that_o this_o church_n of_o england_n have_v no_o dependence_n upon_o the_o authority_n of_o the_o church_n of_o rome_n which_o she_o may_v not_o lawful_o throw_v off_o and_o that_o she_o do_v not_o owe_v any_o subjection_n to_o the_o bishop_n of_o rome_n but_o have_v just_a power_n without_o ask_v his_o leave_n or_o stay_v for_o his_o consent_n to_o reform_v herself_o and_o withal_o that_o the_o church_n of_o rome_n ought_v to_o have_v reform_v herself_o as_o we_o have_v do_v since_o there_o be_v most_o necessary_a cause_n for_o so_o do_v the_o communion_n of_o that_o church_n be_v defile_v with_o the_o profession_n of_o those_o damnable_a error_n and_o the_o practice_n of_o those_o superstition_n and_o idolatry_n which_o we_o have_v do_v away_o to_o this_o purpose_n we_o challenge_v those_o of_o that_o communion_n with_o the_o particular_n of_o their_o doctrine_n of_o transubstantiation_n their_o sacrifice_n of_o the_o mass_n their_o service_n in_o a_o unknown_a tongue_n their_o half_a communion_n their_o worship_n of_o image_n their_o adoration_n of_o the_o host_n and_o the_o rest_n of_o those_o abomination_n whereof_o the_o communion_n of_o that_o church_n do_v in_o great_a part_n consist_v we_o acknowledge_v that_o we_o separate_v from_o they_o in_o these_o thing_n when_o we_o reform_v ourselves_o but_o in_o so_o do_v we_o be_v not_o guilty_a of_o schism_n from_o the_o church_n of_o rome_n and_o that_o if_o nothing_o else_o be_v to_o be_v say_v because_o this_o church_n owe_v no_o subjection_n to_o that_o but_o withal_o that_o the_o cause_n of_o the_o reformation_n be_v so_o necessary_a as_o we_o pretend_v they_o to_o be_v the_o separation_n of_o communion_n that_o ensue_v upon_o our_o be_v and_o their_o hate_v to_o be_v reform_v be_v on_o our_o side_n just_a and_o necessary_a upon_o that_o account_n also_o and_o therefore_o not_o schismatical_a so_o that_o our_o answer_n be_v twofold_a 1._o that_o the_o church_n of_o england_n be_v by_o no_o kind_n of_o right_n subject_a to_o the_o roman_a or_o any_o foreign_a bishop_n have_v full_a power_n and_o authority_n without_o ask_v leave_n of_o foreigner_n to_o reform_v herself_o and_o this_o we_o say_v will_v have_v clear_v she_o from_o the_o imputation_n of_o schism_n if_o the_o cause_n of_o the_o reformation_n have_v not_o be_v so_o necessary_a as_o indeed_o they_o be_v if_o before_o the_o reformation_n there_o have_v be_v no_o unlawful_a condition_n of_o communion_n require_v in_o the_o western_a church_n and_o all_o the_o fault_n that_o can_v have_v be_v find_v in_o they_o have_v amount_v to_o no_o more_o than_o bare_a inconvenience_n and_o imprudence_n in_o the_o manner_n of_o their_o discipline_n or_o in_o order_v the_o outward_a mode_n of_o worship_n it_o have_v yet_o be_v free_a for_o the_o church_n of_o england_n to_o have_v reform_v those_o lesser_a fault_n within_o herself_o though_o no_o other_o church_n will_v have_v do_v the_o like_a and_o though_o for_o such_o defect_n remain_v in_o other_o church_n abroad_o she_o ought_v not_o to_o have_v separate_v from_o their_o communion_n yet_o she_o may_v very_o just_o and_o commendable_o free_v herself_o from_o they_o at_o home_n but_o if_o a_o foreign_a church_n suppose_v that_o of_o rome_n shall_v hereupon_o have_v abstain_v from_o the_o communion_n of_o this_o church_n till_o we_o have_v return_v to_o the_o former_a inconvenient_a though_o lawful_a rite_n and_o custom_n that_o foreign_a church_n have_v be_v guilty_a of_o schism_n in_o so_o do_v and_o if_o the_o church_n of_o england_n not_o willing_a to_o part_v with_o her_o liberty_n and_o to_o prostitute_v her_o authority_n to_o the_o usurpation_n of_o the_o see_v of_o rome_n shall_v have_v adhere_v to_o her_o own_o reformation_n she_o have_v not_o be_v guilty_a of_o the_o breach_n of_o communion_n follow_v that_o her_o resolution_n because_o she_o have_v do_v nothing_o but_o what_o be_v within_o the_o compass_n of_o her_o just_a power_n to_o do_v and_o in_o which_o she_o be_v not_o liable_a to_o be_v control_v by_o any_o other_o church_n we_o say_v with_o st._n cyprian_n that_o the_o episcopal_a government_n of_o the_o church_n ought_v to_o be_v but_o one_o 52._o spread_v abroad_o among_o bishop_n many_o in_o number_n but_o hearty_o agree_v together_o but_o with_o the_o same_o excellent_a man_n we_o say_v too_o that_o it_o be_v equal_a that_o every_o one_o of_o they_o shall_v have_v a_o part_n of_o the_o flock_n assign_v to_o he_o 55._o which_o he_o be_v to_o govern_v remember_v that_o he_o be_v to_o give_v a_o account_n of_o his_o management_n to_o god_n which_o he_o say_v in_o assert_v the_o freedom_n of_o the_o african_a church_n from_o subjection_n to_o the_o roman_a this_o we_o think_v be_v just_o applicable_a to_o our_o case_n the_o church_n of_o england_n be_v a_o national_a church_n once_o indeed_o under_o the_o usurpation_n of_o the_o roman_a bishop_n and_o at_o length_n rescue_v from_o that_o servitude_n we_o be_v at_o present_a united_n together_o by_o common_a rule_n for_o government_n and_o worship_n consult_v upon_o and_o agree_v unto_o by_o the_o bishop_n and_o presbyter_n in_o convocation_n and_o then_o make_v law_n to_o all_o the_o particular_a church_n of_o this_o kingdom_n by_o the_o authority_n of_o the_o sovereign_n these_o law_n show_v the_o reformation_n of_o the_o church_n and_o they_o do_v not_o want_v any_o authority_n they_o ought_v to_o have_v for_o want_v the_o consent_n of_o the_o roman_a bishop_n upon_o who_o we_o have_v neither_o ecclesiastical_a nor_o civil_a dependence_n for_o if_o any_o one_o single_a bishop_n of_o the_o african_a church_n may_v determine_v cause_n and_o judge_v matter_n of_o ecclesiastical_a cognisance_n which_o yet_o be_v seldom_o do_v in_o thing_n of_o moment_n without_o the_o advice_n of_o colleague_n when_o the_o church_n have_v rest_n from_o persecution_n and_o this_o without_o allow_v appeal_n to_o rome_n much_o more_o may_v the_o bishop_n of_o a_o who_o christian_a kingdom_n confederate_a together_o to_o order_v church_n matter_n independent_o upon_o the_o see_v of_o rome_n especial_o be_v require_v thereunto_o by_o their_o christian_a sovereign_a to_o who_o they_o all_o owe_v subjection_n and_o obedience_n in_o all_o thing_n save_v their_o common_a christianity_n so_o that_o if_o the_o cause_n of_o the_o reformation_n have_v not_o be_v so_o weighty_a as_o indeed_o they_o be_v yet_o consider_v the_o authority_n by_o which_o it_o be_v effect_v our_o separation_n from_o rome_n thereupon_o ensue_v be_v whole_o guiltless_a on_o our_o part_n it_o be_v necessary_a unless_o we_o will_v submit_v to_o the_o unjust_a and_o tyrannous_a claim_n of_o a_o foreign_a bishop_n 2._o to_o the_o charge_n of_o schism_n lay_v against_o we_o by_o the_o romanist_n we_o answer_v also_o that_o the_o condition_n of_o communion_n require_v in_o the_o roman_a church_n be_v many_o of_o they_o unlawful_a to_o be_v submit_v unto_o since_o we_o can_v not_o communicate_v with_o she_o without_o profess_v doctrine_n that_o be_v plain_o contrary_a to_o god_n word_n nor_o without_o do_v several_a thing_n that_o be_v clear_o and_o particular_o forbid_v by_o it_o and_o since_o it_o be_v not_o in_o the_o power_n of_o any_o man_n or_o church_n to_o dispense_v with_o our_o obligation_n to_o the_o law_n of_o god_n we_o can_v not_o be_v oblige_v to_o preserve_v communion_n with_o the_o bishop_n of_o rome_n and_o his_o adherent_n upon_o those_o term_n but_o because_o catholic_n communion_n ought_v to_o be_v preserve_v they_o ought_v to_o have_v put_v away_o those_o scandal_n from_o among_o themselves_o which_o since_o they_o have_v not_o do_v though_o the_o separation_n be_v equal_a on_o both_o side_n yet_o the_o schism_n be_v not_o we_o but_o they_o only_o and_o therefore_o we_o far_o say_v that_o if_o the_o corruption_n of_o the_o roman_a church_n which_o god_n forbid_v shall_v ever_o come_v to_o be_v establish_v in_o this_o church_n of_o england_n again_o by_o the_o same_o authority_n that_o have_v abolish_v they_o it_o be_v not_o only_o lawful_a but_o a_o necessary_a duty_n to_o separate_v from_o the_o communion_n of_o this_o church_n in_o that_o case_n we_o have_v that_o reverence_n of_o church_n authority_n and_o of_o the_o supreme_a magistrate_n that_o we_o will_v submit_v to_o their_o determination_n in_o all_o thing_n wherein_o god_n have_v leave_v we_o to_o our_o own_o liberty_n but_o if_o they_o command_v we_o to_o do_v thing_n contrary_a to_o his_o determination_n and_o to_o take_v that_o liberty_n which_o he_o have_v not_o give_v we_o we_o must_v remember_v that_o we_o be_v to_o obey_v god_n rather_o than_o man._n we_o have_v that_o sense_n also_o of_o the_o mischief_n of_o division_n and_o separation_n and_o of_o the_o duty_n of_o maintain_v church-communion_n that_o if_o the_o law_n of_o god_n be_v but_o observe_v we_o be_v not_o only_o ready_a to_o comply_v
they_o will_v submit_v to_o our_o bishop_n and_o by_o their_o conformity_n contribute_v to_o uphold_v the_o order_n of_o this_o national_a church_n but_o then_o the_o independent_o indeed_o must_v in_o consequence_n of_o their_o principle_n deny_v that_o bishop_n single_o or_o joint_o whether_o with_o the_o civil_a authority_n or_o without_o it_o have_v any_o right_a to_o prescribe_v to_o their_o congregation_n in_o matter_n ecclesiastical_a since_o in_o these_o thing_n they_o hold_v their_o member_n to_o be_v accountable_a to_o no_o authority_n under_o god_n but_o that_o of_o the_o congregation_n to_o which_o they_o belong_v and_o now_o i_o shall_v compare_v the_o two_o case_n of_o separation_n with_o respect_n to_o three_o thing_n which_o will_v i_o conceive_v comprehend_v all_o the_o forementioned_a plea_n on_o both_o side_n that_o be_v with_o respect_n 1._o to_o authority_n 2._o to_o term_n of_o communion_n and_o under_o this_o head_n to_o the_o common_a pretence_n of_o separate_n for_o great_a purity_n 3._o to_o the_o plea_n of_o conscience_n 1._o with_o respect_n to_o authority_n we_o be_v divide_v from_o the_o church_n of_o rome_n as_o one_o particular_a constitute_v church_n from_o another_o neither_o of_o which_o have_v any_o authority_n to_o prescribe_v to_o the_o other_o in_o matter_n ecclesiastical_a and_o therefore_o as_o i_o say_v before_o though_o the_o term_n of_o the_o communion_n of_o that_o church_n be_v not_o unlawful_a yet_o if_o she_o will_v have_v no_o communion_n with_o we_o unless_o we_o will_v be_v govern_v by_o her_o law_n and_o if_o our_o church_n governor_n shall_v use_v their_o own_o liberty_n and_o authority_n to_o prescribe_v to_o we_o what_o they_o judge_v more_o suitable_a to_o the_o general_n rule_v of_o scripture_n and_o more_o conducible_a to_o the_o great_a end_n of_o christianity_n the_o separation_n ensue_v upon_o that_o church_n affect_v a_o usurpation_n over_o we_o can_v not_o be_v schismatical_a on_o our_o part_n who_o be_v not_o the_o subject_n of_o the_o bishop_n of_o rome_n but_o upon_o the_o part_n of_o that_o church_n it_o will_v be_v so_o for_o her_o exercise_v a_o authority_n where_o she_o have_v no_o right_a so_o to_o do_v but_o the_o case_n of_o the_o dissenter_n be_v far_o otherwise_o who_o separate_a from_o this_o national_a church_n in_o which_o they_o be_v bear_v and_o baptise_a and_o where_o they_o live_v for_o by_o thus_o do_v we_o say_v that_o they_o withdraw_v their_o obedience_n from_o their_o lawful_a governor_n from_o who_o if_o they_o divide_v especial_o if_o they_o set_v up_o a_o communion_n distinct_a from_o that_o of_o their_o superior_n and_o of_o the_o congregation_n under_o they_o they_o be_v guilty_a of_o manifest_a schism_n unless_o the_o term_n of_o communion_n be_v unlawful_a for_o it_o be_v by_o no_o mean_n sufficient_a to_o clear_v they_o of_o this_o fault_n that_o those_o thing_n which_o fall_v within_o the_o compass_n of_o church_n authority_n be_v not_o well_o order_v because_o although_o this_o be_v true_a yet_o in_o these_o thing_n their_o practice_n be_v to_o be_v determine_v by_o that_o authority_n for_o we_o think_v it_o very_o evident_a that_o no_o society_n can_v be_v unite_v and_o maintain_v without_o this_o principle_n that_o a_o lawful_a authority_n be_v to_o be_v submit_v unto_o and_o obey_v by_o inferior_n in_o all_o lawful_a thing_n and_o that_o the_o mere_a imprudence_n or_o inexpedience_n of_o its_o determination_n can_v absolve_v they_o from_o their_o obligation_n to_o comply_v therewith_o now_o that_o it_o be_v a_o lawful_a authority_n upon_o which_o the_o constitution_n of_o this_o national_a church_n stand_v i_o think_v no_o man_n can_v deny_v that_o will_v grant_v a_o national_a church_n itself_o to_o be_v but_o a_o lawful_a constitution_n for_o there_o be_v the_o concurrence_n both_o of_o civil_a and_o ecclesiastical_a superior_n to_o give_v they_o force_v the_o bishop_n and_o presbyter_n first_o agree_v upon_o the_o same_o rule_n and_o order_n for_o church_n government_n and_o worship_n which_o be_v afterward_o approve_v by_o the_o lord_n and_o commons_o in_o parliament_n be_v then_o make_v a_o law_n by_o the_o king_n so_o that_o if_o the_o confederation_n of_o the_o particular_a church_n of_o this_o kingdom_n to_o govern_v themselves_o and_o to_o serve_v god_n in_o religious_a assembly_n by_o the_o same_o rule_n and_o according_a to_o the_o same_o term_n can_v become_v the_o matter_n of_o a_o law_n oblige_v all_o christian_n among_o we_o to_o conformity_n here_o be_v no_o auhority_n want_v to_o induce_v such_o a_o obligation_n and_o it_o be_v to_o be_v consider_v that_o every_o one_o who_o separate_v from_o that_o parochial_a congregation_n where_o he_o live_v and_o betake_v himself_o to_o a_o opposite_a communion_n have_v be_v guilty_a of_o schism_n in_o so_o do_v although_o the_o church_n of_o this_o kingdom_n have_v not_o be_v unite_v as_o they_o be_v into_o a_o national_a form_n but_o each_o bishop_n with_o his_o presbyter_n have_v make_v rule_n for_o religious_a assembly_n independent_o upon_o the_o rest_n but_o now_o the_o fault_n of_o such_o separation_n be_v heinous_o aggravate_v as_o the_o case_n stand_v by_o these_o two_o consideration_n 1._o that_o those_o order_n or_o imposition_n upon_o the_o account_n whereof_o he_o separate_v from_o the_o parish_n where_o he_o live_v be_v make_v by_o the_o common_a advice_n of_o the_o pastor_n of_o christ_n flock_n in_o this_o kingdom_n and_o that_o for_o a_o common_a rule_n to_o they_o all_o which_o method_n be_v a_o most_o proper_a mean_n to_o unite_v their_o particular_a church_n more_o close_o one_o to_o another_o and_o to_o edify_v and_o strengthen_v they_o by_o such_o union_n therefore_o that_o separation_n which_o will_v have_v be_v unblamable_a of_o itself_o be_v so_o much_o the_o worse_a as_o it_o tend_v to_o break_v so_o profitable_a a_o union_n and_o to_o expose_v the_o authority_n of_o so_o many_o church_n governor_n to_o contempt_n as_o contribute_v towards_o it_o by_o their_o advice_n and_o consent_n 2._o that_o since_o the_o rule_n thus_o agree_v upon_o be_v make_v law_n also_o by_o the_o sovereign_a power_n such_o schism_n be_v aggravate_v far_o by_o disobedience_n to_o the_o lawful_a command_n of_o the_o civil_a authority_n under_o which_o we_o live_v and_o to_o which_o all_o particular_a church_n in_o this_o kingdom_n do_v owe_v obedience_n in_o all_o lawful_a thing_n and_o now_o i_o believe_v our_o presbyterian_a brethren_n will_v grant_v that_o upon_o these_o account_n there_o be_v a_o vast_a difference_n between_o the_o case_n of_o separation_n from_o the_o church_n of_o england_n and_o from_o the_o church_n of_o rome_n in_o point_n of_o authority_n but_o then_o i_o must_v confess_v the_o independent_o be_v likely_a enough_o to_o say_v that_o these_o imposition_n be_v as_o true_o usurpation_n upon_o particular_a congregation_n as_o if_o they_o have_v be_v enforce_v upon_o this_o kingdom_n by_o a_o pretend_a authority_n from_o rome_n and_o if_o there_o be_v no_o difference_n between_o say_v and_o prove_v we_o may_v here_o be_v at_o a_o considerable_a loss_n however_o this_o must_v be_v grant_v that_o a_o english_a bishop_n may_v have_v good_a authority_n to_o govern_v his_o diocese_n and_o a_o presbyter_n his_o parish_n here_o in_o england_n and_o yet_o it_o may_v be_v foolish_a and_o unjust_a in_o a_o foreign_a bishop_n to_o claim_v any_o authority_n over_o the_o one_o or_o the_o other_o and_o i_o hope_v they_o will_v not_o deny_v that_o the_o king_n have_v good_a authority_n here_o though_o the_o pope_n have_v none_o nor_o that_o the_o law_n of_o the_o land_n concern_v religion_n and_o god_n worship_n do_v bind_v the_o conscience_n of_o the_o king_n subject_n something_o more_o than_o if_o they_o have_v want_v the_o authority_n of_o the_o legislative_a power_n at_o home_n and_o come_v to_o we_o from_o abroad_o with_o nothing_o but_o the_o seal_n of_o the_o fisherman_n to_o recommend_v they_o i._n e._n that_o in_o this_o latter_a case_n we_o may_v have_v refuse_v they_o as_o want_v authority_n but_o not_o so_o in_o the_o former_a but_o that_o the_o matter_n of_o they_o be_v suppose_v to_o be_v lawful_a they_o ought_v to_o be_v comply_v with_o and_o whereas_o the_o independent_o suppose_v the_o independency_n of_o their_o congregation_n to_o be_v of_o divine_a right_n both_o in_o opposition_n to_o episcopal_a superiority_n and_o to_o national_a church-government_n this_o we_o must_v leave_v to_o the_o merit_n of_o the_o cause_n between_o they_o and_o we_o and_o i_o may_v as_o well_o take_v it_o for_o grant_v that_o their_o
