at_o edinburgh_n and_o after_o such_o a_o tumultuous_a manner_n as_o that_o a_o present_a insurrection_n be_v just_o fear_v which_o force_v our_o council_n assemble_v then_o at_o edinburgh_n upon_o impossible_a that_o so_o many_o copy_n of_o they_o shall_v be_v transcribe_v as_o that_o they_o may_v come_v to_o the_o use_n and_o knowledge_n of_o many_o and_o so_o apocryphal_a as_o that_o few_o or_o none_o of_o themselves_o can_v tell_v which_o of_o they_o be_v authentical_a and_o so_o unsafe_o and_o uncertaine_o keep_v that_o they_o do_v not_o know_v whither_o to_o address_v themselves_o to_o declare_v like_v as_o by_o these_o present_v he_o declare_v that_o as_o he_o abhor_v all_o superstition_n of_o popery_n so_o he_o will_v be_v most_o careful_a that_o nothing_o be_v allow_v within_o his_o majesty_n dominion_n but_o that_o which_o shall_v tend_v to_o the_o advancement_n of_o the_o true_a religion_n as_o it_o be_v present_o profess_v within_o his_o most_o ancient_a minister_n non-covenanters_n they_o take_v order_n that_o if_o in_o any_o place_n by_o plurality_n of_o voice_n such_o a_o one_o shall_v be_v choose_v than_o he_o shall_v be_v process_v and_o protest_v against_o which_o no_o man_n can_v avoid_v and_o so_o he_o shall_v be_v sure_a to_o be_v set_v by_o at_o the_o assembly_n and_o cast_v from_o have_v any_o voice_n there_o and_o whereas_o from_o any_o presbytery_n to_o any_o assembly_n but_o such_o as_o the_o laity_n shall_v make_v choice_n of_o for_o they_o present_o give_v order_n from_o their_o table_n that_o every_o particular_a parish_n shall_v send_v to_o the_o presbytery_n in_o their_o bound_n one_o layman_n who_o they_o call_v a_o rule_v elder_a who_o by_o their_o appointment_n shall_v have_v voice_n in_o the_o they_o please_v yet_o no_o man_n be_v able_a to_o give_v a_o voice_n to_o himself_o of_o necessity_n the_o number_n of_o the_o lay_v voice_n must_v exceed_v the_o number_n of_o the_o minister_n by_o one_o second_o the_o laity_n gain_v this_o that_o in_o all_o other_o presbyterial_a meeting_n which_o be_v weekly_o the_o minister_n shall_v never_o have_v a_o cast_a voice_n to_o determine_v any_o thing_n but_o what_o they_o like_v the_o layman_n be_v always_o at_o the_o least_o equal_a to_o they_o in_o number_n three_o this_o they_o gain_v that_o whatsoever_o shall_v be_v conclude_v in_o a_o general_a assembly_n shall_v ever_o be_v conclude_v likewise_o in_o a_o parliament_n if_o our_o negative_a voice_n do_v not_o stop_v it_o and_o we_o hear_v that_o they_o have_v not_o spare_v to_o give_v out_o that_o they_o will_v take_v from_o we_o and_o our_o successor_n that_o which_o all_o our_o predecessor_n have_v enjoy_v that_o be_v a_o negative_a voice_n in_o parliament_n as_o they_o assembly_n be_v engage_v to_o give_v their_o voice_n to_o the_o same_o conclusion_n when_o they_o shall_v sit_v in_o parliament_n and_o so_o that_o the_o parliament_n for_o it_o act_n shall_v depend_v upon_o the_o general_a assembly_n and_o the_o general_a assembly_n for_o the_o act_n pass_v there_o shall_v depend_v upon_o they_o but_o neither_o the_o one_o nor_o the_o other_o depend_v upon_o us._n four_o the_o laity_n gain_v this_o that_o they_o exempt_v themselves_o for_o ever_o hereafter_o from_o all_o fear_n of_o the_o power_n of_o the_o clergy_n for_o they_o be_v resolve_v so_o far_o as_o in_o they_o lay_v to_o overthrow_v episcopal_a government_n and_o yet_o fear_v by_o so_o do_v to_o be_v bring_v again_o under_o the_o tyranny_n of_o presbyterial_a government_n of_o which_o they_o have_v hear_v their_o father_n so_o grievous_o complain_v they_o pitch_v upon_o this_o way_n of_o equal_a number_n of_o lay-elder_n in_o every_o presbytery_n be_v assure_v thereby_o to_o curb_v their_o minister_n most_o of_o who_o have_v their_o stipend_n and_o rent_n pay_v by_o these_o lay-patron_n and_o so_o now_o the_o laity_n make_v account_v that_o if_o in_o their_o election_n to_o this_o assembly_n they_o can_v compass_v these_o conclusion_n and_o resolution_n they_o have_v bring_v the_o church_n and_o churchman_n under_o for_o ever_o these_o conclusion_n though_o effect_v by_o the_o laity_n with_o violence_n yet_o receive_v great_a resistance_n by_o many_o minister_n in_o most_o presbytery_n and_o in_o some_o by_o all_o for_o when_o these_o lay_v elder_n come_v to_o sit_v with_o they_o they_o either_o refuse_v to_o admit_v they_o or_o desire_a time_n to_o deliberate_v how_o they_o who_o be_v covenanter_n and_o have_v complain_v of_o innovation_n can_v admit_v of_o such_o innovation_n as_o those_o which_o seem_v to_o threaten_v the_o ruin_n of_o the_o liberty_n of_o the_o church_n for_o these_o reason_n first_o because_o that_o above_o these_o forty_o year_n no_o lay_v elder_a have_v sit_v in_o their_o presbytery_n and_o therefore_o it_o be_v a_o great_a innovation_n second_o because_o at_o the_o begin_n of_o the_o reformation_n when_o there_o be_v a_o kind_n of_o necessity_n to_o require_v the_o assistance_n of_o layman_n for_o the_o government_n of_o the_o church_n minister_n be_v then_o so_o few_o and_o scant_o yet_o it_o be_v provide_v that_o
