the_o virtue_n of_o agency_n and_o patibility_n stand_v in_o measure_n increase_v or_o remit_v yet_o do_v the_o due_a execution_n of_o small_a command_n make_v government_n as_o well_o as_o the_o great_a and_o obedience_n to_o the_o small_a prince_n be_v as_o true_o constitutive_a of_o government_n as_o to_o the_o great_a whilst_o his_o subject_n stand_v to_o their_o power_n ready_a to_o call_v government_n far_o than_o that_o correlate_n the_o patient_n or_o subject_a stand_v reciprocal_o fit_v to_o admit_v the_o governor_n power_n and_o impression_n fit_v i_o say_v it_o must_v be_v hereunto_o according_a to_o its_o relation_n as_o aforesaid_a so_o as_o to_o work_v as_o the_o agent_n or_o governor_n shall_v see_v cause_n which_o fitness_n do_v then_o constitute_v government_n to_o be_v and_o continue_v even_o whilst_o there_o be_v no_o real_a execution_n according_a to_o the_o virtue_n thereof_o for_o government_n may_v be_v while_o this_o agency_n be_v not_o outward_o quality_n of_o govern_v and_o the_o passive_a quality_n of_o govern_v for_o we_o shall_v not_o only_o find_v it_o uncertain_a whether_o the_o people_n or_o their_o own_o magistrate_n and_o senate_n be_v governor_n because_o sometime_o the_o people_n or_o govern_v be_v real_o take_v on_o they_o to_o act_v their_o own_o will_n as_o chief_a but_o also_o suppose_v the_o government_n in_o the_o senate_n it_o will_v be_v still_o as_o hard_o so_o to_o fix_v it_o there_o as_o to_o make_v it_o to_o be_v government_n for_o in_o that_o fancy_a equality_n which_o they_o have_v in_o power_n to_o one_o another_o who_o shall_v be_v superior_a and_o if_o the_o person_n in_o the_o major_a vote_n be_v sovereign_n and_o the_o lesser_a vote_n and_o the_o rest_n of_o the_o people_n subject_n who_o shall_v then_o be_v sovereign_n when_o these_o major_a voter_n come_v by_o variety_n of_o occasion_n to_o be_v many_o of_o they_o on_o the_o minor_a side_n will_v not_o this_o render_v both_o relation_n and_o the_o government_n itself_o thereupon_o found_v to_o be_v a_o thing_n unfixed_a and_o uncertain_a or_o but_o anarchy_n new-named_n for_o the_o whole_a body_n can_v be_v sovereign_n because_o the_o minor_a part_n must_v be_v still_o subject_a to_o the_o major_a which_o major_a part_n again_o have_v no_o personal_a or_o certain_a assurance_n it_o shall_v continue_v so_o the_o government_n also_o may_v be_v so_o or_o not_o so_o and_o consequent_o the_o same_o person_n be_v governor_n or_o not_o as_o occasion_n shall_v lead_v they_o take_v then_o away_o or_o unsettle_v the_o relation_n of_o governor_n and_o that_o of_o govern_v will_v cease_v and_o be_v unfixed_a also_o and_o whereas_o again_o monarchy_n receive_v their_o main_a assurance_n from_o the_o mutual_a oath_n between_o governor_n and_o govern_v where_o be_v the_o oath_n between_o state_n and_o people_n as_o between_o monarch_n and_o people_n do_v they_o swear_v to_o observe_v the_o law_n or_o do_v the_o people_n swear_v to_o they_o allegiance_n or_o if_o god_n be_v omit_v as_o not_o seemly_a to_o call_v he_o in_o as_o party_n or_o witness_n to_o a_o mock_n government_n so_o unlike_o he_o than_o the_o end_v it_o be_v therefore_o fit_a that_o a_o major_a part_n shall_v be_v take_v as_o the_o whole_a forasmuch_o as_o in_o few_o or_o no_o case_n universal_a assent_n be_v to_o be_v expect_v without_o of_o gain_n by_o overthrow_v their_o own_o former_a authority_n have_v not_o exceed_v their_o fear_n of_o so_o do_v they_o have_v not_o associate_v be_v first_o and_o so_o now_o if_o their_o common_a
