foreign_a trade_n in_o the_o say_v manufactory_a it_o be_v undeniable_a that_o the_o french_a take_v off_o few_o or_o none_o of_o our_o middle_n and_o low-priced_a clothes_n stuff_n or_o drugget_n because_o with_o the_o easy_a supply_n of_o our_o english_a and_o irish_a wool_n they_o themselves_o make_v the_o same_o or_o other_o sort_n answerable_a thereto_o which_o without_o the_o say_a wool_n relate_v to_o the_o woollen-manufactory_a it_o be_v observable_a that_o what_o they_o take_v from_o we_o be_v chief_o some_o stuff_n together_o with_o some_o few_o northern_a dozen_o kersey_n and_o other_o low-priced_a good_n whereon_o be_v the_o least_o advantage_n and_o wherewith_o they_o can_v be_v furnish_v from_o hull_n and_o other_o out-port_n at_o such_o low_a rate_n that_o they_o think_v it_o not_o worth_a their_o while_n to_o make_v the_o same_o as_o find_v a_o great_a advantage_n to_o themselves_o in_o the_o fine_a sort_n of_o woollen-manufactories_a with_o which_o they_o not_o only_o supply_v their_o own_o but_o also_o many_o foreign_a market_n to_o our_o great_a detriment_n there_o be_v nothing_o that_o can_v make_v they_o capable_a of_o so_o do_v but_o their_o industry_n and_o method_n of_o keep_v their_o poor_a at_o work_n together_o with_o their_o frequent_a supply_n of_o our_o english_a scotch_a and_o irish_a wool_n and_o fullers-earth_n much_o more_o may_v be_v offer_v to_o consideration_n not_o only_o in_o respect_n of_o the_o forementioned_a part_n but_o also_o of_o several_a other_o which_o lie_v under_o the_o same_o circumstance_n as_o also_o there_o may_v without_o much_o digression_n be_v sufficient_o demonstrate_v the_o great_a loss_n that_o accrue_v to_o our_o nation_n through_o the_o exportation_n of_o wool_n so_o that_o each_o pack_n to_o when_o wool_n be_v ship_v off_o for_o england_n to_o give_v security_n it_o shall_v be_v deliver_v according_o yet_o afterward_o by_o procure_v a_o certificate_n in_o bribe_v of_o the_o officer_n at_o some_o of_o the_o port_n of_o this_o nation_n as_o if_o the_o wool_n be_v deliver_v there_o they_o get_v the_o say_a security_n in_o ireland_n to_o be_v discharge_v notwithstanding_o they_o carry_v the_o say_a wool_n to_o foreign_a part_n that_o therefore_o if_o the_o master_n of_o the_o say_a ship_n or_o any_o of_o his_o company_n or_o other_o person_n whatsoever_o shall_v within_o a_o year_n and_o a_o day_n after_o such_o fact_n commit_v make_v the_o same_o appear_v to_o such_o officer_n as_o shall_v be_v appoint_v to_o that_o end_n so_o as_o that_o the_o say_a owner_n exporter_n or_o officer_n so_o corrupt_v may_v be_v secure_v the_o informer_n shall_v be_v immediate_o pay_v for_o his_o say_a information_n 200_o l._n the_o owner_n exporter_n or_o officer_n so_o corrupt_v shall_v forfeit_v their_o whole_a estate_n be_v make_v uncapable_a of_o ever_o bear_v after_o any_o office_n and_o moreover_o they_o shall_v be_v confine_v to_o prison_n for_o a_o considerable_a time_n or_o be_v transport_v as_o beforementioned_a it_o be_v also_o conceive_v to_o be_v very_o necessary_a that_o any_o discoverer_n or_o other_o single_a witness_n though_o he_o have_v profit_n thereby_o aught_o to_o be_v sufficient_a evidence_n it_o be_v better_a for_o we_o to_o run_v the_o hazard_n that_o one_o man_n in_o seven_o year_n be_v injure_v by_o the_o perjury_n of_o a_o informer_n than_o house_n as_o well_o as_o merchant_n and_o other_o the_o other_o be_v that_o the_o wool_n of_o the_o nation_n increase_v too_o much_o it_o may_v be_v once_o in_o three_o or_o four_o year_n whole_o
