universal_o for_o it_o must_v be_v so_o if_o there_o be_v any_o sense_n in_o the_o allegation_n offer_v themselves_o sufficient_a reason_n and_o encouragement_n as_o to_o reward_n and_o punishment_n to_o oblige_v themselves_o to_o be_v good_a and_o virtuous_a or_o restrain_v they_o from_o be_v immoral_a on_o that_o account_n without_o a_o consideration_n of_o a_o future_a state_n upon_o these_o two_o especial_a ground_n and_o reason_n first_o because_o where_o there_o be_v the_o best_a law_n and_o constitution_n that_o ever_o be_v make_v and_o establish_v it_o must_v suppose_v all_o supreme_a power_n and_o governor_n to_o have_v a_o sufficient_a prospect_n of_o the_o merit_n and_o demerit_n of_o every_o individual_a person_n and_o action_n as_o they_o be_v to_o be_v balance_v by_o the_o measure_n of_o all_o their_o various_a circumstance_n and_o then_o to_o be_v always_o intent_n curious_a and_o constant_a in_o the_o performance_n of_o their_o reward_v and_o punish_v office_n for_o the_o interest_n of_o every_o such_o single_a cause_n and_o person_n as_o well_o as_o in_o matter_n of_o general_a and_o public_a import_n and_o again_o in_o this_o case_n it_o must_v be_v further_o suppose_v that_o all_o the_o substitute_v administrator_n of_o their_o prince_n law_n and_o good_a intention_n the_o work_n be_v impossible_a to_o be_v always_o do_v in_o their_o own_o person_n must_v also_o be_v as_o know_v and_o faithful_a in_o their_o due_a subadministration_n i_o say_v if_o it_o be_v possible_a to_o be_v presume_v that_o all_o government_n and_o their_o subordinates_n be_v design_v of_o god_n to_o be_v always_o thus_o qualify_v and_o dispose_v there_o may_v be_v a_o tolerable_a plea_n and_o pretence_n to_o believe_v that_o he_o intend_v no_o better_o or_o no_o other_o reason_n to_o oblige_v man_n to_o be_v good_a and_o virtuous_a and_o to_o restrain_v they_o from_o be_v evil_a but_o if_o common_a and_o sometime_o woeful_a experience_n can_v
