prejudice_n or_o discouragement_n in_o any_o other_o respect_n to_o succeed_a member_n of_o parliament_n provide_v always_o that_o no_o man_n shall_v be_v question_v or_o censure_v for_o any_o thing_n say_v or_o do_v in_o parliament_n any_o further_a than_o to_o exclusion_n from_o that_o trust_n which_o be_v all_o that_o in_o the_o present_a case_n we_o shall_v desire_v upon_o any_o such_o ground_n and_o that_o future_a liberty_n of_o enter_v dissent_n we_o do_v not_o here_o propose_v as_o a_o thing_n we_o any_o way_n insist_v on_o to_o the_o prejudice_n of_o parliament_n privilege_n we_o only_o offer_v it_o to_o consideration_n and_o that_o from_o good_a wish_n to_o the_o privilege_n of_o parliament_n to_o render_v they_o more_o last_v by_o be_v less_o nocent_a and_o indeed_o whoever_o endeavour_v then_o of_o the_o other_o and_o whereas_o the_o injustice_n in_o that_o particular_a of_o the_o declaration_n against_o the_o army_n for_o the_o just_a and_o innocent_a petition_n may_v seem_v to_o have_v be_v recompense_v in_o the_o late_o expunge_v thereof_o out_o of_o the_o journal_n book_n we_o confess_v it_o have_v be_v so_o in_o great_a measure_n as_o to_o the_o particular_a be_v all_o design_v and_o drive_v on_o in_o prosecution_n and_o maintenance_n of_o the_o say_v treasonable_a engagement_n and_o of_o the_o force_n do_v upon_o the_o parliament_n or_o for_o the_o tender_a we_o have_v be_v not_o only_o of_o the_o authority_n and_o just_a privilege_n of_o parliament_n and_o of_o the_o safety_n peace_n and_o welfare_n both_o of_o the_o kingdom_n and_o the_o city_n but_o even_o towards_o those_o our_o enemy_n themselves_o seek_v only_a thing_n necessary_a for_o the_o common_a good_a of_o the_o whole_a and_o that_o if_o possible_a without_o ruin_n or_o hurt_v to_o any_o and_o yet_o how_o malicious_o and_o unworthy_o we_o have_v that_o while_n be_v deal_v withal_o by_o those_o our_o enemy_n and_o by_o a_o factious_a and_o powerful_a party_n especial_o in_o parliament_n and_o city_n combine_v with_o they_o and_o what_o clear_a cause_n we_o have_v have_v both_o for_o all_o that_o we_o have_v former_o desire_v or_o do_v in_o prevention_n of_o our_o own_o ruin_n and_o the_o kingdom_n disturbance_n and_o also_o what_o just_a ground_n for_o our_o late_a advance_n to_o london_n the_o good_a service_n whereof_o especial_o in_o restore_v our_o own_o and_o most_o man_n expectation_n be_v most_o set_v upon_o viz._n first_o to_o vindicate_v the_o honour_n freedom_n and_o safety_n of_o parliament_n from_o the_o like_a affront_n or_o violence_n in_o future_a and_o the_o army_n and_o kingdom_n from_o danger_n of_o the_o like_a disturbance_n whilst_o thing_n shall_v be_v in_o a_o debate_n or_o treaty_n for_o a_o settlement_n and_o then_o to_o proceed_v unto_o a_o speedy_a settlement_n of_o the_o peace_n of_o the_o kingdom_n the_o latter_a of_o these_o be_v first_fw-mi in_o our_o intention_n be_v near_o to_o the_o ultimate_a wish_v all_o man_n to_o consider_v what_o strait_n we_o be_v in_o this_o case_n put_v upon_o that_o which_o be_v the_o main_a work_n of_o the_o kingdom_n and_o which_o we_o most_o earnest_o thirst_v serve_v to_o overpower_v any_o future_a tumult_n or_o force_n that_o may_v arise_v in_o or_o from_o the_o city_n to_o continue_v hereabout_o so_o long_o the_o condition_n of_o the_o country_n hereabout_o and_o the_o nceessity_n of_o the_o city_n in_o point_n of_o provision_n can_v well_o bear_v it_o and_o we_o doubt_v foreign_a force_n that_o be_v already_o upon_o the_o wing_n and_o turbulent_a spirit_n that_o in_o several_a part_n of_o the_o kingdom_n be_v begin_v insurrection_n if_o we_o continue_v fix_v here_o will_v have_v such_o opportunity_n and_o take_v such_o encouragement_n therefrom_o as_o that_o they_o may_v ere_o long_o necessary_o call_v we_o off_o shall_v we_o now_o or_o hereafter_o while_o the_o parliament_n sit_v draw_v off_o the_o army_n from_o about_o the_o city_n without_o exemplary_a justice_n upon_o some_o will_v not_o the_o same_o or_o more_o dangerous_a tumult_n and_o violence_n probable_o return_v upon_o the_o parliament_n and_o the_o like_a or_o worse_a practice_n of_o raise_v a_o new_a war_n be_v revive_v with_o more_o advantage_n to_o our_o enemy_n more_o danger_n to_o we_o and_o the_o kingdom_n and_o less_o hope_n of_o appease_v it_o so_o easy_o and_o happy_o as_o the_o former_a while_o the_o same_o violent_a and_o factious_a spirit_n both_o in_o the_o parliament_n and_o elsewhere_o shall_v continue_v in_o the_o same_o power_n and_o opportunity_n as_o former_o and_o both_o they_o and_o all_o other_o shall_v have_v before_o their_o eye_n the_o encouragement_n of_o that_o impunity_n and_o protection_n yea_o rather_o that_o justification_n which_o they_o have_v hitherto_o find_v from_o within_o the_o parliament_n itself_o in_o the_o past_a practice_n aforemention_v though_o as_o gross_o treasonable_a as_o any_o they_o can_v hereafter_o run_v into_o shall_v we_o or_o any_o other_o for_o the_o obtain_n of_o exemplary_a justice_n upon_o some_o proceed_v to_o impeach_v any_o for_o their_o past_a treasonable_a practice_n what_o hope_v of_o justice_n or_o of_o a_o timely_a dispatch_n therein_o can_v we_o have_v while_o such_o a_o prevail_a party_n of_o man_n interest_v and_o concern_v in_o the_o same_o thing_n shall_v in_o the_o house_n of_o commons_o continue_v to_o be_v judge_n thereof_o or_o at_o least_o be_v ready_a to_o avow_v and_o justify_v the_o offender_n therein_o as_o have_v act_v under_o their_o pretend_a authority_n in_o this_o straight_o therefore_o though_o we_o ever_o have_v be_v and_o shall_v be_v most_o tender_a of_o all_o just_a privilege_n of_o parliament_n yet_o on_o who_o the_o house_n have_v depend_v in_o that_o particular_a there_o be_v little_a or_o nothing_o hitherto_o effect_v therein_o and_o especial_o consider_v the_o delay_n make_v by_o the_o lord_n major_n alderman_n and_o common-council_n of_o the_o city_n of_o london_n in_o the_o advance_n of_o that_o sum_n which_o the_o house_n have_v demand_v of_o they_o upon_o the_o security_n of_o their_o arrear_n so_o long_o since_o due_a from_o the_o city_n to_o this_o army_n and_o for_o that_o tax_v whereupon_o all_o or_o most_o other_o place_n have_v long_a since_o pay_v in_o their_o proportion_n we_o be_v enforce_v to_o make_v this_o present_a address_n to_o the_o house_n in_o relation_n thereunto_o 1._o we_o can_v but_o consider_v the_o notorious_a readiness_n of_o that_o court_n to_o the_o advance_n of_o far_o great_a sum_n for_o the_o raise_n of_o a_o new_a war_n and_o prosecution_n of_o the_o late_a mischievous_a practice_n and_o design_n against_o the_o parliament_n and_o army_n therefore_o we_o can_v but_o offer_v it_o as_o what_o we_o humble_o conceive_v most_o just_a and_o reasonable_a that_o for_o what_o time_n their_o default_n or_o delay_n have_v occasion_v and_o shall_v further_o occasion_v the_o army_n stay_v hereabout_o so_o much_o as_o to_o the_o burden_n &_o oppression_n of_o these_o part_n the_o charge_n thereof_o shall_v some_o way_n be_v lay_v upon_o they_o and_o their_o adherent_n in_o and_o about_o the_o city_n together_o with_o those_o person_n from_o who_o the_o say_a arrear_n be_v due_a and_o those_o in_o who_o default_n it_o lie_v that_o they_o have_v hitherto_o be_v either_o not_o assess_v or_o not_o collect_v and_o for_o that_o purpose_n that_o at_o least_o in_o case_n the_o sum_n require_v for_o so_o long_a time_n as_o the_o payment_n thereof_o shall_v be_v further_o delay_v next_o forasmuch_o as_o the_o lord_n major_n alderman_n and_o common-council_n may_v perhaps_o conceive_v themselves_o not_o so_o much_o oblige_v either_o to_o execute_v the_o authority_n give_v they_o by_o the_o parliament_n for_o levy_v of_o money_n upon_o other_o or_o to_o advance_v it_o themselves_o by_o way_n of_o loan_n in_o behalf_n of_o other_o until_o it_o can_v belevied_a as_o they_o will_v be_v to_o provide_v what_o shall_v just_o be_v charge_v upon_o themselves_o we_o therefore_o humble_o offer_v at_o least_o in_o case_n the_o sum_n require_v upon_o the_o arrear_n be_v not_o pay_v in_o by_o the_o time_n limit_v 2._o that_o the_o house_n will_v be_v please_v speedy_o to_o consider_v of_o the_o delinquency_n of_o that_o evident_a that_o for_o the_o speedy_a bring_n in_o of_o the_o money_n require_v upon_o the_o arrear_n there_o want_v not_o in_o the_o say_a major_n alderman_n and_o common-council_n either_o authority_n to_o levy_v it_o or_o ability_n to_o advance_v it_o by_o way_n of_o loan_n till_o it_o can_v be_v levy_v nor_o do_v the_o person_n from_o whence_o the_o arrear_n be_v due_a want_v parliament_n privilege_n as_o that_o we_o have_v only_o remonstrate_v the_o evil_a of_o such_o thing_n do_v and_o suppose_v the_o house_n to_o have_v be_v as_o we_o do_v and_o do_v believe_v and_o if_o way_n be_v open_a without_o breach_n of_o privilege_n shall_v not_o doubt_v to_o prove_v it_o be_v some_o way_n misinform_v delude_v surprise_a or_o otherwise_o abuse_v in_o these_o thing_n by_o evil_a member_n we_o have_v frequent_o in_o former_a paper_n before_o the_o charge_n put_v the_o parliament_n upon_o it_o who_o without_o colour_n of_o breach_n of_o priviludge_n may_v do_v it_o to_o find_v out_o and_o discover_v who_o they_o be_v that_o have_v so_o abuse_v they_o and_o to_o disengage_v the_o honour_n of_o parliament_n from_o the_o evil_a practice_n and_o design_n of_o such_o insendiaries_n now_o since_o the_o same_o difficulty_n or_o prejudices_fw-la lie_n yet_o in_o our_o way_n as_o to_o the_o particular_a charge_v or_o proof_n of_o such_o thing_n against_o member_n and_o the_o parliament_n though_o so_o often_o put_v upon_o it_o in_o our_o former_a paper_n yet_o through_o the_o powerful_a interest_n of_o the_o person_n guilty_a have_v not_o take_v any_o cognizance_n what_o member_n or_o other_o have_v so_o abuse_v they_o to_o draw_v the_o parliament_n to_o such_o dishonour_n and_o inconvenience_n we_o can_v but_o again_o more_o full_o and_o clear_o assert_v as_o we_o have_v in_o former_a paper_n and_o shall_v more_o particular_o if_o need_v be_v remonstrate_v that_o divers_a thing_n late_o do_v and_o pass_v from_o the_o parliament_n against_o this_o army_n as_o particular_o the_o order_n for_o suppress_v the_o petition_n that_o high_a declaration_n against_o it_o and_o against_o all_o that_o shall_v proceed_v in_o it_o put_v the_o faithful_a servant_n of_o the_o parliament_n and_o kingdom_n out_o of_o the_o protection_n of_o the_o law_n and_o expose_v they_o as_o enemy_n to_o the_o state_n etc._n etc._n to_o the_o forfeiture_n of_o estate_n liberty_n life_n and_o all_o but_o for_o go_v about_o in_o a_o humble_a peaceable_a and_o inoffensive_a way_n to_o desire_v what_o be_v undeniable_o their_o doe_n and_o dear_o earn_v and_o many_o other_o such_o like_a proceed_n both_o against_o the_o army_n and_o other_o do_v carry_v with_o they_o such_o a_o face_n of_o injustice_n oppression_n arbitrariness_n and_o tyranny_n as_o we_o think_v be_v not_o to_o be_v parallel_v in_o any_o former_a proceed_n of_o the_o most_o arbitrary_a court_n against_o any_o private_a man_n but_o have_v bring_v insufferable_a dishonour_n upon_o the_o parliament_n which_o we_o be_v and_o other_o ought_v to_o be_v deep_o sensible_a of_o have_v tend_v to_o disoblige_v all_o man_n especial_o soldier_n from_o the_o same_o to_o destroy_v all_o just_a freedom_n either_o of_o soldier_n or_o subject_n and_o have_v conduce_v to_o all_o other_o the_o sad_a effect_n and_o world_n consequence_n express_v in_o the_o charge_n and_o give_v we_o and_o other_o cause_n to_o conclude_v that_o those_o
refer_v ourselves_o to_o the_o particular_n in_o our_o charge_n against_o the_o 11._o member_n compare_v with_o those_o passage_n of_o late_o break_v forth_o before_o rehearse_v unto_o which_o we_o shall_v now_o only_o add_v and_o leave_v it_o to_o the_o consideration_n of_o all_o wise_a and_o good_a man_n with_o what_o artifice_n and_o boldness_n these_o member_n have_v serve_v themselves_o of_o those_o horrid_a â—umulâ—s_n and_o violence_n of_o their_o own_o create_v instead_o of_o show_v their_o detestation_n of_o they_o again_o to_o intrude_v themselves_o into_o the_o public_a they_o so_o greedy_o thirst_v after_o if_o these_o thing_n we_o say_v must_v be_v the_o end_n and_o upshot_n of_o all_o what_o then_o remain_v to_o this_o poor_a kingdom_n and_o all_o true_a heart_a englishman_n but_o to_o join_v together_o as_o one_o man_n with_o their_o counsel_n estate_n and_o life_n in_o this_o way_n as_o our_o last_o refuge_n under_o god_n which_o he_o by_o his_o wise_a and_o gracious_a providence_n have_v provide_v and_o reserve_v by_o keep_v up_o this_o army_n even_o to_o a_o miracle_n so_o to_o prevent_v the_o aforesaid_a evil_n and_o to_o procure_v to_o this_o die_a kingdom_n yet_o a_o settle_a peace_n and_o happiness_n if_o it_o be_v his_o bless_a will_n these_o thing_n be_v serious_o consider_v by_o we_o we_o have_v think_v fit_a in_o the_o name_n of_o the_o army_n to_o declaâ—â—_n that_o all_o such_o member_n of_o either_o house_n of_o parliament_n as_o be_v already_o with_o the_o army_n for_o the_o security_n of_o their_o person_n and_o for_o the_o end_n aforesaid_a be_v force_v to_o absent_v themselves_o from_o westminster_n that_o we_o shall_v hold_v and_o esteem_v they_o as_o person_n in_o who_o the_o public_a trust_n of_o the_o kingdom_n be_v still_o remain_v though_o they_o can_v for_o the_o present_a sit_v as_o a_o parliament_n with_o freedom_n and_o safety_n at_o westminster_n and_o by_o who_o advice_n &_o counsel_n we_o desire_v to_o govern_v ourselves_o in_o in_o the_o manage_n these_o weighty_a affair_n and_o to_o that_o end_n we_o invite_v they_o to_o make_v repair_n to_o this_o army_n to_o join_v with_o we_o in_o
