be_v owe_v in_o his_o kingdom_n for_o the_o victual_n of_o his_o household_n and_o other_o thing_n buy_v though_o he_o have_v abound_v with_o riches_n and_o treasure_n more_o than_o any_o of_o his_o progenitor_n xvi_o item_n the_o say_a king_n not_o willing_a to_o keep_v or_o protect_v the_o just_a law_n and_o custom_n of_o his_o kingdom_n but_o according_a to_o his_o arbitrary_a will_n to_o do_v whatsoever_o shall_v occur_v to_o his_o desire_n sometime_o and_o very_o often_o when_o the_o law_n of_o his_o kingdom_n have_v be_v expound_v and_o declare_v to_o he_o by_o the_o judge_n and_o other_o of_o his_o council_n and_o that_o they_o have_v desire_v that_o he_o will_v do_v justice_n according_a to_o those_o law_n have_v express_o and_o with_o a_o angry_a and_o haughty_a countenance_n say_v that_o his_o law_n be_v in_o his_o mouth_n and_o sometime_o that_o they_o be_v in_o his_o breast_n and_o that_o he_o himself_o alone_a can_v make_v and_o change_v the_o law_n of_o his_o kingdom_n and_o be_v seduce_v with_o that_o opinion_n do_v not_o suffer_v justice_n to_o be_v do_v to_o very_a many_o of_o his_o liege_n people_n but_o by_o threat_n and_o terror_n have_v force_v very_o many_o to_o cease_v from_o the_o prosecution_n of_o common_a justice_n xvii_o item_n that_o after_o certain_a statute_n have_v be_v make_v in_o parliament_n which_o always_o bind_v till_o they_o be_v special_o revoke_v by_o the_o authority_n of_o another_o parliament_n the_o say_a king_n desire_v to_o enjoy_v such_o liberty_n that_o no_o such_o statute_n shall_v so_o bind_v he_o
