government_n yet_o i_o do_v not_o know_v that_o the_o nation_n have_v forfeit_v their_o interest_n therein_o but_o if_o this_o point_n shall_v stem_v to_o be_v drive_v too_o far_o yet_o it_o be_v clear_a that_o if_o this_o office_n under_o this_o name_n and_o title_n be_v most_o know_v and_o most_o suitable_a to_o the_o law_n of_o these_o nation_n most_o agreeable_a to_o the_o desire_n and_o disposition_n of_o the_o people_n and_o most_o likely_a to_o maintain_v quiet_a and_o peace_n in_o the_o nation_n with_o justice_n and_o liberty_n which_o be_v the_o great_a end_n of_o govemment_n and_o of_o all_o form_n and_o name_n therein_o as_o in_o the_o judgement_n of_o the_o parliament_n it_o be_v then_o as_o it_o be_v the_o duty_n of_o the_o parliament_n to_o advise_v it_o so_o do_v thereby_o lay_v a_o obligation_n upon_o your_o highness_n to_o accept_v it_o necessitate_n medii_fw-la as_o a_o necessary_a medium_n to_o attain_v those_o end_n and_o whereas_o your_o highness_n be_v please_v to_o say_v this_o medium_n be_v not_o necessary_a because_o the_o end_n may_v be_v attain_v by_o another_o medium_n as_o appear_v in_o these_o two_o name_n and_o title_n custodes_fw-la libertatis_fw-la angliae_fw-la and_o protector_n beside_o the_o experience_n in_o the_o one_o that_o be_v but_o of_o short_a continuance_n and_o of_o the_o other_o that_o it_o have_v and_o do_v still_o stand_v but_o in_o a_o shake_n and_o uncertain_a condition_n and_o of_o both_o that_o they_o have_v attain_v the_o end_n but_o imperfect_o and_o through_o the_o help_n of_o a_o great_a deal_n of_o force_n and_o though_o it_o can_v be_v deny_v but_o that_o the_o end_n may_v in_o some_o degree_n be_v obtain_v by_o such_o other_o medium_n which_o may_v serve_v the_o turn_n in_o case_n of_o necessity_n and_o when_o no_o better_a can_v be_v have_v yet_o where_o such_o a_o necessity_n be_v in_o the_o case_n there_o do_v spring_n out_o a_o kind_n of_o moral_n or_o at_o least_o a_o politic_a end_n of_o the_o contrary_a and_o of_o embrace_v that_o which_o be_v the_o best_a medium_n for_o in_o case_n of_o necessity_n there_o may_v be_v a_o government_n without_o any_o law_n and_o that_o arbitrium_fw-la boni_fw-la juris_fw-la shall_v serve_v in_o stead_n of_o all_o law_n and_o yet_o where_o law_n can_v be_v have_v none_o will_v say_v that_o law_n be_v not_o necessary_a when_o a_o man_n have_v a_o better_a lamb_n in_o his_o flock_n a_o worse_a will_v not_o serve_v but_o in_o that_o case_n there_o be_v a_o moral_a necessity_n that_o the_o best_a be_v bring_v for_o a_o sacrifice_n when_o the_o parliament_n and_o they_o suppose_v the_o like_a reason_n extend_v also_o to_o your_o highness_n be_v persuade_v in_o their_o judgement_n that_o this_o be_v the_o best_a medium_n to_o preserve_v the_o liberty_n and_o the_o peace_n of_o the_o nation_n and_o yet_o no_o necessity_n appear_v unto_o they_o so_o to_o do_v shall_v make_v choice_n of_o a_o weak_a prop_n and_o that_o thereupon_o shall_v ensue_v inconvenience_n and_o that_o the_o band_n of_o peace_n be_v break_v blood_n and_o confusion_n shall_v return_v upon_o the_o nation_n it_o must_v needs_o also_o return_v upon_o their_o thought_n that_o they_o have_v be_v want_v in_o their_o duty_n in_o not_o provide_v the_o best_a remedy_n which_o possible_o may_v have_v prevent_v the_o mischief_n which_o lead_v to_o the_o consideration_n of_o the_o second_o question_n in_o this_o matter_n whether_o admit_v your_o highness_n position_n that_o there_o be_v not_o a_o necessity_n of_o this_o name_n king_n the_o reason_n hold_v forth_o by_o your_o highness_n make_v out_o such_o a_o necessity_n as_o that_o you_o can_v take_v upon_o you_o that_o name_n though_o advise_v thereto_o by_o the_o parliament_n as_o the_o best_a and_o most_o reduce_v to_o the_o end_n of_o government_n withal_o grant_v out_o absolute_o necessary_a if_o there_o fall_v not_o out_o to_o be_v necessity_n in_o the_o case_n to_o the_o contrary_a your_o highness_n be_v please_v in_o the_o first_o place_n to_o mention_v the_o dissatisfaction_n as_o to_o this_o particular_a of_o many_o godly_a man_n and_o such_o as_o have_v grow_v up_o all_o along_o with_o you_o in_o the_o carry_n on_o this_o great_a cause_n as_o soldier_n which_o indeed_o must_v needs_o be_v a_o very_a great_a and_o tender_a consideration_n to_o your_o highness_n as_o it_o be_v also_o to_o all_o of_o we_o who_o reap_v the_o fruit_n of_o their_o prayer_n and_o of_o their_o hazard_n and_o great_a and_o worthy_a service_n and_o it_o will_v be_v a_o if_o the_o abolish_n thereof_o cause_v so_o sad_a a_o breach_n probable_o the_o restoration_n of_o it_o may_v make_v it_o up_o again_o your_o highness_n be_v please_v to_o say_v you_o assume_v the_o
