immediate_o concern_v his_o people_n and_o therefore_o though_o his_o request_n for_o peace_n have_v be_v reject_v thirteen_o time_n already_o in_o less_o than_o thirteen_o month_n yet_o he_o can_v hold_v from_o renew_v that_o yea_o though_o they_o have_v frustrate_v his_o expectation_n a_o long_a time_n in_o not_o send_v such_o proposition_n as_o they_o have_v promise_v or_o give_v he_o hope_n to_o receive_v for_o his_o more_o full_a and_o clear_a understanding_n their_o sense_n in_o the_o former_a and_o do_v also_o keep_v his_o person_n in_o so_o unworthy_a so_o unheard_a of_o and_o so_o provocative_a a_o condition_n as_o may_v have_v swell_v with_o stoutness_n the_o mild_a heart_n and_o awaken_v passion_n have_v it_o not_o be_v dead_a in_o a_o very_a martyr_n yet_o with_o the_o great_a meekness_n and_o sweetness_n of_o stile_n that_o can_v be_v imagine_v do_v he_o write_v unto_o they_o again_o and_o send_v most_o gracious_a answer_n to_o their_o former_a unreasonable_a he_o be_v not_o master_n of_o those_o ordinary_a action_n which_o be_v the_o undoubted_a right_n of_o any_o freeborn_a man_n how_o mean_a soever_o his_o birth_n be_v and_o certain_o he_o will_v still_o be_v silent_a as_o to_o this_o subject_n until_o his_o condition_n be_v much_o mend_v do_v he_o not_o prefer_v such_o a_o right_a understanding_n betwixt_o he_o and_o his_o parliament_n of_o the_o good_a of_o he_o and_o his_o people_n and_o without_o put_v the_o great_a violence_n upon_o his_o own_o conscience_n he_o can_v give_v his_o consent_n to_o all_o of_o they_o yet_o his_o majesty_n that_o it_o may_v appear_v to_o all_o the_o world_n how_o desirous_a he_o be_v to_o give_v full_a satisfaction_n have_v think_v fit_a hereby_o to_o express_v his_o readiness_n to_o grant_v what_o he_o may_v and_o his_o willingness_n to_o receive_v from_o they_o and_o that_o personal_o if_o his_o two_o house_n at_o westminster_n shall_v approve_v thereof_o such_o further_a information_n in_o the_o rest_n as_o may_v best_o convince_v his_o judgement_n and_o satisfy_v those_o doubt_n which_o be_v not_o yet_o clear_a unto_o he_o desire_v they_o also_o to_o consider_v that_o if_o his_o for_o any_o man_n and_o most_o base_a in_o a_o king_n to_o recede_v from_o his_o promise_n for_o have_v be_v obtain_v by_o force_n or_o under_o restraint_n wherefore_o his_o majesty_n not_o only_o reject_v those_o act_n which_o he_o esteem_v unworthy_a of_o he_o but_o even_o pass_v by_o that_o which_o he_o may_v well_o insist_v upon_o a_o point_n of_o honour_n in_o respect_n of_o his_o either_o against_o his_o conscience_n or_o honour_n yet_o his_o majesty_n believe_v it_o clear_a to_o all_o understanding_n that_o these_o bill_n contain_v as_o they_o be_v now_o pen_v not_o only_o the_o divest_v himself_o of_o all_o sovereignty_n and_o that_o without_o possibility_n of_o recover_v it_o either_o to_o he_o or_o his_o successor_n except_o by_o repeal_n of_o those_o bill_n but_o also_o the_o make_v his_o concession_n guilty_a of_o the_o great_a pressure_n that_o can_v be_v make_v upon_o the_o subject_a as_o in_o other_o particular_n so_o by_o give_v a_o arbitrary_a and_o unlimited_a power_n to_o the_o two_o house_n for_o ever_o to_o raise_v and_o levy_v force_n for_o land_n or_o sea_n service_n of_o what_o person_n without_o distinction_n or_o quality_n and_o to_o what_o number_n they_o please_v and_o likewise_o for_o the_o payment_n of_o they_o to_o levy_v what_o monies_n in_o such_o sort_n and_o by_o such_o way_n and_o mean_n and_o consequent_o upon_o the_o estate_n of_o whatsoever_o person_n they_o shall_v think_v fit_a &_o appoint_v which_o be_v utter_o inconsistent_a with_o the_o liberty_n &_o property_n of_o the_o subject_a and_o his_o majesty_n trust_n in_o protect_v they_o so_o that_o if_o the_o major_a part_n of_o both_o house_n shall_v think_v it_o necessary_a to_o put_v the_o rest_n of_o the_o proposition_n into_o bill_n his_o majesty_n
