thing_n necessary_a that_o be_v not_o necessary_a nor_o to_o be_v make_v so_o in_o such_o case_n it_o be_v not_o our_o duty_n to_o betray_v the_o geneneral_n or_o future_a peace_n of_o the_o church_n for_o our_o private_a or_o present_a peace_n 5._o the_o desireableness_n of_o this_o peace_n of_o the_o church_n which_o we_o must_v seek_v must_v be_v much_o judge_v of_o by_o its_o tendency_n to_o the_o promoâ—ing_n of_o holiness_n the_o save_n of_o man_n soul_n the_o further_a of_o the_o gospel_n and_o prosperity_n of_o the_o church_n in_o spiritual_a respect_n for_o a_o peace_n that_o undermine_v and_o betray_v these_o be_v not_o desirable_a the_o mean_n be_v to_o be_v value_v by_o its_o tendency_n to_o the_o attainment_n of_o the_o end_n 6._o there_o be_v need_n therefore_o of_o very_o great_a prudence_n to_o compare_v thing_n with_o thing_n for_o a_o man_n to_o know_v how_o to_o carry_v himself_o in_o such_o case_n for_o imprudent_a oversight_n or_o lay_v great_a stress_n on_o small_a thing_n and_o slight_v great_a will_v make_v man_n live_v in_o constant_a sin_n by_o abuse_v thing_n indifferent_a but_o still_o the_o proposition_n hold_v good_a with_o these_o caution_n that_o form_n and_o such_o like_a indifferent_a thing_n be_v to_o be_v use_v or_o disuse_v much_o with_o respect_n to_o the_o church_n peace_n prop._n 4._o so_o great_a be_v the_o difference_n between_o man_n and_o man_n time_n and_o time_n 4._o that_o form_n may_v be_v a_o duty_n to_o some_o man_n and_o at_o some_o time_n and_o a_o sin_n to_o other_o man_n and_o at_o other_o time_n as_o to_o private_a man_n in_o their_o family_n it_o may_v be_v one_o man_n duty_n to_o use_v a_o form_n or_o book_n and_o another_o man_n sin_n so_o be_v it_o with_o minister_n also_o in_o the_o assembly_n three_o distinction_n among_o other_o be_v obvious_a in_o which_o this_o be_v manifest_a 1._o some_o minister_n be_v better_a able_a to_o perform_v god_n public_a worship_n except_o in_o the_o fore-excepted_n case_n without_o a_o form_n and_o some_o be_v better_a able_a to_o do_v it_o by_o a_o form_n 2._o some_o minister_n have_v a_o people_n that_o be_v scrupulous_a of_o use_v form_n and_o some_o have_v people_n that_o scruple_n the_o disuse_v they_o and_o some_o have_v both_o sort_n mix_v 3._o some_o church_n live_v under_o magistrate_n that_o command_v a_o form_n or_o with_o church_n that_o unanimous_o agree_v on_o a_o form_n and_o other_o live_v in_o time_n and_o place_n where_o there_o be_v no_o such_o command_n or_o agreement_n and_o accord_a to_o these_o difference_n it_o may_v be_v one_o man_n duty_n and_o another_o sin_n to_o use_v some_o form_n 1._o god_n work_n shall_v be_v do_v in_o the_o most_o edify_a manner_n where_o minister_n be_v able_a to_o perform_v the_o public_a prayer_n of_o the_o church_n in_o the_o most_o profitable_a manner_n without_o a_o form_n there_o it_o be_v their_o duty_n to_o disuse_n a_o form_n unless_o some_o other_o great_a to_o the_o people_n great_a edification_n but_o yet_o it_o be_v not_o always_o so_o and_o where_o it_o be_v not_o it_o be_v better_a for_o minister_n to_o use_v a_o form_n then_o to_o do_v worse_o and_o dishonour_v the_o work_n of_o god_n and_o wrong_v the_o church_n by_o their_o erroneous_a or_o over-rude_a defective_a management_n i_o know_v the_o great_a objection_n will_v be_v that_o such_o man_n be_v not_o fit_a to_o be_v minister_n and_o that_o its_o better_a to_o have_v none_o but_o this_o be_v soon_o say_v then_o prove_v i_o be_o far_o from_o desire_v any_o man_n to_o undervalue_v the_o precious_a mercy_n of_o a_o able_a ministry_n and_o from_o wish_v for_o formality_n and_o read_v pastor_n instead_o of_o the_o learned_a able_a guide_n that_o we_o here_o enjoy_v i_o hope_v i_o shall_v do_v or_o suffer_v as_o much_o as_o another_o to_o prevent_v so_o great_a a_o calamity_n as_o a_o ignorant_a unable_a or_o negligent_a ministry_n but_o yet_o i_o be_o full_o satisfy_v of_o it_o that_o its_o better_a for_o the_o church_n to_o have_v reader_n then_o none_o 1._o consider_v that_o there_o have_v be_v some_o very_a learned_a able_a divine_n doctor_n of_o divinity_n that_o by_o age_n or_o other_o decay_n of_o memory_n or_o natural_a impediment_n disable_n they_o from_o extemporate_a performance_n can_v do_v any_o thing_n in_o the_o worship_n of_o gâ—d_n without_o the_o help_n of_o note_n or_o book_n or_o at_o least_o without_o preparation_n for_o expression_n when_o yet_o upon_o preparation_n and_o by_o convenient_a help_n they_o excel_v many_o extemporate_a man_n 2._o the_o necessity_n of_o the_o church_n may_v require_v a_o allowance_n or_o toleration_n of_o such_o as_o have_v not_o ability_n to_o compose_v extemporate_a prayer_n or_o sermon_n no_o nor_o to_o prepare_v such_o upon_o deliberation_n neither_o but_o mere_o read_v the_o sermon_n and_o prayer_n compose_v by_o other_o i_o know_v some_o will_v not_o believe_v that_o such_o shall_v be_v minister_n but_o they_o will_v have_v they_o only_o read_v as_o private_a man_n rather_o than_o the_o people_n shall_v have_v nothing_o for_o they_o think_v that_o a_o man_n that_o can_v preach_v or_o pray_v god_n to_o save_v we_o from_o a_o necessity_n of_o such_o a_o man_n that_o can_v teach_v man_n the_o substance_n of_o the_o christian_a religion_n and_o administer_v the_o sacrament_n and_o oversee_v and_o govern_v the_o flock_n have_v as_o much_o ability_n as_o be_v necessary_a to_o the_o be_v of_o a_o pastor_n but_o those_o may_v have_v all_o this_o that_o can_v fit_o preach_v or_o pray_v have_v none_o and_o leave_v their_o child_n unbaptise_v and_o live_v without_o the_o sacrament_n and_o church-communion_n and_o government_n 2._o consider_v i_o beseech_v you_o which_o move_v i_o more_o than_o any_o thing_n else_o the_o state_n of_o the_o christian_a world_n in_o aethiopia_n syria_n armenia_n russia_n grecia_n and_o abundance_n of_o other_o church_n of_o christ_n â—here_o be_v very_o few_o preacher_n but_o mere_a reader_n and_o can_v any_o man_n think_v that_o it_o be_v best_o for_o all_o these_o church_n to_o be_v without_o minister_n and_o sacrament_n rather_o than_o to_o have_v such_o o_o that_o god_n will_v give_v they_o better_a but_o till_o then_o i_o shall_v pray_v that_o he_o will_v continue_v these_o among_o they_o rather_o than_o leave_v they_o destitute_a i_o that_o they_o can_v bear_v the_o use_n of_o they_o the_o pastor_n must_v fit_v his_o practice_n to_o their_o edification_n till_o he_o can_v bring_v they_o to_o a_o wise_a judgement_n that_o so_o they_o may_v receive_v that_o which_o indeed_o be_v most_o fit_a to_o edify_v they_o prudence_n must_v guide_v we_o in_o the_o circumstantial_o of_o worship_n which_o be_v leave_v to_o our_o determination_n that_o we_o may_v vary_v they_o as_o the_o condition_n of_o our_o flock_n require_v to_o their_o good_a of_o which_o more_o anon_o prop._n 5._o the_o minister_n and_o church_n that_o earnest_o desire_v it_o 5._o shall_v not_o by_o the_o magistrate_n be_v absolute_o and_o general_o prohibit_v the_o use_n of_o a_o convenient_a stint_a liturgy_n note_v here_o that_o i_o speak_v not_o of_o the_o desire_n of_o any_o inconsiderable_a person_n contrary_a to_o the_o desire_n of_o that_o whole_a church_n if_o a_o few_o ignorant_a or_o wilful_a people_n shall_v be_v eager_a for_o a_o form_n when_o the_o pastor_n be_v able_a and_o willing_a to_o manage_v the_o work_n of_o god_n without_o it_o and_o the_o congregation_n profess_v that_o it_o hinder_v their_o edification_n by_o what_o accident_n soever_o i_o be_o not_o now_o question_v it_o be_v fit_a that_o those_o unreasonable_a person_n shall_v be_v deny_v their_o desire_n in_o that_o church_n rather_o then_o the_o whole_a congregation_n also_o if_o the_o magistrate_n shall_v perceive_v that_o a_o whole_a congregation_n or_o many_o or_o the_o pastor_n themselves_o be_v eager_a for_o some_o one_o particular_a form_n out_o of_o a_o corrupt_a humour_n and_o in_o any_o ill_a design_n to_o the_o disturbance_n of_o the_o church_n peace_n or_o that_o they_o will_v needs_o have_v a_o unlawful_a form_n that_o for_o matter_n be_v erroneous_a or_o for_o manner_n absurd_a or_o apt_a to_o breed_v unreverence_n or_o hinder_v edification_n the_o magistrate_n shall_v prohibit_v this_o yet_o so_o that_o prudence_n and_o moderation_n measure_v out_o his_o penalty_n in_o such_o a_o sort_n as_o that_o he_o church_n edification_n be_v not_o hinder_v by_o his_o overrigorous_a correct_v man_n distemper_n but_o out_o of_o these_o and_o such_o like_a case_n when_o it_o be_v mere_a weakness_n that_o cause_v pastor_n or_o people_n to_o be_v set_v upon_o a_o lawful_a form_n the_o magistrate_n ought_v not_o to_o prohibit_v they_o by_o such_o restraint_n as_o shall_v deprive_v they_o of_o the_o liberty_n of_o worship_v god_n or_o hinder_v their_o edification_n the_o reason_n of_o this_o proposition_n be_v these_o 1._o because_o the_o thing_n be_v lawful_a no_o power_n shall_v causeless_o restrain_v man_n from_o the_o use_n of_o lawful_a thing_n god_n have_v leave_v man_n to_o their_o liberty_n none_o shall_v without_o great_a reason_n deprive_v they_o of_o it_o 2._o the_o magistrate_n shall_v not_o hinder_v the_o people_n edification_n in_o the_o manner_n of_o god_n worship_n but_o in_o many_o place_n a_o stint_a liturgy_n be_v most_o for_o the_o people_n edification_n therefore_o etc._n etc._n whether_o it_o be_v the_o minister_n weakness_n or_o the_o people_n that_o make_v it_o most_o useful_a to_o they_o yet_o when_o the_o magistrate_n can_v cure_v that_o weakness_n he_o must_v bear_v with_o they_o it_o be_v the_o weakness_n of_o nicodemus_n that_o make_v he_o he_o can_v not_o bear_v the_o daylight_n in_o come_v to_o christ_n yea_o and_o such_o a_o weakness_n as_o show_v or_o be_v join_v with_o a_o unregenerate_a state_n and_o yet_o christ_n will_v rather_o teach_v he_o private_o then_o not_o at_o all_o 3._o where_o conscience_n be_v scrupulous_a and_o think_v it_o a_o sin_n to_o worship_v public_o without_o a_o form_n though_o it_o be_v their_o error_n yet_o the_o governor_n be_v not_o to_o drive_v they_o away_o from_o it_o because_o than_o they_o will_v not_o public_o worship_n god_n at_o all_o and_o no_o worship_n be_v worse_a than_o a_o lawful_a form_n of_o worship_n 4._o a_o minister_n that_o be_v for_o the_o necessity_n of_o a_o form_n though_o erroneous_o may_v be_v in_o other_o respect_n so_o useful_a to_o the_o church_n that_o he_o shall_v not_o be_v lay_v by_o and_o lose_v to_o the_o church_n for_o such_o a_o thing_n as_o this_o 5._o the_o use_n of_o some_o form_n as_o aforesaid_a be_v necessary_a and_o of_o other_o form_n not_o only_o godly_a minister_n shall_v desire_v or_o attempt_v it_o nor_o any_o godly_a magistrate_n suffer_v it_o this_o be_v the_o great_a sin_n of_o the_o late_a magistrate_n and_o prelate_n in_o england_n
