come_v under_o the_o power_n of_o the_o army_n who_o have_v malicious_a design_n upon_o his_o person_n the_o commissioner_n receive_v he_o convey_v he_o to_o his_o own_o house_n at_o holmeby_n this_o be_v a_o very_a curious_a and_o stately_a building_n yet_o be_v not_o therefore_o choose_v because_o it_o may_v be_v a_o majestic_a prison_n but_o because_o it_o be_v within_o ken_n of_o naseby_n which_o be_v infamous_a with_o his_o overthrow_n that_o so_o the_o neighbourhood_n to_o it_o may_v more_o afflict_v his_o grieve_a spirit_n to_o this_o unpleasingness_n of_o the_o place_n they_o add_v other_o discomfort_n by_o make_v the_o restraint_n so_o strict_a that_o they_o suffer_v none_o to_o come_v near_o he_o that_o by_o own_v his_o cause_n be_v assure_v of_o their_o welcome_n yea_o even_o his_o chaplain_n which_o most_o trouble_v he_o be_v debar_v from_o their_o ministry_n but_o god_n supply_v this_o want_n by_o more_o plentiful_a assistance_n of_o his_o holy_a spirit_n and_o make_v he_o like_o the_o ancient_a patriarch_n both_o a_o king_n and_o a_o priest_n at_o least_o for_o himself_o and_o here_o he_o sacrifice_v praise_n even_o to_o that_o god_n that_o hide_v himself_o and_o compose_v those_o most_o divine_a meditation_n and_o soliloquy_n that_o be_v in_o his_o book_n spend_v that_o time_n in_o converse_n with_o heaven_n which_o he_o be_v not_o suffer_v to_o employ_v with_o man_n in_o who_o he_o delight_v while_o the_o king_n soul_n be_v thus_o wing_v above_o the_o wall_n of_o his_o prison_n and_o the_o fortune_n of_o his_o enemy_n they_o that_o have_v put_v a_o end_n to_o the_o war_n yet_o can_v not_o find_v the_o way_n to_o peace_n for_o their_o soul_n be_v unequal_a to_o the_o victory_n and_o can_v not_o temper_v their_o success_n the_o two_o sect_n fall_v to_o dissension_n and_o turn_v all_o their_o art_n and_o arm_n one_o against_o another_o the_o presbyterian_o have_v the_o rich_a and_o more_o splendid_a follower_n but_o the_o independent_o the_o most_o fierce_a subtle_a and_o most_o strong_o principled_a to_o confusion_n the_o first_o be_v powerful_a in_o the_o parliament_n but_o the_o latter_a in_o the_o army_n after_o they_o have_v a_o long_a time_n practise_v on_o one_o another_o the_o very_a same_o method_n they_o have_v act_v against_o the_o king_n and_o such_o as_o favour_v he_o in_o the_o parliament_n of_o which_o there_o be_v always_o some_o number_n among_o they_o the_o independent_o still_o gain_v upon_o their_o opposite_n make_v the_o presbyterian_o odious_a by_o libel_n compose_v to_o render_v their_o government_n ridiculous_a and_o tyrannical_a by_o put_v they_o upon_o all_o the_o most_o envious_a employment_n as_o reform_v the_o university_n and_o sequester_v minister_n that_o refuse_v to_o take_v the_o covenant_n not_o content_v thus_o to_o deal_v with_o their_o elder_a brethren_n by_o spoil_v they_o of_o their_o honour_n they_o proceed_v to_o strip_v they_o of_o the_o relic_n of_o their_o arm_a power_n surprise_v they_o in_o parliament_n with_o a_o vote_n to_o disband_v all_o the_o soldier_n that_o be_v not_o in_o fairfax_n army_n then_o the_o general_n turn_v out_o those_o commander_n of_o garrison_n that_o be_v any_o way_n incline_v to_o they_o beside_o this_o they_o either_o corrupt_v with_o gift_n or_o fright_v some_o of_o the_o most_o busy_a yet_o obnoxious_a presbyterian_o either_o whole_o to_o come_v over_o to_o they_o or_o be_v their_o instrument_n in_o disturb_v and_o reveal_v the_o counsel_n of_o that_o party_n which_o be_v do_v under_o the_o scheme_n of_o moderation_n and_o reconcile_a the_o godly_a one_o to_o another_o the_o presbyterian_o at_o last_o awaken_v with_o the_o daily_a wound_n of_o their_o power_n an._n 1647_o and_o the_o dishonour_n of_o their_o party_n begin_v now_o to_o be_v more_o afraid_a of_o their_o stipendiaries_n than_o they_o be_v of_o their_o sovereign_n for_o they_o find_v that_o they_o lose_v all_o that_o by_o the_o victory_n which_o they_o seek_v by_o the_o war_n therefore_o to_o break_v the_o confidence_n of_o the_o independent_o and_o make_v themselves_o free_a they_o vote_n in_o the_o parliament_n where_o they_o have_v most_o voice_n that_o to_o ease_v the_o commonwealth_n of_o the_o charge_n in_o maintain_v the_o army_n 12000_o of_o the_o soldier_n shall_v be_v send_v over_o to_o ireland_n and_o all_o the_o rest_n to_o be_v disband_v except_o 6000_o horse_n 2000_o dragoon_n and_o 6000_o foot_n who_o shall_v be_v dispose_v in_o different_a and_o distant_a place_n in_o the_o nation_n to_o prevent_v any_o rise_n the_o commander_n and_o independent_o soon_o discover_v the_o artifice_n that_o it_o be_v not_o to_o ease_v the_o nation_n but_o weaken_v they_o therefore_o they_o employ_v the_o inferior_a officer_n be_v person_n that_o by_o dissimulation_n and_o impudence_n have_v accustom_v themselves_o to_o much_o speak_n do_v at_o last_o imagine_v their_o vice_n be_v gift_n of_o the_o holy_a ghost_n and_o so_o be_v fit_a to_o disquiet_v the_o mind_n of_o man_n to_o possess_v the_o common_a soldier_n with_o a_o fear_n of_o disband_v without_o their_o arrear_n or_o else_o to_o be_v send_v into_o that_o unquiet_a island_n to_o perish_v with_o hunger_n and_o cold_a and_o the_o surprise_v of_o a_o treacherous_a enemy_n this_o present_o set_v the_o army_n to_o mutiny_n which_o while_o it_o be_v in_o the_o beginning_n the_o commander_n make_v semblance_n of_o indignation_n at_o it_o seem_v very_o busy_a to_o compose_v it_o and_o cromwell_n to_o make_v the_o parliament_n secure_a call_v god_n to_o with_o his_o whole_a family_n shall_v be_v consume_v than_o that_o the_o army_n shall_v break_v out_o into_o sedition_n yet_o in_o the_o mean_a time_n he_o and_o his_o creature_n in_o the_o army_n administer_v new_a fuel_n to_o the_o flame_n of_o it_o and_o when_o they_o have_v raise_v their_o fury_n to_o such_o heat_n that_o it_o be_v at_o last_o concoct_v to_o a_o perfect_a defection_n from_o that_o nature_n who_o say_v it_o be_v agree_v among_o all_o that_o in_o the_o apostle_n time_n there_o be_v no_o difference_n between_o a_o bishop_n and_o a_o presbyter_n for_o a_o conclusion_n we_o add_v that_o the_o doctrine_n we_o have_v herein_o propound_v to_o your_o majesty_n concern_v the_o identity_n of_o the_o order_n of_o bishop_n and_o presbyter_n be_v no_o other_o than_o the_o confer_v of_o the_o apostle_n by_o prayer_n and_o imposition_n of_o hand_n by_o all_o which_o it_o seem_v evident_a that_o the_o order_n of_o episcopacy_n as_o distinct_a from_o presbytery_n be_v but_o a_o ecclesiastical_a institution_n and_o therefore_o not_o unalterable_a last_o we_o answer_v that_o episcopal_a government_n which_o at_o first_o obtain_v in_o the_o church_n do_v real_o and_o substantial_o differ_v from_o the_o episcopal_a government_n which_o the_o honourable_a house_n of_o parliament_n desire_v the_o abolition_n of_o the_o bishop_n of_o those_o time_n be_v one_o precinct_n lesser_a town_n and_o village_n have_v and_o may_v have_v have_v bishop_n in_o they_o as_o well_o as_o populous_a and_o eminent_a city_n until_o the_o council_n of_o sardis_n decree_v that_o village_n and_o small_a city_n shall_v have_v no_o bishop_n lest_o the_o name_n and_o authority_n of_o a_o bishop_n may_v thereby_o come_v into_o contempt_n but_o of_o one_o claim_v as_o his_o time_n we_o read_v not_o till_o in_o the_o latter_a and_o corrupt_a age_n of_o the_o church_n by_o all_o which_o it_o appear_v that_o the_o present_a hierarchy_n the_o abolition_n whereof_o be_v desire_v by_o the_o honourable_a house_n may_v according_o be_v abolish_v and_o yet_o possible_o the_o bishop_n of_o those_o primitive_a time_n be_v they_o be_v so_o far_o differ_v one_o from_o another_o in_o answer_n to_o that_o part_n of_o your_o majesty_n paper_n wherein_o you_o require_v whether_o our_o saviour_n and_o his_o apostle_n do_v so_o leave_v the_o church_n at_o liberty_n as_o they_o may_v total_o alter_v or_o change_v the_o church-government_n at_o their_o pleasure_n we_o humble_o conceive_v that_o there_o be_v substantial_o belong_v to_o church-government_n such_o as_o be_v appoint_v by_o christ_n and_o his_o apostle_n which_o be_v not_o in_o the_o church_n liberty_n to_o alter_v at_o pleasure_n but_o as_o for_o arch-bishop_n etc._n etc._n we_o hope_v it_o will_v appear_v unto_o your_o majesty_n conscience_n that_o they_o be_v none_o of_o the_o church-governor_n appoint_v by_o our_o saviour_n and_o his_o apostle_n and_o we_o beseech_v your_o majesty_n to_o look_v rather_o to_o the_o original_a of_o they_o than_o succession_n octob._n 3._o 1648._o iii_o his_o majesty_n answer_n to_o the_o paper_n deliver_v to_o he_o by_o the_o divine_n attend_v the_o you_o acknowledge_v the_o several_a scripture_n cite_v in_o the_o margin_n to_o prove_v the_o thing_n for_o which_o they_o be_v cite_v viz._n that_o the_o apostle_n in_o their_o own_o person_n that_o timothy_n and_o titus_n by_o authority_n derive_v from_o they_o and_o the_o angel_n of_o the_o church_n have_v power_n of_o church-government_n and_o do_v or_o may_v actual_o exercise_v the_o same_o in_o all_o the_o three_o several_a branch_n in_o his_o paper_n specify_v and_o so_o in_o effect_n you_o grant_v all_o that_o be_v desire_v for_o the_o bishop_n challenge_v no_o more_o or_o other_o power_n to_o belong_v unto_o they_o in_o respect_n of_o their_o episcopal_a office_n as_o it_o be_v distinct_a from_o that_o of_o presbyter_n than_o what_o proper_o fall_v under_o one_o of_o these_o three_o ordination_n give_v rule_n and_o censure_n but_o when_o you_o present_o after_o deny_v the_o person_n that_o exercise_v the_o power_n aforesaid_a to_o have_v be_v bishop_n or_o to_o have_v exercise_v episcopal_a government_n in_o that_o sense_n as_o bishop_n be_v distinct_a from_o presbyter_n you_o do_v in_o effect_n deny_v the_o very_a same_o thing_n you_o have_v before_o grant_v for_o episcopal_a government_n in_o that_o sense_n be_v nothing_o else_o but_o the_o government_n of_o the_o church_n within_o a_o certain_a precinct_n common_o call_v a_o diocese_n commit_v to_o one_o single_a person_n with_o sufficient_a authority_n over_o the_o presbyter_n and_o people_n of_o those_o church_n for_o that_o end_n since_o the_o substance_n of_o the_o thing_n itself_o in_o all_o the_o three_o forementioned_a particular_n be_v find_v in_o the_o scripture_n unless_o you_o will_v strive_v about_o name_n and_o word_n which_o tend_v to_o no_o profit_n but_o to_o the_o puzzle_v and_o subvert_v those_o which_o seek_v after_o truth_n you_o must_v also_o acknowledge_v that_o episcopal_a government_n in_o the_o sense_n aforesaid_a may_v be_v sufficient_o prove_v from_o the_o scripture_n in_o that_o which_o you_o say_v next_o 7._o and_o for_o proof_n thereof_o insist_v upon_o three_o several_a text_n his_o majesty_n conceive_v as_o to_o the_o present_a business_n 18._o that_o the_o most_o that_o can_v be_v prove_v from_o all_o or_o any_o of_o those_o place_n be_v this_o 2._o that_o the_o word_n bishop_n be_v there_o use_v to_o signify_v presbyter_n and_o that_o consequent_o the_o office_n and_o work_n mention_v in_o those_o place_n as_o the_o office_n and_o work_n of_o a_o bishop_n be_v the_o office_n and_o work_n of_o a_o presbyter_n which_o be_v confess_v on_o all_o side_n although_o his_o majesty_n be_v not_o sure_a that_o the_o proof_n will_v reach_v so_o far_o in_o each_o of_o those_o place_n but_o from_o thence_o to_o infer_v a_o absolute_a identity_n of_o the_o function_n of_o a_o bishop_n and_o a_o presbyter_n be_v a_o fallacy_n which_o his_o majesty_n observe_v to_o run_v in_o a_o manner_n quite_o along_o your_o whole_a answer_n but_o it_o appear_v from_o the_o scripture_n by_o what_o you_o have_v grant_v that_o single_a person_n as_o timothy_n and_o titus_n
