctrine_n and_o in_o reason_n if_o the_o elder_n that_o rule_v well_o and_o perform_v the_o lesser_a act_n of_o rule_v in_o their_o particular_a congregation_n and_o the_o presbytery_n thereof_o be_v to_o have_v this_o honour_n in_o their_o relation_n than_o all_o those_o elder_n that_o rule_v well_o in_o the_o common_a presbytery_n and_o perform_v the_o great_a act_n of_o rule_v be_v to_o have_v the_o like_a from_o all_o that_o classical_a church_n the_o emphasis_n be_v put_v upon_o rule_v well_o and_o in_o those_o act_n do_v by_o they_o the_o excellency_n of_o rule_v consist_v and_o the_o precept_n be_v not_o to_o honour_v presbytery_n in_o some_o abstract_a notion_n but_o elder_n because_o the_o particular_a person_n of_o the_o elder_n be_v to_o be_v the_o object_n of_o it_o and_o those_o most_o who_o excel_v most_o in_o that_o rule_n that_o rule_n well_o or_o best_a but_o when_o there_o be_v many_o congregation_n that_o have_v their_o proper_a fix_a pastor_n and_o elder_n who_o they_o maintain_v for_o perform_v one_o part_n of_o the_o elder_n work_n for_o they_o perform_v but_o one_o part_n of_o it_o how_o shall_v they_o perform_v this_o due_a to_o all_o the_o rest_n for_o that_o other_o part_n of_o it_o and_o it_o be_v due_a from_o every_o person_n as_o he_o be_v able_a or_o he_o can_v perform_v his_o duty_n how_o burdensome_a how_o confuse_a will_v this_o be_v and_o then_o how_o to_o proportion_v this_o suppose_v it_o shall_v not_o be_v maintenance_n but_o honour_n and_o esteem_v this_o people_n will_v not_o be_v able_a to_o judge_v not_o only_o for_o that_o they_o can_v be_v present_a at_o their_o work_n and_o so_o can_v judge_v of_o it_o but_o because_o either_o it_o must_v be_v proportion_v to_o they_o as_o constant_a preaching-elder_n or_o as_o rule_v not_o as_o to_o preach_v elder_n for_o they_o labour_v not_o to_o they_o as_o such_o the_o ground_n upon_o which_o it_o be_v require_v be_v that_o they_o tread_v out_o their_o corn_n and_o to_o honour_n and_o esteem_v they_o as_o rule_v elder_n only_o be_v to_o honour_v preach_v elder_n below_o the_o rank_n and_o degree_n of_o their_o office_n so_o second_o it_o bring_v the_o like_a incongruity_n upon_o the_o performance_n of_o those_o duty_n of_o elder_n which_o the_o new_a testament_n indifferent_o require_v of_o all_o those_o that_o it_o acknowledge_v to_o be_v elder_n unto_o a_o people_n and_o therefore_o no_o such_o constant_a relation_n of_o elder_n to_o so_o many_o church_n may_v be_v as_o first_o pray_v with_o the_o sick_a send_v for_o the_o elder_n of_o the_o church_n to_o pray_v for_o they_o james_n chap._n 5._o ver._n 14._o what_o be_v these_o elder_n of_o a_o presbyterial_a church_n bind_v hereto_o this_o duty_n lie_v in_o common_a upon_o elder_n of_o church_n and_o how_o shall_v we_o distinguish_v when_o the_o scripture_n do_v not_o second_o visit_v from_o house_n to_o house_n as_o paul_n in_o his_o example_n instruct_v the_o elder_n of_o ephesus_n act_n chap._n 20._o ver._n 20._o three_o watch_v over_o man_n soul_n as_o those_o that_o must_v give_v a_o account_n heb._n chap._n 13._o ver._n 17._o to_o watch_v be_v not_o to_o stay_v till_o cause_n be_v bring_v by_o appeal_n or_o so_o from_o the_o congregation_n but_o personal_o to_o observe_v and_o oversee_v they_o as_o soul_n commit_v to_o they_o which_o they_o must_v give_v a_o account_n for_o four_o of_o preach_v if_o preach_v elder_n in_o season_n and_o out_o of_o season_n the_o bishop_n they_o say_v the_o flock_n be_v they_o and_o the_o whole_a care_n commit_v to_o they_o and_o to_o salve_v the_o incongruity_n of_o not_o be_v able_a to_o preach_v themselves_o to_o they_o they_o profess_v a_o derivative_a delegate_a power_n to_o inferior_a pastor_n who_o they_o call_v their_o curate_n this_o be_v plain_a deal_n but_o these_o elder_n make_v all_o the_o whole_a flock_v they_o and_o this_o from_o those_o scripture_n that_o speak_v of_o elder_n and_o
that_o therefore_o two_o elder_n associate_v may_v do_v the_o like_a second_o it_o be_v hard_a to_o suppose_v that_o these_o apostle_n when_o all_o together_o shall_v act_v with_o a_o inferior_a power_n to_o what_o they_o put_v forth_o in_o a_o like_a case_n alone_o if_o peter_n have_v be_v himself_o alone_o in_o a_o church_n new_o plant_v then_o and_o there_o he_o must_v be_v suppose_v to_o act_v as_o a_o apostle_n because_o he_o alone_o govern_v and_o shall_v these_o apostle_n when_o they_o be_v all_o in_o one_o and_o join_v all_o together_o in_o one_o act_n be_v yet_o suppose_v to_o fall_v low_a in_o their_o power_n under_o the_o formal_a exercise_n of_o it_o three_o if_o they_o have_v act_v as_o elder_n in_o a_o college_n they_o may_v miscarry_v as_o elder_n do_v and_o so_o the_o minor_a part_n of_o they_o have_v be_v subject_a to_o excommunication_n of_o the_o great_a and_o what_o power_n be_v there_o on_o earth_n to_o have_v excommunicate_v a_o apostle_n who_o hold_v his_o office_n immediate_o from_o christ_n and_o who_o whilst_o he_o be_v in_o that_o office_n have_v power_n over_o all_o church_n to_o the_o three_o viz._n that_o they_o in_o their_o proceed_n do_v join_v with_o other_o as_o in_o this_o choice_n of_o the_o deacon_n they_o do_v join_v with_o the_o multitude_n as_o also_o when_o they_o come_v to_o any_o other_o church_n they_o use_v to_o do_v neither_o do_v that_o argue_v that_o they_o act_v not_o as_o apostle_n but_o as_o elder_n for_o first_o they_o join_v in_o act_n with_o other_o and_o join_v other_o with_o themselves_o wherein_o they_o yet_o act_v as_o apostle_n thus_o in_o write_v scripture_n they_o join_v other_o with_o they_o as_o paul_n join_v silvanus_n and_o timotheus_n in_o his_o epistle_n to_o the_o thessalonian_n and_o not_o mere_o in_o the_o salutation_n for_o the_o expression_n run_v in_o their_o name_n also_o in_o that_o epistle_n and_o act._n 15._o the_o apostle_n elder_n yea_o and_o brethren_n join_v in_o a_o letter_n to_o the_o church_n but_o these_o as_o apostle_n therefore_o so_o call_v in_o distinction_n from_o the_o elder_n and_o the_o rest_n according_a to_o their_o several_a interest_n as_o the_o brethren_n do_v all_o according_a to_o their_o interest_n so_o the_o elder_n and_o the_o apostle_n in_o they_o so_o in_o ordain_v timothy_n the_o presbytery_n lay_v on_o hand_n yet_o they_o as_o a_o presbytery_n and_o paul_n as_o a_o apostle_n for_o else_o a_o presbytery_n have_v not_o have_v power_n to_o ordain_v a_o evangelist_n yet_o second_o the_o apostle_n do_v where_o ever_o they_o come_v leave_v the_o elder_n and_o people_n to_o the_o exercise_n of_o that_o right_n belong_v to_o they_o although_o they_o join_v with_o they_o neither_o do_v therein_o lie_v their_o apostolical_a authority_n to_o do_v all_o alone_a for_o than_o they_o seldom_o or_o never_o act_v as_o apostle_n in_o church_n paul_n alone_o excommunicate_v not_o that_o corinthian_a and_o yet_o as_o a_o apostle_n write_v to_o have_v it_o do_v by_o they_o for_o it_o be_v canonical_a scripture_n and_o therefore_o although_o that_o this_o church_n of_o jerusalem_n shall_v choose_v their_o deacon_n be_v a_o just_a example_n of_o the_o privilege_n of_o a_o church_n for_o if_o the_o apostle_n when_o they_o be_v present_a allow_v this_o interest_n to_o church_n than_o elder_n shall_v much_o more_o yet_o what_o the_o apostle_n do_v by_o a_o apostolical_a power_n in_o these_o congregation_n can_v be_v draw_v into_o example_n for_o officer_n in_o that_o thing_n wherein_o their_o power_n apostolical_a lay_v which_o be_v to_o exercise_v act_n of_o jurisdiction_n in_o several_a church_n neither_o fourthly_a will_v that_o help_v it_o that_o they_o exercise_v this_o government_n in_o these_o congregation_n church_n people_n and_o elder_n unto_o which_o and_o in_o the_o communion_n and_o exercise_n whereof_o such_o correspondency_n and_o intercourse_n be_v needful_a as_o they_o require_v one_o common_a language_n to_o the_o second_o branch_n of_o this_o argument_n that_o all_o these_o congregation_n be_v under_o one_o presbyterial_a government_n proof_n 1._o because_o they_o be_v but_o one_o now_o if_o they_o be_v elder_n in_o common_a because_o a_o presbytery_n as_o be_v say_v in_o answer_n to_o the_o first_o argument_n than_o they_o be_v not_o to_o be_v argue_v a_o presbytery_n only_o whole_a depend_v upon_o this_o proposition_n for_o though_o before_o the_o dispersion_n there_o have_v be_v many_o congregation_n yet_o not_o under_o elder_n but_o apostle_n now_o it_o be_v grant_v that_o the_o substance_n of_o ministerial_a act_n be_v one_o and_o the_o same_o in_o apostle_n and_o evangelist_n who_o be_v extraordinary_a and_o in_o other_o ordinary_a minister_n but_o first_o church_n and_o upon_o that_o be_v found_v their_o power_n over_o those_o congregation_n suppose_v many_o and_o episcopacy_n may_v as_o strong_o argue_v and_o infer_v that_o because_o in_o crete_n by_o apostolical_a warrant_n one_o man_n titus_n do_v ordain_v elder_n etc._n etc._n that_o therefore_o there_o may_v be_v one_o man_n a_o bishop_n that_o have_v power_n to_o ordain_v etc._n etc._n in_o and_o over_o several_a church_n and_o this_o argument_n will_v be_v strong_a from_o the_o instance_n of_o a_o evangelist_n for_o episcopal_a power_n then_o this_o of_o apostolical_a government_n for_o the_o presbyterial_a by_o how_o much_o it_o be_v the_o more_o inferior_a office_n but_o that_o of_o the_o apostle_n be_v more_o immediate_a and_o transcendent_a and_o so_o the_o power_n of_o a_o evangelist_n be_v near_a to_o a_o ordinary_a succession_n and_o it_o will_v as_o well_o follow_v that_o any_o one_o presbyter_n alone_o may_v govern_v many_o congregation_n because_o one_o of_o these_o apostle_n may_v as_o that_o because_o the_o apostle_n do_v govern_v these_o joint_o that_o therefore_o many_o presbyter_n over_o several_a congregation_n may_v second_o each_o of_o these_o apostle_n as_o he_o have_v by_o virtue_n of_o his_o apostolical_a commission_n the_o power_n of_o they_o all_o so_o he_o have_v relation_n of_o ministry_n unto_o all_o these_o suppose_a congregation_n unto_o every_o person_n thereof_o for_o the_o performance_n of_o all_o sort_n of_o duty_n of_o preach_v to_o they_o admonish_v they_o etc._n etc._n but_o thus_o in_o the_o presbyterial_a government_n over_o many_o congregation_n fix_v and_o their_o pastor_n and_o elder_n fix_v to_o they_o the_o several_a elder_n be_v deny_v to_o have_v the_o relation_n of_o elder_n to_o each_o congregation_n but_o make_v up_o only_o a_o eldership_n in_o common_a as_o unite_v over_o all_o these_o but_o the_o apostle_n here_o have_v the_o relation_n to_o both_o and_o therefore_o if_o this_o apostolical_a frame_n be_v make_v a_o pattern_n than_o it_o follow_v that_o all_o the_o elder_n of_o these_o congregation_n be_v direct_o and_o immediate_o elder_n to_o each_o congregation_n and_o every_o member_n of_o they_o and_o not_o only_o of_o a_o common_a presbytery_n for_o so_o the_o apostle_n be_v if_o it_o be_v allege_v that_o those_o act_n of_o government_n perform_v by_o they_o in_o that_o church_n be_v for_o the_o substance_n of_o they_o ordinary_a act_n such_o as_o presbyter_n perform_v and_o that_o therefore_o answerable_o their_o person_n themselves_o be_v in_o they_o to_o be_v consider_v as_o elder_n because_o that_o the_o apostle_n be_v not_o only_o apostle_n but_o elder_n also_o as_o john_n epistle_n 2._o verse_n 1._o and_o peter_n epist._n 1._o chap._n 5._o verse_n 1._o and_o as_o apostle_n they_o lay_v it_o down_o at_o the_o apostle_n foot_n yea_o in_o that_o act_n of_o ordain_v the_o seven_o deacon_n it_o be_v say_v they_o set_v they_o afore_o the_o apostle_n chap._n elder_n when_o the_o name_n of_o a_o apostle_n import_v the_o office_n yea_o in_o that_o very_a act_n of_o government_n about_o deacon_n they_o must_v needs_o act_v as_o apostle_n for_o they_o do_v not_o simple_o ordain_v the_o man_n but_o do_v anew_o by_o virtue_n of_o apostolical_a authority_n institute_v the_o office_n of_o deacon_n by_o declare_v christ_n mind_n which_o none_o but_o apostle_n can_v immediate_o and_o at_o first_o have_v do_v so_o as_o the_o same_o person_n in_o this_o same_o act_n instance_v in_o must_v act_v partly_o as_o apostle_n and_o partly_o as_o elder_n and_o by_o what_o infallible_a rule_n shall_v we_o distinguish_v to_o the_o second_o viz._n that_o they_o act_v here_o as_o it_o be_v in_o a_o joint_a body_n or_o in_fw-la collegio_fw-la over_o this_o union_n of_o all_o in_o a_o body_n as_o act_n of_o elder_n in_o a_o presbytery_n do_v as_o parliamentary_a power_n be_v not_o the_o result_n of_o parliament_n man_n but_o as_o assemble_v in_o parliament_n yea_o and_o the_o authority_n of_o jurisdiction_n thence_o arise_v not_o so_o here_o our_o apostle_n may_v have_v do_v that_o which_o all_o here_o do_v yea_o may_v it_o not_o be_v say_v that_o because_o two_o apostle_n paul_n and_o barnabas_n ordain_v elder_n in_o every_o church_n act_n 14._o as_o join_v in_o the_o same_o act_n and_o so_o act_v not_o as_o apostle_n but_o joint_o
be_v for_o synod_n they_o be_v or_o aught_o to_o be_v extraordinary_a and_o occasional_a presbytery_n be_v stand_v and_o ordinary_a synod_n be_v make_v up_o of_o commissioner_n send_v from_o presbytery_n and_o presbytery_n be_v make_v up_o of_o the_o elder_n of_o particular_a congregation_n the_o member_n of_o synod_n be_v elder_n of_o such_o church_n which_o be_v according_a to_o the_o principle_n of_o presbyterial_a government_n complete_a church_n have_v full_a power_n of_o jurisdiction_n for_o all_o act_n of_o government_n within_o themselves_o but_o the_o member_n of_o presbytery_n be_v elder_n of_o such_o congregation_n which_o be_v neither_o complete_a church_n nor_o have_v within_o themselves_o full_a and_o complete_a power_n and_o these_o can_v be_v one_o the_o elder_n of_o the_o presbytery_n of_o jerusalem_n when_o this_o once_o become_v a_o synod_n by_o the_o addition_n of_o the_o elder_n of_o other_o church_n cease_v to_o be_v any_o long_o a_o presbytery_n to_o that_o church_n and_o must_v become_v with_o they_o a_o new_a body_n to_o all_o the_o church_n these_o other_o elder_n do_v come_v from_o and_o then_o to_o argue_v these_o act_n do_v
