this_o cause_n transcend_v the_o executive_a part_n of_o the_o government_n it_o can_v be_v decide_v by_o legal_a progress_n but_o by_o lawmaker_n and_o if_o they_o can_v agree_v man_n be_v at_o liberty_n to_o join_v with_o that_o side_n they_o judge_v in_o the_o right_n reason_n and_o conscience_n must_v be_v their_o guide_n the_o law_n can_v and_o they_o that_o proceed_v on_o this_o ground_n be_v their_o own_o warrant_n on_o either_o side_n for_o neither_o have_v a_o legal_a power_n to_o determine_v the_o other_o therefore_o the_o power_n of_o judge_v be_v neither_o
