england_n be_v king_n of_o scotland_n and_o they_o be_v under_o allegiance_n and_o covenant_n for_o the_o preservation_n of_o the_o king_n person_n and_o his_o posterity_n as_o well_o as_o we_o what_o kingdom_n by_o what_o they_o have_v lend_v to_o and_o lose_v for_o the_o parliament_n who_o by_o the_o continuance_n of_o the_o war_n be_v only_o like_a to_o be_v pay_v with_o more_o suffering_n and_o exaction_n upon_o what_o be_v yet_o leave_v they_o and_o every_o year_n war_n be_v like_a to_o make_v new_a malignant_n through_o discontent_a pressure_n destroy_v more_o family_n increase_v the_o public_a debt_n to_o be_v pay_v and_o withal_o increase_v the_o kingdom_n want_n and_o make_v it_o the_o less_o able_a to_o pay_v until_o at_o last_o the_o soldier_n see_v no_o hope_n of_o pay_n the_o people_n no_o hope_n of_o peace_n but_o general_a and_o desperate_a tumultuousness_n fall_v among_o both_o by_o lay_v hold_n of_o what_o be_v now_o agree_v may_v be_v prevent_v the_o king_n have_v agree_v to_o what_o be_v satisfactory_a for_o the_o payment_n of_o public_a debt_n and_o damage_n which_o yet_o may_v in_o good_a measure_n be_v perform_v to_o satisfy_v the_o soldier_n lender_n and_o sufferer_n and_o engage_v they_o to_o the_o interest_n of_o our_o peace_n last_o when_o we_o cast_v our_o eye_n upon_o all_o part_n of_o the_o kingdom_n the_o present_a scarcity_n in_o the_o country_n the_o poverty_n and_o disorder_n in_o our_o city_n or_o when_o we_o look_v at_o sea_n and_o behold_v our_o navy_n divide_v our_o merchant_n rob_v our_o trade_n decay_v confusion_n threaten_v we_o on_o
