offend_v governor_n dear_o belove_v suffer_v this_o truth_n of_o god_n to_o be_v full_o and_o free_o open_v and_o i_o believe_v we_o shall_v not_o need_v to_o fear_v to_o set_v up_o one_o as_o chief_a and_o this_o likewise_o will_v be_v beneficial_a to_o we_o for_o by_o this_o mean_v we_o shall_v not_o have_v so_o much_o bloodshed_n for_o to_o obtain_v crown_n and_o kingdom●●_n i_o pray_v you_o further_a to_o consider_v that_o if_o a_o people_n shall_v set_v up_o government_n compose_v of_o many_o head_n or_o many_o member_n make_v or_o head_n or_o chief_a have_v all_o equal_a authority_n in_o the_o steed_n or_o for_o the_o want_n of_o one_o chief_a governor_n and_o if_o this_o shall_v be_v their_o place_n their_o power_n and_o act_n constant_o to_o judge_v and_o determine_v the_o affair_n of_o a_o commonwealth_n this_o must_v needs_o be_v consider_v that_o they_o likewise_o be_v subject_a to_o err_v yea_o be_v they_o not_o often_o time_n more_o subject_a to_o err_v and_o to_o break_v god_n law_n now_o in_o such_o case_n of_o delinquency_n must_v not_o there_o be_v leave_v a_o way_n open_a to_o punish_v they_o which_o must_v be_v some_o other_o invention_n and_o will_v it_o not_o follow_v thus_o ad_fw-la infinitum_fw-la multiply_v what_o number_n you_o will_v consider_v o●_n the_o benefit_n that_o a_o people_n get_v by_o have_v one_o chief_a governor_n from_o this_o security_n because_o their_o cheiftaine_n or_o general_n be_v many_o no_o one_o command_v in_o chief_a above_o the_o rest_n no_o very_o but_o in_o much_o more_o danger_n thereby_o not_o only_o in_o regard_n of_o a_o common_a enemy_n but_o also_o in_o danger_n of_o emulation_n and_o strife_n among_o themselves_o and_o suppose_v further_o that_o these_o general_n shall_v agree_v that_o no_o act_n shall_v be_v do_v by_o any_o one_o of_o these_o general_n that_o shall_v be_v valid_a and_o of_o force_n without_o the_o consent_n of_o the_o rest_n will_v it_o not_o follow_v that_o the_o people_n thereby_o shall_v be_v more_o burden_v because_o when_o they_o have_v a_o matter_n they_o can_v not_o have_v it_o end_v without_o the_o consent_n of_o the_o whole_a will_v not_o their_o matter_n be_v
