election_n the_o sheriff_n of_o each_o county_n and_o the_o say_a mayor_n sheriff_n bailiff_n and_o other_o head-officer_n within_o their_o city_n town_n borough_n and_o place_n respective_o shall_v take_v view_n of_o the_o say_a election_n and_o shall_v make_v return_n into_o the_o chancery_n within_o twenty_o day_n after_o the_o say_a election_n of_o the_o person_n elect_v by_o the_o great_a number_n of_o elector_n under_o their_o hand_n and_o seal_n between_o he_o on_o the_o one_o part_n and_o the_o elector_n on_o the_o other_o part_n wherein_o shall_v be_v contain_v that_o the_o person_n elect_v shall_v not_o have_v power_n to_o alter_v the_o government_n as_o it_o be_v hereby_o settle_a in_o one_o single_a person_n and_o a_o parliament_n xiii_o that_o the_o sheriff_n who_o one_o moiety_n thereof_o to_o the_o lord_n protector_n and_o the_o other_o moiety_n to_o he_o or_o they_o who_o shall_v sue_v for_o the_o same_o xvii_o that_o the_o person_n who_o shall_v be_v elect_v to_o serve_v in_o parliament_n shall_v be_v such_o and_o no_o other_o than_o such_o as_o be_v person_n of_o know_a integrity_n fear_v god_n and_o of_o good_a conversation_n and_o be_v of_o the_o age_n of_o one_o and_o twenty_o year_n xviii_o that_o all_o and_o every_o person_n and_o person_n seize_v or_o possess_v to_o his_o own_o use_n of_o any_o estate_n real_a or_o personal_a to_o the_o value_n of_o two_o hundred_o pound_n and_o not_o within_o the_o aforesaid_a exception_n shall_v be_v capable_a to_o elect_a member_n to_o serve_v in_o parliament_n for_o county_n xix_o that_o the_o chancellor_n keeper_z or_o commissioner_n of_o the_o great_a seal_n shall_v be_v swear_v before_o they_o enter_v into_o their_o office_n true_o and_o faithful_o to_o issue_v forth_o and_o send_v abroad_o writ_n of_o summons_n to_o parliament_n at_o the_o time_n and_o in_o the_o manner_n before_o express_v and_o in_o case_n of_o neglect_n or_o failer_z to_o issue_n and_o send_v abroad_o writ_n according_o he_o or_o they_o shall_v for_o every_o such_o offence_n be_v guilty_a of_o high_a treason_n and_o suffer_v the_o pain_n and_o penalty_n thereof_o xx._n that_o in_o case_n writ_n be_v not_o issue_v out_o as_o be_v before_o express_v but_o that_o there_o be_v a_o neglect_n therein_o fifteen_o day_n after_o the_o time_n wherein_o the_o same_o aught_o to_o be_v issue_v out_o by_o the_o chancellor_n keeper_z or_o commissioner_n of_o the_o great_a seal_n that_o then_o the_o parliament_n shall_v as_o often_o as_o such_o failer_z shall_v happen_v assemble_v and_o be_v hold_v at_o westminster_n in_o the_o usual_a place_n at_o the_o time_n prefix_v in_o manner_n and_o by_o the_o mean_n hereafter_o express_v that_o be_v to_o say_v that_o the_o sheriff_n of_o the_o several_a and_o respective_a county_n sherievedom_n city_n borough_n and_o place_n aforesaid_a within_o england_n wales_n scotland_n and_o ireland_n the_o chancellor_n master_n and_o scholar_n of_o the_o university_n of_o oxford_n and_o cambridge_n and_o the_o mayor_n and_o bailiff_n of_o the_o borough_n of_o berwick_n upon_o tweed_n and_o other_o the_o place_n aforesaid_a respective_o shall_v at_o the_o several_a court_n and_o place_n to_o be_v appoint_v as_o aforesaid_a within_o thirty_o day_n after_o the_o say_v fifteen_o day_n cause_n such_o member_n to_o be_v choose_v for_o their_o say_a several_a and_o respective_a county_n sherievedom_n university_n city_n borough_n and_o place_n aforesaid_a by_o such_o person_n and_o in_o such_o manner_n as_o if_o several_a and_o respective_a writ_n of_o summons_n to_o parliament_n under_o the_o great_a seal_n have_v issue_v and_o be_v award_v according_a to_o the_o tenor_n abovesaid_a that_o if_o the_o sheriff_n or_o other_o person_n authorize_v shall_v neglect_v he_o or_o their_o duty_n herein_o that_o all_o and_o every_o such_o sheriff_n and_o person_n authorize_v as_o aforesaid_a so_o neglect_v his_o or_o their_o duty_n shall_v for_o every_o such_o offence_n be_v guilty_a of_o high_a treason_n and_o shall_v suffer_v the_o pain_n and_o penalty_n thereof_o xxi_o that_o the_o clerk_n call_v the_o clerk_n of_o the_o commonwealth_n in_o chancery_n for_o the_o time_n be_v and_o all_o other_o who_o shall_v afterward_o execute_v that_o office_n to_o who_o the_o return_v shall_v be_v make_v shall_v for_o the_o next_o parliament_n and_o the_o two_o succeed_a triennial_n parliament_n the_o next_o day_n after_o such_o return_n certify_v the_o name_n of_o the_o several_a person_n so_o return_v and_o of_o the_o place_n for_o which_o he_o and_o they_o be_v choose_v respective_o unto_o the_o council_n who_o shall_v peruse_v the_o say_v return_v and_o examine_v whether_o the_o person_n so_o elect_v and_o return_v be_v such_o as_o be_v agreeable_a to_o the_o qualification_n and_o not_o disable_v to_o be_v elect_v and_o that_o every_o person_n and_o person_n be_v so_o due_o elect_v and_o be_v approve_v of_o by_o the_o major_a part_n of_o the_o council_n to_o be_v person_n not_o disable_v but_o qualify_v as_o aforesaid_a shall_v be_v esteem_v a_o member_n of_o parliament_n and_o be_v admit_v to_o sit_v in_o parliament_n and_o not_o otherwise_o xxii_o that_o the_o person_n choose_v and_o assemble_v in_o manner_n aforesaid_a or_o any_o sixty_o of_o they_o shall_v be_v and_o be_v deem_v the_o parliament_n of_o england_n scotland_n and_o ireland_n and_o the_o supreme_a legislative_a power_n to_o be_v and_o reside_v in_o the_o lord_n protector_n and_o such_o parliament_n in_o manner_n herein_o express_v xxiii_o that_o the_o lord_n protector_n with_o the_o advice_n of_o the_o major_a part_n of_o the_o council_n shall_v at_o any_o other_o time_n than_o be_v before_o express_v when_o the_o necessity_n of_o the_o state_n shall_v require_v it_o summon_v parliament_n in_o manner_n before_o express_v which_o shall_v not_o be_v adjourn_v prorogue_v or_o dissolve_v without_o their_o own_o consent_n during_o the_o first_o three_o month_n of_o their_o sit_v and_o in_o case_n of_o future_a war_n with_o any_o foreign_a state_n a_o parliament_n shall_v be_v forthwith_o summon_v for_o their_o advice_n concern_v the_o same_o xxiv_o that_o all_o bill_n agree_v unto_o by_o the_o parliament_n shall_v be_v present_v to_o the_o lord_n protector_n for_o his_o consent_n and_o in_o case_n he_o shall_v not_o give_v his_o consent_n thereto_o within_o twenty_o day_n after_o they_o shall_v be_v present_v to_o he_o or_o give_v satisfaction_n to_o the_o parliament_n within_o the_o time_n limit_v that_o then_o upon_o declaration_n of_o the_o parliament_n that_o the_o lord_n protector_n have_v not_o consent_v nor_o give_v satisfaction_n such_o bill_n shall_v pass_v into_o and_o become_v law_n although_o he_o philip_n skipton_n esq_n or_o any_o seven_o of_o they_o shall_v be_v a_o council_n for_o the_o purpose_n express_v in_o this_o write_n and_o upon_o the_o death_n or_o other_o removal_n of_o any_o of_o they_o the_o parliament_n shall_v nominate_v six_o person_n of_o ability_n integrity_n and_o fear_v god_n for_o every_o one_o that_o be_v dead_a or_o remove_v out_o of_o which_o the_o major_a part_n of_o the_o council_n shall_v elect_a two_o and_o present_v they_o to_o the_o lord_n protector_n of_o which_o he_o shall_v elect_v one_o and_o in_o case_n the_o parliament_n shall_v not_o nominate_v within_o twenty_o day_n after_o notice_n give_v unto_o they_o thereof_o the_o major_a part_n of_o the_o council_n shall_v nominate_v three_o as_o aforesaid_a to_o the_o lord_n protector_n who_o out_o of_o they_o shall_v supply_v the_o vacancy_n and_o until_o this_o choice_n be_v make_v the_o remain_a part_n of_o the_o council_n shall_v execute_v as_o full_o in_o all_o thing_n as_o if_o their_o number_n be_v full_a and_o in_o case_n of_o corruption_n or_o other_o miscarriage_n in_o any_o of_o the_o council_n in_o their_o trust_n the_o parliament_n shall_v appoint_v seven_o of_o their_o number_n and_o the_o council_n six_o who_o together_o with_o the_o lord_n chancellor_n lord_n keeper_z or_o
commissioner_n of_o the_o great_a seal_n for_o the_o time_n be_v shall_v have_v power_n to_o hear_v and_o determine_v such_o corruption_n and_o miscarriage_n and_o to_o award_v and_o inflict_v punishment_n as_o the_o nature_n of_o the_o offence_n shall_v deserve_v which_o punishment_n shall_v not_o be_v pardon_v or_o remit_v by_o the_o lord_n protector_n and_o in_o the_o interval_n of_o parliament_n the_o major_a part_n of_o the_o council_n with_o the_o consent_n of_o the_o lord_n protector_n may_v for_o corruption_n or_o other_o miscarriage_n as_o aforesaid_a suspend_v any_o of_o their_o number_n from_o the_o exercise_n of_o their_o trust_n if_o they_o shall_v find_v it_o just_a until_o the_o matter_n shall_v be_v hear_v and_o examine_v as_o aforesaid_a xxvi_o that_o the_o lord_n protector_n and_o the_o major_a part_n of_o the_o council_n aforesaid_a may_v at_o any_o time_n before_o the_o meeting_n of_o the_o next_o parliament_n add_v to_o the_o council_n such_o person_n as_o they_o shall_v think_v fit_a provide_v the_o number_n of_o the_o council_n be_v not_o make_v thereby_o to_o exceed_v one_o and_o twenty_o and_o the_o quorum_fw-la to_o be_v proportion_v according_o by_o the_o lord_n protector_n and_o the_o major_a part_n of_o the_o council_n xxvii_o that_o a_o constant_a yearly_a revenue_n shall_v be_v raise_v settle_a and_o establish_v for_o maintain_v of_o ten_o thousand_o horse_n and_o dragoon_n and_o twenty_o thousand_o foot_n in_o england_n scotland_n and_o ireland_n for_o the_o defence_n and_o security_n thereof_o and_o also_o for_o the_o convenient_a number_n of_o ship_n for_o guard_v of_o the_o sea_n beside_o two_o hundred_o thousand_o pound_n per_fw-la annum_fw-la for_o defray_v the_o other_o necessary_a charge_n for_o administration_n of_o justice_n and_o other_o expense_n of_o the_o government_n which_o revenue_n shall_v be_v raise_v by_o the_o custom_n and_o such_o other_o way_n and_o mean_n as_o shall_v be_v agree_v upon_o by_o the_o lord_n protector_n and_o council_n and_o shall_v not_o be_v take_v away_o or_o diminish_v nor_o the_o way_n agree_v upon_o for_o raise_v the_o same_o alter_v but_o by_o the_o consent_n of_o the_o lord_n protector_n and_o the_o parliament_n xxviii_o that_o the_o say_v yearly_a revenue_n shall_v be_v pay_v into_o the_o public_a treasury_n and_o shall_v be_v issue_v out_o for_o the_o use_v aforesaid_a xxix_o that_o in_o case_n there_o shall_v not_o be_v cause_n hereafter_o to_o keep_v up_o so_o great_a a_o defence_n at_o land_n or_o sea_n but_o that_o there_o be_v a_o abatement_n make_v thereof_o the_o money_n which_o will_v be_v save_v thereby_o shall_v remain_v in_o bank_n for_o the_o public_a service_n and_o not_o be_v employ_v to_o any_o other_o use_v but_o by_o consent_n of_o parliament_n or_o in_o the_o interval_n of_o parliament_n by_o the_o lord_n protector_n and_o major_a part_n of_o the_o council_n xxx_o that_o the_o raise_n of_o money_n for_o defray_v the_o charge_n of_o present_a extraordinary_a force_n both_o at_o land_n and_o sea_n in_o respect_n of_o the_o present_a war_n shall_v be_v by_o consent_n in_o parliament_n and_o not_o otherwise_o save_v only_o that_o the_o lord_n protector_n with_o the_o consent_n of_o the_o major_a part_n of_o the_o council_n for_o prevent_v the_o disorder_n and_o danger_n which_o may_v
