be_v to_o have_v a_o government_n by_o elder_n but_o governinge_v imply_v power_n of_o judginge_v and_o punishinge_v therefore_o every_o church_n be_v to_o have_v this_o power_n in_o it_o as_o it_o will_v not_o be_v defective_a in_o its_o government_n very_o if_o we_o look_v upon_o our_o people_n in_o england_n observinge_v their_o life_n and_o conversation_n in_o every_o parish_n we_o may_v well_o say_v that_o here_o want_v the_o government_n in_o overy_n parrish_n which_o here_o we_o see_v the_o lord_n ordain_v for_o our_o people_n for_o the_o most_o part_n contentinge_v themselves_o to_o come_v to_o church_n only_o and_o satisfy_v the_o law_n by_o hear_v divine_a service_n and_o the_o word_n preach_v never_o make_v conscience_n of_o live_v also_o thereafter_o and_o this_o for_o want_n of_o feel_n near_o they_o the_o power_n of_o this_o parishional_a government_n for_o while_o at_o home_n in_o their_o parish_n they_o may_v use_v unchristian_a liberty_n in_o their_o action_n and_o talk_v so_o long_o as_o they_o keep_v themselves_o from_o so_o offendinge_v as_o that_o the_o law_n take_v hold_v of_o they_o our_o people_n be_v marvelous_a careless_a of_o observinge_v in_o their_o speech_n the_o holy_a restreinte_v of_o the_o gospel_n but_o if_o they_o see_v near_o they_o in_o their_o own_o parish_n a_o teacher_n and_o a_o deacon_n for_o clergy_n and_o some_o of_o their_o neighbour_n of_o the_o laiety_n have_v power_n to_o call_v the_o disorderly_a to_o accoumpte_n and_o to_o punish_v they_o who_o live_v not_o as_o the_o gospel_n require_v then_o what_o with_o the_o neereness_n of_o the_o observinge_v eye_n of_o these_o governor_n and_o what_o with_o the_o sense_n of_o their_o power_n to_o judge_n &_o punish_v they_o if_o they_o observe_v not_o the_o gospel_n in_o their_o life_n and_o conversation_n a_o holy_a awe_n will_v fall_v upon_o god_n people_n in_o every_o parish_n causinge_v a_o abstayninge_v from_o unseemly_a act_n and_o conversation_n and_o this_o much_o the_o rather_o because_o these_o governors_n dwellinge_a here_n and_o there_o among_o they_o they_o be_v near_o in_o every_o quarter_n of_o the_o parish_n to_o have_v knowledge_n of_o such_o as_o make_v no_o conscience_n to_o live_v and_o converse_v as_o beseem_v christian_n therefore_o aswell_o for_o the_o utility_n to_o god_n people_n which_o will_v arise_v by_o the_o have_v in_o every_o parish_n diverse_a of_o the_o ancient_n godly_a and_o honest_a of_o the_o laiety_n to_o govern_v in_o the_o parish_n as_o for_o this_o evidence_n from_o scripture_n that_o such_o be_v ordain_v in_o every_o church_n we_o shall_v be_v move_v to_o receive_v willinge_o the_o ordain_v of_o such_o in_o every_o parish_n church_n if_o it_o be_v object_v that_o here_o every_o city_n not_o every_o church_n be_v mean_v than_o i_o answer_v that_o in_o those_o time_n it_o be_v likely_a that_o some_o city_n have_v but_o one_o congregation_n and_o be_v so_o then_o to_o say_v of_o they_o every_o city_n or_o every_o church_n be_v to_o one_o effect_n neither_o true_o be_v it_o likely_a that_o so_o soon_o every_o city_n afford_v many_o church_n moreover_o seinge_v it_o be_v church_n not_o city_n that_o be_v to_o be_v thus_o order_v we_o be_v rather_o to_o understande_v every_o church_n than_o every_o city_n for_o these_o reason_n i_o conclude_v that_o it_o be_v safe_a and_o most_o profitable_a that_o every_o parrish-church_n have_v ordain_v in_o it_o lay_v elder_n to_o govern_v only_o aswell_o as_o clergy_n elder_n who_o both_o be_v to_o teach_v and_o govern_v if_o it_o be_v say_v that_o every_o parrish-church_n have_v clergy_n elder_n as_o a_o teacher_n or_o pastor_n and_o a_o deacon_n than_o thus_o scripture_n make_v nothing_o for_o lay_v elder_n then_o to_o this_o i_o answer_v that_o seinge_v there_o be_v evidence_n that_o in_o those_o time_n there_o be_v elder_n which_o rule_v and_o teach_v and_o elder_n which_o rule_v only_o and_o teach_v not_o therefore_o fit_a it_o be_v that_o here_o we_o understande_v not_o a_o plurality_n of_o clergy_n elder_n only_o but_o rather_o part_n clergy_n part_n laiety_n again_o some_o may_v say_v how_o many_o must_v they_o be_v in_o number_n i_o answer_v seinge_v we_o read_v of_o elder_n ordain_v without_o read_n also_o any_o set_a number_n therefore_o the_o church_n be_v not_o bind_v to_o observe_v any_o set_n or_o certain_a number_n as_o the_o parish_n therefore_o be_v more_o or_o less_o in_o circuit_n of_o ground_n or_o quantety_n of_o people_n so_o these_o governor_n may_v be_v more_o or_o sewer_a for_o where_o a_o parish_n be_v narrow_a of_o bound_n though_o it_o conteyn_v much_o people_n yet_o three_o or_o four_o of_o these_o governor_n may_v serve_v seinge_v they_o be_v near_o in_o neighbourhood_n to_o every_o one_o of_o the_o parish_n whereas_o where_o the_o parish_n be_v large_a of_o circuit_n there_o it_o be_v needful_a that_o they_o be_v seven_o or_o eight_o to_o the_o end_n that_o their_o dwellinge_a may_v be_v here_o and_o there_o to_o be_v near_o to_o those_o of_o the_o parish_n in_o every_o quarter_n
accompany_v it_o will_v not_o be_v admit_v for_o the_o avoidinge_v of_o god_n judgement_n therefore_o and_o for_o the_o betteringe_a of_o our_o people_n yea_o for_o the_o augmentation_n of_o the_o state_n and_o majesty_n of_o our_o church_n of_o england_n let_v these_o lay_v elder_n be_v admit_v into_o the_o ecclesiastical_a rule_n and_o government_n to_o this_o i_o may_v add_v that_o as_o common_a experience_n show_v the_o puttinge_v office_n of_o power_n and_o government_n into_o man_n hand_n make_v they_o grow_v in_o kuowledge_n of_o the_o law_n and_o careful_a of_o their_o manner_n so_o sure_o the_o puttinge_v this_o ecclesiastical_a power_n and_o government_n into_o the_o elder_n of_o the_o laiety_n will_v both_o occasion_n their_o search_n more_o diligent_o into_o the_o word_n of_o god_n thereby_o to_o increase_v their_o knowledge_n of_o the_o divine_a will_n and_o also_o their_o careful_a take_v heed_n unto_o their_o manner_n that_o they_o give_v not_o offence_n to_o they_o who_o they_o be_v to_o govern_v yea_o the_o young_a man_n also_o in_o every_o parish_n seinge_v the_o credit_n &_o honour_n of_o such_o place_n of_o government_n will_v study_v the_o scripture_n and_o take_v care_n of_o their_o manner_n that_o so_o they_o may_v attain_v a_o fame_n or_o good_a report_n for_o their_o honesty_n and_o piety_n so_o to_o be_v the_o fit_a to_o be_v employ_v in_o such_o office_n of_o government_n as_o their_o turn_n may_v come_v last_o some_o may_v say_v must_v these_o be_v once_o employ_v in_o this_o office_n ever_o remain_v in_o this_o office_n and_o not_o be_v employ_v in_o other_o office_n of_o the_o kingdom_n i_o answer_v first_o that_o there_o be_v great_a difference_n between_o the_o ministration_n of_o the_o word_n and_o the_o ministration_n of_o government_n only_o the_o first_o be_v not_o to_o be_v leave_v off_o the_o second_o may_v without_o offence_n for_o the_o word_n of_o god_n have_v lay_v no_o such_o bond_n on_o this_o as_o on_o that_o second_o seinge_v it_o will_v be_v a_o insufferable_a mischief_n unto_o kingedome_n if_o many_o of_o the_o elder_n thereof_o in_o every_o parish_n shall_v be_v whole_o exempt_v from_o its_o employment_n in_o office_n needful_a thereunto_o therefore_o we_o may_v not_o conceive_v that_o the_o lord_n will_v send_v such_o a_o government_n ecclesiastical_a into_o they_o as_o which_o shall_v bring_v with_o it_o such_o a_o inconvenience_n and_o mischief_n i_o conclude_v therefore_o that_o these_o lay_v governor_n be_v not_o bind_v by_o the_o lord_n to_o continue_v ever_o in_o their_o office_n but_o now_o may_v serve_v in_o the_o government_n of_o the_o church_n and_o another_o time_n not_o thus_o have_v i_o dread_a sovereign_n be_v the_o more_o prolix_a in_o my_o writing_n of_o these_o because_o this_o our_o church_n of_o england_n do_v hitherto_o rather_o oppose_v then_o admit_v of_o such_o but_o now_o have_v show_v from_o the_o word_n of_o god_n that_o of_o god_n ordinance_n such_o a_o kind_n of_o governor_n or_o ruler_n be_v to_o be_v in_o the_o church_n i_o humble_o petition_v your_o majesty_n that_o you_o command_v our_o clergy_n in_o who_o be_v the_o power_n to_o confert_fw-la ecclesiastical_a power_n and_o office_n that_o they_o exercise_v their_o power_n herein_o ordeyninge_v some_o of_o the_o ancient_a and_o godly_a of_o the_o laiety_n to_o this_o power_n and_o authority_n in_o every_o of_o our_o parish_n church_n so_o shall_v you_o sure_o do_v a_o work_n acceptable_a to_o god_n beneficial_a to_o the_o church_n and_o worthy_a of_o that_o great_a name_n which_o you_o have_v raise_v to_o yourself_o in_o the_o church_n of_o god_n suffer_v therefore_o patient_o i_o humble_o pray_v you_o this_o my_o petition_n for_o the_o admission_n of_o these_o kind_n of_o ecclesiastical_a governor_n that_o so_o the_o officer_n ecclesiastical_a ordain_v by_o god_n may_v be_v whole_o find_v in_o this_o our_o church_n of_o england_n i_o grante_v that_o many_o other_o office_n may_v be_v ordain_v in_o the_o church_n as_o the_o change_n of_o time_n increase_v of_o magnificence_n of_o god_n divine_a service_n and_o other_o like_a thing_n may_v occasion_v but_o these_o before_o write_v of_o be_v such_o as_o may_v not_o be_v omit_v because_o they_o have_v evidence_n from_o the_o word_n of_o god_n to_o by_o the_o ordinance_n of_o god_n apostolical_o deliver_v therefore_o also_o the_o clergy_n in_o who_o be_v the_o power_n of_o ordination_n be_v of_o duty_n bind_v to_o renew_v this_o ordinance_n of_o the_o lord_n in_o the_o church_n but_o have_v write_v thus_o of_o these_o ecclesiastical_a governor_n i_o proceed_v to_o write_v of_o extention_n also_o of_o ecclesiastical_a jurisdiction_n 2._o petition_v that_o parish_n bishopdome_n and_o arch-bishopdomes_a may_v be_v convenient_o bound_v some_o of_o our_o parish_n be_v so_o small_a and_o withal_o contain_v in_o they_o so_o few_o people_n that_o neither_o the_o congregation_n bear_v a_o state_n befittinge_n a_o church_n nor_o yet_o cann_v a_o convenient_a mean_n or_o revenewe_n be_v raise_v therefrom_o for_o a_o pastor_n and_o deacon_n his_o assistant_n and_o on_o the_o contrary_a some_o other_o parish_n retayninge_v their_o very_a ancient_a bound_n contain_v now_o by_o god_n multiplyinge_v the_o people_n in_o that_o place_n so_o many_o people_n that_o all_o can_v at_o one_o time_n convenient_o assemble_v in_o the_o church_n i_o therefore_o petition_n that_o the_o small_a be_v make_v large_a and_o those_o which_o be_v too_o large_a may_v be_v divide_v that_o so_o neither_o god_n minister_n be_v discourage_v by_o the_o smaleness_n of_o revenewe_n or_o mean_n of_o life_n nor_o god_n people_n disharten_v from_o come_n to_o church_n through_o want_n of_o convenient_a place_n when_o they_o come_v there_o some_o parish_n also_o abound_v with_o stranger_n who_o be_v but_o lodger_n for_o a_o time_n yet_o in_o such_o place_n provision_n be_v good_a to_o be_v make_v that_o such_o may_v have_v convenient_a place_n in_o the_o church_n lest_o else_o it_o occasion_n in_o they_o either_o a_o wandringe_n from_o the_o parish_n or_o a_o neglect_n to_o resort_v to_o any_o church_n at_o all_o it_o have_v in_o all_o age_n be_v see_v that_o change_v of_o condition_n of_o thing_n have_v cause_v change_n of_o former_a orderinge_v of_o thing_n for_o it_o be_v no_o disorder_n to_o change_v the_o ancient_a disposure_n of_o thing_n when_o to_o retain_v the_o same_o bring_v with_o it_o great_a disorder_n and_o detriment_n moreover_o though_o change_n carry_v with_o they_o diffent_o of_o performance_n yet_o experience_n have_v declare_v that_o when_o the_o magistrate_n authority_n concur_v with_o the_o occasion_n all_o difficultye_n have_v ready_o be_v overcome_v by_o the_o people_n voluntary_a tendinge_v their_o own_o benefit_n and_o the_o benefit_n of_o other_o populous_a congregation_n be_v sure_o must_v meet_v both_o because_o a_o convenient_a mean_n may_v be_v better_o be_v raise_v for_o a_o teacher_n or_o pastor_n and_o a_o deacon_n his_o assistant_n and_o also_o a_o plurality_n of_o grave_n and_o godly_a man_n may_v be_v choose_v by_o turn_n to_o serve_v in_o that_o parish_n for_o governor_n accord_v to_o that_o which_o i_o have_v write_v above_o if_o therefore_o such_o a_o multitude_n be_v appoint_v as_o which_o be_v close_o seat_v together_o &_o dispose_v in_o gallery_n the_o voice_n of_o a_o preacher_n may_v well_o be_v hear_v of_o they_o then_o judge_v i_o the_o congregation_n to_o be_v due_o proportion_v and_o indeed_o want_v of_o disposinge_v the_o room_n of_o the_o church_n as_o best_a may_v fit_v to_o contain_v a_o great_a multitude_n and_o this_o also_o within_o hear_v the_o voice_n of_o a_o teacher_n cause_v that_o far_o few_o assemble_v convenlent_o then_o be_v meet_v for_o it_o be_v but_o vain_a there_o to_o resort_v where_o though_o the_o church_n have_v room_n enough_o yet_o use_n can_v be_v make_v of_o it_o for_o hear_v the_o preacher_n true_a it_o be_v that_o man_n voice_n be_v diverse_a neither_o cann_v all_o volces_fw-mi answer_v to_o the_o serl_v disposure_n but_o yet_o if_o respect_n be_v have_v to_o the_o ordinary_a voice_n of_o man_n and_o the_o room_n fit_v accord_v thereto_o fit_a it_o be_v that_o the_o defect_n of_o voice_n be_v supply_v by_o some_o help_n then_o that_o the_o disposure_n of_o place_n for_o audience_n be_v change_v such_o pastor_n therefore_o as_o have_v low_a voice_n may_v do_v well_o to_o supply_v that_o defect_n with_o often_o preachinge_a that_o so_o at_o one_o time_n some_o at_o another_o time_n other_o of_o the_o parish_n may_v convenient_o hear_v they_o these_o thing_n i_o write_v of_o our_o parrish_n in_o populous_a city_n where_o the_o neereness_n of_o dwellinge_a and_o multitude_n of_o stranger_n lodge_v cause_v a_o very_a great_a congregation_n in_o a_o small_a quantity_n of_o ground_n but_o in_o the_o country_n where_o in_o a_o very_a large_a circuit_n

to_o bear_v company_n rather_o with_o the_o better_a than_o with_o the_o mean_a sort_n in_o each_o parish_n as_o for_o our_o bishop_n and_o arch-bishop_n their_o maintenance_n be_v already_o commendable_o great_a through_o the_o large_a bounty_n of_o our_o forefather_n and_o your_o majesty_n confirmation_n of_o what_o they_o now_o enjoy_v thereof_o but_o because_o i_o have_v in_o the_o former_a chapter_n entreat_v for_o the_o multiplyinge_a of_o the_o number_n of_o arch-bishop_n and_o bishop_n in_o this_o church_n i_o now_o humble_o petition_v your_o majesty_n that_o i_o may_v liberty_n in_o wickedness_n so_o far_o four_o as_o they_o dare_v for_o the_o law_n of_o your_o kingdom_n here_o what_o faith_n what_o sanctification_n what_o fear_v of_o god_n what_o talk_v of_o religious_a thing_n here_o you_o may_v find_v some_o dusty_a bibles_n in_o family_n but_o they_o serve_v not_o for_o any_o use_v all_o the_o yeate_o long_o save_v only_o to_o carry_v to_o church_n on_o sunday_n here_o scarce_o in_o any_o one_o family_n of_o the_o parrrish_a you_o shall_v find_v or_o morning_n or_o eveninge_v prayer_n the_o whole_a year_n through_o here_o no_o repetition_n of_o sermon_n no_o catechise_n of_o the_o family_n at_o any_o time_n yea_o scarce_o grace_n before_o or_o after_o meat_n what_o evidence_n here_o then_o of_o the_o kingdom_n of_o heaven_n what_o child_n of_o that_o kingdom_n will_v not_o mourn_v to_o see_v here_o so_o small_a fruit_n of_o the_o gospel_n if_o it_o be_v object_v that_o morning_n and_o eveninge_a prayer_n read_v the_o scripture_n repeatinge_v of_o sermon_n and_o catechisinge_v of_o the_o family_n be_v new_a tax_n not_o lay_v upon_o man_n by_o the_o gospel_n than_o i_o answer_v that_o these_o duty_n be_v include_v either_o express_o or_o by_o consequence_n in_o the_o commandment_n give_v we_o in_o the_o gospel_n moreover_o because_o those_o common_o do_v these_o thing_n in_o who_o the_o gospel_n most_o prevayl_v therefore_o the_o not_o do_v they_o seru_v as_o a_o sign_n that_o there_o the_o gospel_n prevail_v not_o in_o people_n as_o it_o ought_v last_o seinge_v every_o family_n be_v a_o charge_n where_o parent_n have_v charge_n of_o child_n and_o master_n of_o servant_n therefore_o in_o every_o family_n there_o ought_v to_o be_v some_o religious_a exercise_n by_o which_o faith_n and_o devotion_n may_v be_v further_v another_o sort_n of_o minister_n there_o be_v who_o both_o cann_n and_o do_v preach_v well_o yea_o and_o often_o as_o every_o sabbaoth_v day_n once_o but_o though_o of_o the_o abundance_n of_o their_o learning_n they_o leave_v excellent_a sermon_n with_o their_o parishioner_n yet_o what_o come_v of_o it_o they_o care_v not_o neither_o ever_o look_v after_o its_o take_v any_o effect_n at_o all_o and_o for_o all_o their_o preachinge_a yet_o observe_v they_o in_o their_o life_n and_o conversation_n and_o you_o shall_v never_o hear_v they_o speak_v of_o religious_a thing_n long_o than_o they_o be_v in_o the_o pulpit_n for_o abroad_o all_o the_o week_n and_o year_n after_o their_o parishioner_n find_v that_o their_o talk_n be_v whole_o of_o worldly_a matter_n so_o that_o by_o true_a sign_n the_o parishioner_n discover_v they_o to_o be_v whole_o worldly_a mind_v civil_o courteous_a they_o be_v but_o man_n may_v easy_o see_v that_o it_o spring_v but_o from_o civility_n not_o from_o religion_n these_o love_n their_o parishioner_n but_o it_o be_v but_o because_o they_o reap_v profit_n by_o they_o not_o for_o that_o they_o find_v the_o gospel_n and_o the_o grace_n of_o god_n to_o prevail_v in_o they_o if_o you_o search_v into_o the_o family_n even_o of_o these_o you_o may_v find_v common_o more_o store_n of_o bibles_n and_o more_o use_n also_o make_v of_o they_o then_o in_o the_o minister_n house_n of_o who_o i_o have_v before_o write_v but_o yet_o here_o you_o shall_v find_v the_o use_n to_o be_v only_o as_o for_o a_o wear_n out_o of_o the_o time_n with_o read_n which_o else_o they_o can_v not_o at_o present_a tell_v how_o to_o pass_v away_o here_o you_o may_v find_v grace_n before_o and_o after_o meat_n &_o general_o more_o civility_n in_o the_o family_n &_o more_o show_n of_o religion_n also_o then_o in_o the_o former_a minister_n house_n but_o yet_o for_o morning_n or_o eveniuge_a prayer_n repetition_n of_o sermon_n or_o catechisinge_v you_o shall_v hardly_o find_v these_o thing_n the_o whole_a year_n through_o as_o for_o the_o people_n in_o such_o parish_n you_o shall_v common_o find_v they_o better_o dispose_v then_o in_o the_o paris_z he_z whereof_o before_o i_o have_v write_v they_o be_v common_o more_o civil_a and_o respective_a of_o their_o life_n and_o conversation_n they_o resort_v with_o more_o reverence_n to_o the_o church_n and_o have_v more_o store_n of_o bibles_n then_o in_o the_o parish_n before_o write_v of_o but_o as_o for_o family_n exercise_n at_o home_n such_o as_o be_v morning_n or_o eveninge_a prayer_n read_v the_o scripture_n at_o convenient_a time_n repeatinge_v of_o sermon_n or_o catechisinge_v you_o shall_v not_o common_o find_v these_o thing_n use_v throughout_o the_o year_n if_o you_o search_v they_o more_o narrow_o you_o may_v find_v indeed_o some_o good_a measure_n of_o knowledge_n of_o divine_a mystery_n but_o as_o for_o faith_n or_o sanctity_n through_o the_o spirit_n as_o for_o any_o conversinge_v of_o thing_n of_o faith_n as_o for_o any_o joy_n of_o thing_n hope_v for_o accord_v to_o the_o gospel_n of_o christ_n you_o shall_v hardly_o find_v these_o thing_n in_o they_o no_o nor_o sign_n of_o they_o here_o we_o may_v thank_v god_n for_o the_o evidence_n of_o the_o prevaylinge_v of_o the_o kingdom_n of_o heaven_n in_o this_o your_o kingdom_n and_o this_o by_o the_o sight_n of_o a_o sound_n divine_a service_n and_o preach_v and_o people_n resortinge_v to_o the_o church_n but_o we_o can_v here_o rejoice_v of_o that_o kingedome_n prevaylinge_v in_o the_o heart_n life_n and_o conversation_n of_o your_o people_n i_o grante_v indeed_o dread_a sovereign_n that_o it_o be_v no_o small_a matter_n that_o the_o gospel_n press_v with_o your_o royal_a law_n prevail_v over_o lord_n and_o inferior_a governor_n of_o family_n so_o much_o as_o to_o bring_v their_o family_n to_o the_o church_n neither_o indeed_o be_v it_o a_o small_a power_n that_o have_v bring_v even_o this_o to_o pass_v moreover_o if_o lord_n and_o other_o governor_n of_o family_n usinge_v their_o family_n to_o the_o church_n do_v leave_v they_o therewithal_o to_o god_n hopinge_v that_o the_o word_n preach_v and_o god_n grace_n accompanyinge_v the_o same_o work_v in_o their_o family_n to_o make_v they_o inward_o good_a christian_n not_o further_o use_v their_o family_n public_o to_o morning_n or_o evening_n prayer_n daily_o or_o to_o a_o read_n of_o the_o scripture_n through_o every_o one_o his_o or_o her_o part_n at_o convenient_a time_n or_o to_o repeat_v of_o sermon_n or_o to_o catechisinge_v yet_o we_o may_v not_o doubt_v but_o that_o in_o every_o such_o family_n there_o be_v one_o or_o some_o in_o who_o the_o word_n of_o god_n work_v and_o faith_n in_o god_n grow_v in_o they_o accord_v hereto_o and_o so_o herethorowe_n there_o be_v in_o that_o family_n a_o private_a prayinge_v and_o a_o private_a read_v the_o scripture_n and_o private_a meditation_n and_o selfe-catechisinges_a therefore_o also_o we_o may_v not_o condemn_v or_o reproach_v all_o such_o family_n as_o wherein_o public_o the_o family_n gather_v together_o
