establish_a law_n of_o this_o kingdom_n out_o of_o the_o house_n of_o commons_o who_o shall_v refuse_v to_o take_v the_o oath_n of_o supremacy_n which_o without_o a_o act_n of_o parliament_n to_o warrant_v it_o can_v be_v in_o such_o case_n impose_v but_o his_o majesty_n may_v not_o admit_v the_o present_a parliament_n to_o be_v void_a nor_o declare_v all_o that_o have_v be_v do_v therein_o since_o the_o seven_o of_o august_n 1641._o to_o be_v void_a for_o that_o many_o order_n much_o tend_v to_o his_o majesty_n honour_n and_o the_o safety_n of_o this_o kingdom_n wherein_o both_o house_n both_o the_o say_a house_n their_o joint_a approbation_n of_o the_o late_a cessation_n the_o petition_n wherein_o both_o house_n join_v to_o his_o majesty_n and_o other_o of_o that_o kind_n 4._o touch_v the_o exception_n take_v to_o that_o part_n of_o the_o answer_n to_o the_o four_o proposition_n concern_v the_o general_n pardon_n the_o lord_n marquesse_n declare_v that_o it_o be_v mean_v thereby_o that_o the_o say_v general_a pardon_n shall_v extend_v to_o restore_v they_o except_v such_o as_o shall_v be_v on_o this_o treaty_n agree_v to_o be_v except_v to_o their_o blood_n and_o estate_n by_o act_n of_o parliament_n whereby_o all_o grant_n letters-patent_n act_n letter_n promise_n shall_v be_v avoid_v but_o his_o majesty_n can_v in_o justice_n publish_v any_o such_o proclamation_n or_o give_v any_o such_o direction_n to_o the_o parliament_n as_o be_v desire_v before_o the_o person_n intend_v to_o be_v charge_v be_v hear_v and_o the_o matter_n suggest_v prove_v who_o go_v from_o hence_o do_v attain_v the_o knowledge_n of_o both_o in_o the_o university_n and_o inn_n of_o court_n there_o in_o a_o eminent_a manner_n and_o may_v do_v the_o like_a here_o 8._o there_o be_v no_o office_n or_o place_n except_v in_o the_o former_a answer_n the_o proposer_n may_v rest_v satisfy_v therewith_o it_o be_v in_o his_o majesty_n power_n to_o dispose_v of_o such_o to_o the_o four_o they_o say_v that_o the_o free_a gift_n grant_v to_o his_o majesty_n by_o the_o say_v confederate_a catholic_n be_v already_o overpayed_n as_o shall_v be_v make_v appear_v upon_o account_n by_o the_o supreme_a counsel_n of_o the_o say_v confederate_a catholic_n to_o who_o that_o affair_n be_v entrust_v 5._o to_o the_o five_o they_o say_v that_o the_o port_n of_o waterford_n and_o rosse_n be_v within_o the_o quarter_n of_o the_o say_v confederate_a catholic_n by_o the_o article_n of_o cessation_n they_o have_v according_a the_o say_a article_n receive_v the_o profit_n shall_v receive_v the_o profit_n of_o their_o estate_n until_o after_o setlement_n and_o then_o the_o profit_n of_o both_o estate_n be_v to_o be_v reciprocal_o receive_v by_o all_o party_n his_o excellency_n the_o lord_n marquis_n of_o ormond_n lord_n lieutenant_n of_o ireland_n his_o majesty_n commissioner_n to_o certain_a proposition_n by_o they_o present_v to_o his_o lordship_n on_o the_o four_o of_o september_n in_o the_o twenty_o year_n of_o his_o majesty_n reign_n in_o asmuch_o as_o most_o of_o the_o reason_n declare_v how_o the_o say_v answer_n be_v not_o satisfactory_a do_v peace_n &_o quiet_a in_o this_o his_o kingdom_n of_o ireland_n they_o do_v therefore_o with_o heaviness_n of_o heart_n apprehend_v some_o expression_n in_o the_o first_o answer_n viz._n if_o the_o say_v roman_n catholic_a subject_n shall_v by_o their_o obedience_n and_o loyalty_n merit_v his_o majesty_n favour_n and_o protection_n whereas_o the_o say_a roman_a catholic_n be_v as_o obedient_a &_o loyal_a subject_n to_o his_o majesty_n as_o any_o other_o his_o subject_n without_o exception_n &_o whereas_o their_o thought_n or_o action_n have_v never_o deserve_v to_o put_v they_o out_o of_o his_o majesty_n protection_n yet_o the_o occasion_n of_o their_o say_a apprehenhension_n they_o may_v not_o ascribe_v to_o your_o excellency_n who_o be_v entrust_v by_o his_o majesty_n with_o the_o act_n &_o direct_v part_n in_o this_o great_a affair_n now_o in_o treaty_n but_o unto_o some_o instrumental_a cause_n or_o other_o mistake_n and_o as_o to_o the_o rest_n of_o the_o say_v first_o answer_n viz._n that_o when_o all_o demand_v make_v by_o your_o lordship_n unto_o the_o say_a catholic_n in_o his_o majesty_n behalf_n or_o on_o the_o behalf_n of_o the_o protestant_n clergte_n and_o on_o the_o behalf_n of_o his_o majesty_n protestant_n subject_n be_v conclude_v and_o upon_o such_o merit_n as_o be_v before_o express_v the_o say_a catholic_n shall_v not_o have_v cause_n to_o complain_v that_o less_o moderation_n be_v use_v then_o in_o the_o most_o favourable_a of_o queen_n elizabeth_n or_o king_n james_n his_o time_n and_o his_o majesty_n will_v be_v further_o advise_v upon_o the_o repeal_n of_o the_o statute_n make_v against_o the_o say_a catholic_n although_o the_o say_a roman_a catholic_n be_v most_o confident_a of_o his_o majesty_n grace_n and_o goodness_n yet_o so_o great_a be_v the_o penalty_n impose_v by_o statute_n of_o force_n in_o this_o kingdom_n extend_v to_o the_o good_n estate_n liberty_n life_n and_o corruption_n of_o blood_n of_o the_o say_v catholic_n that_o they_o must_v live_v in_o restless_a fear_n so_o long_o as_o those_o extreme_a punishment_n hang_v over_o they_o and_o in_o case_n his_o majesty_n by_o letters-patent_n under_o his_o
