commissioner_n of_o the_o general_a assembly_n of_o the_o church_n of_o scotland_n we_o receive_v late_o a_o petition_n from_o you_o by_o the_o hand_n of_o mr._n alexander_n henderson_n to_o the_o which_o we_o intend_v to_o have_v give_v a_o answer_n as_o soon_o as_o we_o have_v transact_v the_o business_n with_o the_o other_o commissioner_n address_v to_o we_o from_o the_o conservator_n of_o the_o treaty_n of_o that_o our_o kingdom_n but_o find_v the_o same_o to_o be_v publish_v in_o print_n and_o to_o be_v disperse_v throughout_o our_o kingdom_n to_o the_o great_a danger_n of_o scandal_v of_o our_o well-affected_a subject_n who_o may_v interpret_v the_o bitterness_n and_o sharpness_n of_o some_o expression_n not_o to_o be_v so_o agreeable_a to_o that_o regard_n and_o reverence_n which_o be_v due_a to_o our_o person_n and_o the_o matter_n itself_o to_o be_v reproachful_a to_o the_o honour_n and_o constitution_n of_o this_o kingdom_n we_o have_v be_v compel_v the_o more_o strict_o to_o examine_v as_o well_o the_o authority_n of_o the_o petitioner_n as_o the_o matter_n of_o the_o petition_n itself_o and_o to_o publish_v our_o opinion_n of_o both_o that_o our_o subject_n of_o both_o kingdom_n may_v see_v how_o equal_o just_a and_o sensible_a we_o be_v of_o the_o law_n and_o honour_n of_o both_o our_o kingdom_n and_o first_o upon_o perusal_n of_o the_o petition_n we_o require_v to_o see_v the_o commission_n by_o which_o the_o messenger_n who_o bring_v this_o petition_n or_o the_o person_n who_o send_v he_o be_v qualify_v to_o intermeddle_v in_o affair_n so_o foreign_a to_o their_o jurisdiction_n and_o of_o so_o great_a concernment_n to_o this_o our_o kingdom_n of_o england_n upon_o examination_n whereof_o and_o in_o defence_n of_o the_o law_n and_o government_n of_o this_o our_o kingdom_n which_o we_o be_v trust_v and_o swear_v to_o defend_v we_o must_v profess_v that_o the_o petitioner_n or_o the_o general_a assembly_n of_o our_o church_n of_o scotland_n have_v not_o the_o least_o authority_n or_o power_n to_o intermeddle_v or_o interpose_v in_o the_o affair_n of_o this_o kingdom_n or_o church_n which_o be_v settle_v and_o establish_v by_o the_o proper_a law_n of_o this_o land_n and_o till_o they_o be_v alter_v by_o the_o same_o competent_a power_n can_v be_v enveigh_v against_o without_o a_o due_a sense_n of_o we_o and_o this_o nation_n much_o less_o can_v they_o present_v any_o advice_n or_o declaration_n to_o our_o house_n of_o parliament_n against_o the_o same_o or_o to_o that_o purpose_n to_o send_v any_o letter_n as_o they_o have_v now_o do_v to_o any_o minister_n of_o our_o church_n here_o who_o by_o the_o law_n of_o this_o land_n can_v correspond_v against_o the_o same_o therefore_o we_o do_v believe_v that_o the_o petitioner_n when_o they_o shall_v consider_v how_o unwarrant_v it_o be_v by_o the_o law_n of_o that_o kingdom_n and_o how_o contrary_a it_o be_v to_o the_o law_n of_o this_o to_o the_o profession_n they_o have_v make_v to_o each_o other_o and_o how_o unbecoming_a in_o itself_o for_o they_o to_o require_v the_o ancient_a happy_a and_o establish_a government_n of_o the_o church_n of_o england_n to_o be_v alter_v and_o conform_v to_o the_o law_n and_o constitution_n of_o another_o church_n will_v find_v themselves_o mislead_v by_o the_o information_n of_o some_o factious_a person_n here_o who_o will_v willing_o engage_v the_o petitioner_n to_o foment_n a_o difference_n and_o division_n between_o the_o two_o kingdom_n which_o we_o have_v with_o so_o much_o care_n and_o industry_n endeavour_v to_o prevent_v not_o have_v labour_v more_o to_o quench_v the_o combustion_n in_o this_o kingdom_n than_o we_o have_v to_o hinder_v the_o like_a from_o either_o devour_a ireland_n or_o enter_v into_o scotland_n which_o if_o all_o other_o will_n equal_o labour_v will_v undoubted_o be_v avoid_v but_o we_o can_v so_o easy_o pass_v over_o the_o mention_n of_o ireland_n be_v move_v to_o it_o by_o scandalous_a aspersion_n that_o have_v be_v often_o cast_v upon_o we_o upon_o that_o subject_n and_o the_o use_n that_o have_v be_v make_v of_o the_o woeful_a distraction_n of_o that_o kingdom_n as_o of_o a_o seminary_n of_o fear_n and_o jealousy_n to_o beget_v the_o like_a distraction_n in_o this_o and_o which_o lest_o they_o may_v have_v far_a influence_n we_o be_v the_o more_o willing_a to_o make_v our_o innocence_n appear_v in_o that_o particular_a when_o first_o that_o horrid_a rebellion_n begin_v we_o be_v in_o our_o kingdom_n of_o scotland_n and_o the_o sense_n we_o have_v then_o of_o it_o the_o expression_n we_o make_v concern_v it_o the_o commission_n together_o with_o some_o other_o assistance_n we_o send_v immediate_o into_o that_o kingdom_n and_o the_o instant_a recommendation_n we_o make_v of_o it_o to_o both_o our_o house_n of_o parliament_n in_o england_n be_v know_v to_o all_o person_n of_o quality_n there_o and_o then_o about_o us._n after_o our_o return_n into_o england_n our_o ready_a concur_v to_o all_o the_o desire_n of_o both_o house_n that_o may_v most_o speedy_o repress_v that_o horrible_a rebellion_n by_o pass_v the_o bill_n of_o press_v &_o in_o it_o a_o clause_n which_o quit_v a_o right_n challenge_v by_o all_o and_o enjoy_v by_o many_o of_o our_o predecessor_n by_o part_v with_o our_o right_n in_o the_o land_n escheat_v to_o we_o by_o that_o rebellion_n for_o the_o encouragement_n of_o adventure_n by_o empty_v of_o our_o magazine_n of_o arm_n and_o ammunition_n for_o that_o service_n which_o we_o have_v since_o need_v for_o our_o necessary_a defence_n and_o preservation_n by_o consent_v to_o all_o bill_n for_o the_o raise_n of_o money_n for_o the_o same_o though_o contain_v unusual_a clause_n which_o trust_v both_o house_n without_o we_o with_o the_o matter_n of_o dispose_v it_o our_o often_o press_v both_o house_n not_o to_o neglect_v that_o kingdom_n by_o be_v divert_v by_o consideration_n and_o dispute_n less_o concern_v both_o kingdom_n our_o offer_n of_o raise_v 10000_o volunteer_n to_o be_v send_v thither_o and_o our_o several_a offer_n to_o engage_v our_o own_o royal_a person_n in_o the_o suppression_n of_o that_o horrid_a rebellion_n be_v no_o less_o know_v to_o all_o this_o nation_n than_o our_o perpetual_a earnestness_n by_o our_o foreign_a minister_n to_o keep_v all_o manner_n of_o supply_n from_o be_v transport_v for_o the_o relief_n of_o the_o rebel_n be_v know_v to_o several_a neighbour_a prince_n which_o if_o all_o our_o subject_n will_v consider_v and_o withal_o how_o many_o of_o the_o man_n and_o how_o much_o of_o the_o money_n raise_v for_o that_o end_n and_o how_o much_o time_n care_n and_o industry_n have_v be_v divert_v from_o that_o employment_n and_o employ_v in_o this_o unnatural_a war_n against_o we_o the_o true_a cause_n of_o the_o present_a misery_n and_o want_n which_o our_o british_a army_n there_o do_v now_o endure_v they_o will_v soon_o free_v we_o from_o all_o those_o imputation_n so_o scandalous_o and_o groundless_o lay_v upon_o we_o and_o impute_v the_o continuance_n of_o the_o combustion_n of_o that_o miserable_a kingdom_n the_o danger_n it_o may_v bring_v upon_o our_o kingdom_n of_o england_n and_o scotland_n and_o the_o beginning_n of_o this_o doleful_a desolation_n to_o those_o who_o be_v true_o guilty_a of_o it_o for_o unity_n in_o religion_n which_o be_v desire_v we_o can_v but_o answer_v that_o we_o much_o apprehend_v lest_o the_o papist_n may_v make_v some_o advantage_n of_o that_o expression_n by_o continue_v that_o scandal_n with_o more_o authority_n which_o they_o have_v ever_o heretofore_o use_v to_o cast_v upon_o the_o reformation_n by_o interpret_n all_o the_o difference_n in_o ceremony_n government_n or_o indifferent_a opinion_n between_o several_a protestant_a church_n to_o be_v difference_n in_o religion_n and_o lest_o our_o good_a subject_n of_o england_n who_o have_v ever_o esteem_v themselves_o of_o the_o same_o religion_n with_o you_o shall_v suspect_v themselves_o to_o be_v esteem_v by_o you_o to_o be_v of_o a_o contrary_a and_o that_o religion_n which_o they_o and_o their_o ancestor_n have_v hold_v ever_o since_o the_o bless_a reformation_n and_o in_o and_o for_o which_o they_o be_v resolve_v to_o die_v be_v tax_v and_o brand_v of_o falsehood_n or_o insufficiency_n by_o such_o a_o desire_n for_o uniformity_n in_o church_n
government_n we_o conceive_v the_o answer_n former_o give_v by_o we_o to_o the_o former_a petition_n in_o this_o argument_n will_v have_v satisfy_v the_o petitioner_n and_o be_v so_o full_a that_o we_o can_v add_v little_a to_o it_o viz._n that_o the_o government_n here_o establish_v by_o the_o law_n have_v so_o near_o a_o relation_n and_o intermixture_n with_o the_o civil_a state_n which_o may_v be_v unknown_a to_o the_o petitioner_n that_o till_o a_o compose_v digest_v form_n be_v present_v to_o we_o upon_o a_o free_a debate_n of_o both_o house_n in_o a_o parliamentary_a way_n whereby_o the_o consert_v and_o approbation_n of_o this_o whole_a kingdom_n may_v be_v have_v and_o we_o and_o all_o our_o subject_n may_v discern_v what_o be_v to_o be_v leave_v in_o or_o bring_v in_o as_o well_o as_o what_o be_v to_o be_v take_v away_o we_o know_v not_o how_o to_o consent_v to_o any_o alteration_n other_o wise_a then_o to_o such_o a_o act_n for_o the_o ease_n of_o tender_a conscience_n in_o the_o matter_n of_o ceremony_n as_o we_o have_v often_o offer_v and_o that_o this_o and_o any_o thing_n else_o that_o may_v concern_v the_o peace_n of_o the_o church_n and_o the_o advancement_n of_o god_n true_a religion_n may_v be_v sober_o discuss_v and_o happy_o effect_v we_o have_v former_o offer_v and_o be_v still_o willing_a that_o debate_n of_o that_o nature_n may_v be_v enter_v into_o by_o a_o syned_a of_o godly_a and_o learned_a divine_n to_o be_v regular_o choose_v according_a to_o the_o law_n and_o custom_n of_o this_o kingdom_n to_o which_o we_o shall_v be_v willing_a that_o some_o learned_a divine_n of_o our_o church_n of_o scotland_n be_v likewise_o send_v to_o be_v present_a and_o offer_v and_o debate_v their_o reason_n with_o this_o answer_n the_o petitioner_n have_v great_a reason_n to_o acquiesce_v without_o enlarge_n the_o matter_n of_o their_o former_a petition_n only_o with_o bitter_a expression_n against_o the_o establish_a government_n and_o law_n of_o their_o neighbour_n nation_n as_o if_o it_o be_v contrary_a to_o the_o word_n of_o god_n with_o who_o they_o have_v so_o late_o enter_v into_o a_o strict_a amity_n and_o friendship_n but_o we_o can_v enough_o wonder_v that_o the_o petitioner_n shall_v interpose_v themselves_o not_o only_o as_o fit_a director_n and_o judge_n between_o we_o and_o our_o two_o house_n of_o parliament_n in_o business_n so_o whole_o concern_v the_o peace_n and_o government_n of_o this_o our_o kingdom_n and_o in_o a_o matter_n so_o absolute_o entrust_v to_o we_o as_o what_o new_a law_n to_o consent_n or_o not_o to_o consent_v to_o but_o shall_v assume_v and_o publish_v that_o the_o desire_n of_o reformation_n in_o this_o kingdom_n be_v in_o a_o peaceable_a and_o parliamentary_a way_n when_o all_o the_o world_n may_v know_v that_o the_o proceed_n here_o have_v be_v and_o be_v not_o only_o contrary_a to_o all_o the_o rule_n and_o precedent_n of_o former_a parliament_n but_o destructive_a to_o the_o freedom_n privilege_n and_o dignity_n of_o parliament_n themselves_o that_o we_o be_v first_o drive_v by_o tumult_n for_o the_o safety_n of_o our_o life_n from_o our_o city_n of_o london_n and_o westminster_n and_o have_v be_v since_o pursue_v fight_v withal_o and_o be_v now_o keep_v from_o thence_o by_o a_o army_n raise_v as_o be_v pretend_v by_o the_o two_o house_n which_o consist_v not_o of_o the_o four_o part_n of_o the_o number_n they_o ought_v to_o do_v the_o rest_n be_v either_o drive_v from_o thence_o by_o the_o same_o violence_n or_o expel_v or_o imprison_v for_o not_o consent_v to_o the_o treason_n and_o unheard_a of_o insolence_n practise_v against_o we_o and_o if_o the_o petitioner_n can_v believe_v these_o proceed_n to_o be_v in_o a_o peaceable_a parliamentary_a way_n they_o be_v very_o unacquainted_a with_o the_o order_n and_o constitution_n of_o this_o kingdom_n and_o not_o so_o fit_a instrument_n to_o promote_v that_o reformation_n and_o peace_n they_o seem_v to_o desire_v we_o can_v believe_v the_o intermixture_n of_o the_o present_a ecclesiastical_a government_n with_o the_o civil_a state_n to_o be_v other_o than_o a_o very_a good_a reason_n and_o that_o the_o government_n of_o the_o church_n shall_v be_v by_o the_o rule_n of_o humane_a policy_n to_o be_v other_o than_o a_o very_a good_a rule_n unless_o some_o other_o government_n be_v as_o well_o prove_v as_o pretend_a to_o be_v better_o warrant_v by_o god_n of_o any_o bill_n offer_v we_o for_o reformation_n we_o shall_v not_o now_o speak_v they_o be_v a_o part_n of_o those_o article_n upon_o which_o we_o have_v offer_v and_o expect_v to_o treat_v but_o can_v but_o wonder_v by_o what_o authority_n you_o prejudge_v our_o judgement_n herein_o by_o denounce_v god_n anger_n upon_o we_o and_o our_o hazard_n of_o the_o loss_n of_o the_o heart_n of_o all_o our_o good_a subject_n if_o we_o consent_v not_o unto_o they_o the_o influence_n of_o so_o many_o blessing_n from_o heaven_n upon_o the_o reign_v of_o queen_n elizabeth_n and_o our_o father_n of_o bless_a memory_n and_o the_o acknowledgement_n of_o they_o by_o all_o protestant_a church_n to_o have_v be_v careful_a nurse_n to_o the_o church_n of_o christ_n and_o to_o have_v excellentlie_o discharge_v their_o duty_n in_o the_o custody_n and_o vindication_n of_o religion_n and_o the_o affection_n of_o their_o subject_n to_o they_o do_v sufficient_o assure_v we_o that_o we_o shall_v neither_o stop_v the_o influence_n of_o such_o blessing_n nor_o grieve_v the_o heart_n of_o all_o the_o godly_a nor_o hazard_v the_o loss_n of_o the_o heart_n of_o our_o good_a subject_n although_o we_o still_o maintain_v in_o this_o kingdom_n the_o same_o establish_a ecclesiastical_a government_n which_o flourish_v in_o their_o time_n and_o under_o their_o special_a protection_n we_o doubt_v not_o but_o our_o subject_n of_o scotland_n will_v rest_v abundant_o satisfy_v with_o such_o alteration_n in_o their_o own_o church_n as_o we_o have_v assent_v unto_o and_o not_o be_v persuade_v by_o a_o mere_a assertion_n that_o there_o be_v no_o hope_n of_o the_o continuance_n of_o what_o be_v there_o settle_a by_o law_n unless_o that_o be_v likewise_o alter_v which_o be_v settle_v here_o and_o our_o subject_n of_o england_n will_v never_o depart_v from_o their_o dutiful_a either_o house_n have_v power_n to_o prepare_v for_o or_o both_o to_o propound_v to_o we_o nor_o be_v you_o a_o little_a mistake_v if_o either_o you_o believe_v the_o generality_n of_o this_o nation_n to_o desire_v a_o change_n of_o church-government_n or_o that_o most_o of_o those_o who_o desire_v it_o desire_v by_o it_o to_o introduce_v that_o which_o you_o only_o esteem_v a_o reformation_n but_o be_v as_o unwilling_a to_o what_o you_o call_v the_o yoke_n of_o christ_n and_o obedience_n to_o the_o gospel_n as_o those_o who_o you_o call_v profane_a and_o worldly_a man_n and_o so_o equal_o averse_a both_o to_o episcopacy_n and_o presbytery_n that_o if_o they_o shall_v prevail_v in_o this_o particular_a the_o abolition_n of_o the_o one_o will_v be_v no_o inlet_n to_o the_o other_o nor_o will_v your_o heart_n be_v less_o grieve_v your_o expectation_n less_o frustrate_v your_o hope_n less_o ashamed_a or_o your_o reformation_n more_o secure_v and_o the_o petitioner_n upon_o due_a consideration_n will_v not_o find_v themselves_o less_o mistake_v in_o the_o government_n of_o all_o the_o reform_a church_n which_o they_o say_v be_v by_o assembly_n than_o they_o be_v in_o the_o best_a way_n of_o a_o reformation_n which_o sure_o be_v best_a to_o be_v in_o a_o common_a and_o ordinary_a way_n where_o the_o passion_n or_o interest_n of_o particular_a man_n may_v not_o impose_v upon_o the_o public_a but_o alteration_n be_v then_o only_o make_v when_o upon_o calm_a debate_n and_o evident_a and_o clear_a reason_n and_o convenience_n the_o same_o shall_v be_v general_o consent_v to_o for_o the_o peace_n and_o security_n of_o the_o people_n and_o those_o who_o be_v trust_v by_o the_o law_n with_o such_o debate_n be_v not_o divest_v of_o that_o trust_n upon_o a_o general_a charge_n of_o corruption_n pretend_v to_o have_v enter_v by_o that_o way_n and_o of_o be_v the_o person_n to_o be_v reform_v and_o so_o unfit_a to_o be_v reformer_n and_o certain_o the_o like_a logic_n with_o the_o like_a charge_n and_o pretence_n may_v be_v use_v to_o make_v the_o parliament_n itself_o a_o incapable_a judge_n of_o any_o reformation_n either_o in_o church_n or_o state_n for_o the_o general_a expression_n in_o the_o petition_n against_o papist_n in_o which_o the_o petitioner_n may_v be_v understand_v to_o charge_v we_o with_o compliance_n and_o favour_n even_o to_o their_o opinion_n we_o have_v take_v all_o
