than_o when_o the_o duty_n of_o excise_n be_v double_v and_o unless_o some_o duty_n be_v lay_v on_o that_o grain_n in_o all_o probability_n it_o will_v fall_v so_o cheap_a that_o the_o farmer_n maltster_n and_o brewer_n will_v all_o of_o they_o be_v loser_n but_o more_o especial_o the_o two_o first_o objection_n iu._n if_o neither_o the_o maltster_n nor_o the_o brewer_n will_v bear_v this_o tax_n yet_o the_o consumptioner_n will_v be_v unequal_o charge_v for_o those_o that_o brew_v their_o own_o drink_n will_v not_o be_v equal_o charge_v with_o those_o that_o buy_v their_o drink_n of_o the_o common_a brewer_n answer_v indeed_o this_o objection_n at_o the_o first_o sight_n seem_v to_o have_v some_o reason_n in_o it_o but_o that_o reason_n be_v not_o essential_a for_o though_o there_o will_v be_v a_o difference_n in_o the_o contribution_n of_o the_o consumptioner_n yet_o the_o difference_n be_v not_o make_v so_o by_o this_o tax_n for_o by_o this_o tax_n they_o will_v not_o one_o pay_n more_o than_o another_o because_o it_o be_v a_o universal_a equal_a and_o just_a tax_n of_o which_o enough_o be_v say_v before_o so_o that_o this_o objection_n in_o reality_n relate_v nothing_o to_o the_o present_a propose_a tax_n what_o ever_o it_o may_v to_o that_o of_o the_o excise_n on_o beer_n and_o ale_n but_o by_o the_o act_n of_o parliament_n relate_v to_o those_o matter_n none_o ought_v to_o pay_v that_o duty_n but_o such_o as_o be_v suppose_v to_o make_v profit_n by_o what_o they_o brew_v and_o the_o duty_n be_v chief_o intend_v to_o come_v out_o of_o the_o several_a profit_n of_o the_o trade_n people_n therefore_o a_o difference_n be_v just_a especial_o if_o make_v so_o by_o a_o authority_n too_o great_a to_o be_v question_v at_o least_o by_o i_o or_o any_o private_a person_n a_o act_n of_o parliament_n all_o that_o can_v be_v say_v to_o justify_v the_o difference_n in_o my_o humble_a opinion_n be_v this_o the_o generality_n that_o buy_v their_o drink_n of_o the_o common_a brewer_n some_o few_o except_v be_v the_o trade_n part_n of_o the_o people_n that_o live_v in_o great_a town_n and_o have_v not_o the_o conveniency_n of_o brew_v their_o own_o drink_n and_o as_o the_o brewer_n get_v by_o they_o they_o get_v by_o the_o brewer_n in_o the_o commodity_n they_o sell_v they_o which_o perhaps_o may_v make_v the_o thing_n equal_a however_o they_o that_o will_v have_v the_o conveniency_n of_o be_v supply_v by_o the_o common_a brewer_n must_v pay_v for_o it_o the_o nobility_n and_o gentry_n have_v no_o employment_n of_o traffic_n can_v make_v
