commissioner_n the_o tenor_n thereof_o follow_v t.t._n the_o day_n of_o the_o which_o day_n after_o call_v upon_o the_o name_n of_o god_n we_o the_o member_n of_o the_o presbytery_n of_o have_v diligent_o consider_v the_o manifold_a corruption_n innovation_n and_o disorder_n disturb_v our_o peace_n and_o tend_v to_o the_o overthrow_n of_o our_o religion_n and_o liberty_n of_o the_o reform_a commission_n to_o take_v it_o pro_fw-la confesso_fw-la that_o the_o pretend_a and_o complain_v of_o innovation_n be_v corruption_n and_o disorder_n disturb_v the_o peace_n and_o tend_v to_o the_o and_o these_o layman_n to_o be_v equal_a in_o number_n with_o the_o minister_n which_o be_v contrary_a to_o their_o own_o book_n of_o discipline_n allege_v by_o they_o which_o do_v then_o order_n that_o the_o minister_n shall_v always_o exceed_v the_o number_n of_o the_o lay_v elder_n so_o that_o before_o this_o time_n they_o never_o be_v equal_a in_o number_n nay_o that_o these_o layman_n shall_v have_v voice_n not_o only_o in_o the_o choose_n of_o their_o own_o lay_v elder_a but_o which_o be_v insufferable_a shall_v have_v suffrage_n in_o the_o election_n of_o the_o three_o minister_n commissioner_n for_o the_o assembly_n which_o they_o themselves_o do_v know_v be_v never_o hear_v nor_o practise_v in_o that_o church_n before_o in_o the_o very_a first_o and_o strict_a time_n of_o very_o few_o minister_n in_o the_o kingdom_n who_o have_v not_o subscribe_v their_o covenant_n but_o they_o be_v present_o suspend_v by_o their_o presbytery_n where_o they_o have_v voice_n to_o do_v it_o or_o at_o the_o least_o put_v under_o process_n by_o some_o one_o or_o other_o which_o can_v not_o be_v prevent_v for_o no_o man_n can_v be_v deny_v a_o original_a process_n against_o any_o man_n who_o he_o will_v implead_v but_o yet_o this_o article_n leave_v no_o evasion_n if_o it_o shall_v happen_v that_o such_o a_o one_o shall_v be_v choose_v commissioner_n for_o in_o this_o case_n they_o order_v that_o the_o rest_n who_o give_v not_o voice_n shall_v protest_v against_o the_o election_n and_o complain_v of_o it_o to_o the_o general_n assembly_n where_o they_o be_v sure_a enough_o to_o process_n he_o there_o and_o lay_v he_o aside_o until_o his_o process_n shall_v be_v discuss_v which_o they_o do_v put_v in_o practice_n upon_o some_o minister_n who_o do_v not_o concur_v in_o till_o then_o practise_v the_o moderator_n of_o the_o presbytery_n be_v constant_o one_o as_o be_v most_o able_a to_o give_v a_o account_n to_o the_o assembly_n of_o all_o presbyterial_a action_n the_o seven_o article_n give_v order_n for_o practise_v the_o above_o mention_v equivocation_n and_o enjoin_v they_o to_o make_v their_o election_n before_o they_o receive_v our_o answer_n and_o and_o instruction_n to_o the_o several_a presbytery_n they_o will_v not_o have_v exclaim_v against_o they_o as_o unsufferable_a prelimitation_n of_o that_o assembly_n and_o prejudging_n of_o the_o
