thereby_o a_o more_o scarcity_n of_o fish_n and_o a_o great_a decay_n of_o fish_v will_v daily_o increase_v to_o the_o wonder_a decay_n of_o the_o navy_n and_o damage_n of_o the_o whole_a realm_n sundry_a way_n it_o may_v well_o be_v think_v therefore_o that_o this_o thing_n many_o year_n since_o be_v careful_o consider_v of_o with_o the_o commodity_n and_o discommodity_n that_o will_v grow_v by_o the_o uncertainty_n of_o the_o utterance_n of_o fish_n that_o certain_a day_n and_o time_n may_v be_v appoint_v for_o the_o fish_n to_o be_v utter_v and_o eat_v whereby_o a_o certain_a and_o sufficient_a provision_n may_v be_v also_o make_v or_o provide_v and_o although_o as_o before_o have_v be_v say_v abuse_v in_o continuance_n of_o time_n do_v grow_v by_o observation_n of_o the_o say_a day_n and_o time_n so_o appoint_v yet_o the_o necessary_a use_n thereof_o consider_v it_o be_v not_o for_o the_o same_o to_o be_v refuse_v especial_o for_o that_o by_o the_o assent_n and_o consent_n the_o care_n of_o the_o benefit_n of_o his_o people_n that_o please_v he_o and_o it_o be_v disobedience_n to_o the_o prince_n and_o the_o neglect_v of_o his_o people_n benefit_n that_o displease_v he_o i_o do_v also_o affirm_v that_o there_o be_v no_o conscience_n to_o be_v make_v in_o eat_v of_o flesh_n at_o any_o time_n as_o touch_v the_o flesh_n that_o be_v eat_v but_o there_o be_v conscience_n to_o be_v make_v in_o that_o the_o prince_n be_v disobey_v which_o be_v a_o contempt_n of_o god_n ordinance_n and_o the_o people_n benefit_n neglect_v which_o god_n require_v to_o be_v
