concur_v in_o vote_n and_o every_o member_n to_o have_v consent_v unto_o all_o those_o horrid_a thing_n act_v in_o the_o name_n of_o the_o parliament_n and_o in_o case_n it_o have_v so_o fall_v out_o still_o the_o law_n in_o every_o particular_a before_o mention_v have_v be_v the_o same_o that_o concurrence_n of_o the_o member_n have_v nothing_o alter_v the_o case_n therefore_o sure_a without_o dishonour_v the_o two_o house_n of_o parliament_n injure_v in_o a_o manner_n the_o whole_a peereage_fw-mi and_o the_o far_o great_a number_n of_o the_o member_n due_o elect_v of_o the_o commons_o house_n i_o can_v omit_v first_o to_o express_v the_o cause_n of_o these_o my_o admittance_n second_o to_o show_v that_o these_o man_n at_o westminster_n who_o now_o assume_v the_o name_n and_o power_n thereof_o be_v so_o far_o from_o be_v the_o parliament_n of_o england_n as_o that_o they_o be_v neither_o the_o two_o house_n of_o parliament_n nor_o member_n of_o they_o for_o the_o first_o have_v i_o at_o the_o beginning_n fall_v upon_o these_o question_n whether_o member_n or_o not_o member_n house_n or_o no_o house_n i_o have_v thereby_o bar_v all_o further_a progress_n in_o that_o my_o treatise_n for_o if_o no_o house_n of_o parliament_n than_o no_o dispute_n can_v arise_v what_o vote_n or_o proceed_n of_o the_o member_n be_v valid_a and_o which_o void_a therefore_o to_o introduce_v these_o question_n viz._n what_o be_v a_o parliament_n the_o authority_n and_o use_v thereof_o the_o proper_a office_n of_o either_o house_n single_o and_o of_o both_o house_n joint_o without_o the_o king_n i_o grant_v but_o that_o i_o say_v only_o by_o way_n of_o admittance_n the_o foresay_a person_n to_o be_v the_o two_o house_n of_o parliament_n and_o to_o have_v all_o power_n and_o authority_n due_a unto_o those_o assembly_n then_o for_o the_o second_o viz._n that_o these_o man_n at_o westminster_n be_v neither_o the_o two_o house_n nor_o member_n of_o they_o be_v prove_v thus_o 1._o first_o clear_v it_o be_v that_o the_o essency_n of_o a_o house_n of_o parliament_n do_v not_o consist_v mere_o in_o the_o legal_a assemble_v of_o the_o member_n thereof_o beside_o that_o it_o be_v necessary_o require_v that_o every_o member_n have_v liberty_n to_o repair_v unto_o the_o place_n of_o sit_v and_o there_o free_o according_a to_o his_o conscience_n to_o vote_n and_o deliver_v his_o opinion_n in_o all_o thing_n agitate_a for_o example_n a_o commission_n be_v grant_v to_o twenty_o with_o power_n to_o they_o or_o any_o five_o or_o more_o of_o they_o to_o execute_v the_o same_o here_o although_o five_o if_o no_o more_o appear_v have_v full_a power_n yet_o if_o all_o be_v present_a and_o consent_v to_o act_v no_o five_a nor_o less_o than_o the_o whole_a twenty_o have_v authority_n so_o that_o if_o nineteen_o of_o they_o injurious_o exclude_v one_o the_o proceed_n of_o the_o nineteen_o be_v void_a which_o stand_v with_o great_a reason_n for_o if_o nineteen_o three_o or_o more_o yet_o herein_o let_v not_o i_o be_v mistake_v i_o grant_v that_o either_o house_n of_o parliament_n frequent_o do_v and_o may_v legal_o proceed_v although_o not_o complete_o full_a and_o that_o each_o assembly_n have_v authority_n in_o some_o case_n to_o suspend_v particular_a member_n from_o sit_v but_o i_o say_v that_o whilst_o either_o house_n without_o lawful_a cause_n wrongful_o hinder_v any_o one_o of_o their_o fellow_n member_n to_o sit_v or_o free_o to_o vote_n with_o they_o according_a to_o his_o conscience_n the_o rest_n of_o the_o member_n of_o that_o assembly_n what_o number_n soever_o have_v not_o parliamentary_a authority_n to_o proceed_v in_o any_o thing_n therefore_o when_o a_o competent_a number_n of_o either_o house_n be_v assemble_v all_o those_o so_o meet_v and_o no_o less_o i_o mean_v without_o expel_v they_o or_o any_o of_o they_o or_o force_v any_o one_o conscience_n have_v power_n to_o perform_v the_o office_n of_o that_o house_n and_o the_o same_o it_o be_v if_o any_o one_o legal_o return_v shall_v by_o his_o fellow-member_n be_v hinder_v to_o repair_v unto_o the_o house_n those_o disturber_n do_v thereby_o disable_v themselves_o to_o act_v in_o that_o assembly_n now_o for_o application_n to_o these_o man_n at_o westminster_n it_o can_v be_v forget_v but_o that_o within_o few_o day_n after_o the_o first_o but_o unto_o this_o day_n whether_o rightful_o or_o wrongful_o elect_v notwithstanding_o all_o possible_a endeavour_n to_o obtain_v it_o not_o suffer_v to_o be_v determine_v therefore_o manifest_v it_o be_v that_o to_o be_v rid_v of_o those_o member_n out_o of_o the_o house_n be_v the_o only_a cause_n of_o such_o question_n and_o suspension_n but_o that_o more_o clear_o appear_v by_o the_o progress_n of_o the_o business_n for_o not_o long_o after_o those_o suspension_n by_o order_n of_o the_o commons_o house_n every_o member_n of_o that_o assembly_n who_o name_n have_v be_v use_v in_o any_o patent_n of_o monopoly_n or_o act_v therein_o be_v in_o word_n disable_v to_o sit_v or_o vote_n there_o and_o by_o colour_n of_o this_o order_n divers_a member_n be_v expel_v and_o force_v to_o quit_v the_o house_n for_o no_o other_o cause_n but_o for_o that_o their_o name_n be_v use_v in_o some_o patent_n or_o grant_n of_o the_o king_n which_o grant_v these_o member_n before_o and_o without_o any_o legal_a trial_n judgement_n or_o determination_n thereof_o vote_v to_o be_v void_a yet_o which_o be_v a_o remarkable_a sign_n of_o their_o injustice_n their_o own_o babe_n of_o grace_n themselves_o be_v now_o by_o the_o power_n of_o a_o army_n force_v to_o captivate_v their_o own_o sense_n to_o the_o will_n of_o a_o few_o inconsiderable_a person_n some_o particular_a officer_n of_o
