by_o age_n or_o other_o decay_n of_o memory_n or_o natural_a impediment_n disable_n they_o from_o extemporate_a performance_n can_v do_v any_o thing_n in_o the_o worship_n of_o g●d_n without_o the_o help_n of_o note_n or_o book_n or_o at_o least_o without_o preparation_n for_o expression_n when_o yet_o upon_o preparation_n and_o by_o convenient_a help_n they_o excel_v many_o extemporate_a man_n very_o few_o preacher_n but_o mere_a reader_n and_o can_v any_o man_n think_v that_o it_o be_v best_o for_o all_o these_o church_n to_o be_v without_o minister_n and_o sacrament_n rather_o than_o to_o determination_n that_o we_o may_v vary_v they_o as_o the_o condition_n of_o our_o flock_n require_v to_o their_o good_a of_o which_o more_o anon_o prop._n 5._o the_o minister_n and_o church_n that_o form_n out_o of_o a_o corrupt_a humour_n and_o in_o any_o ill_a design_n to_o the_o disturbance_n of_o the_o church_n peace_n or_o that_o they_o will_v needs_o have_v a_o unlawful_a form_n that_o for_o matter_n be_v erroneous_a or_o for_o manner_n absurd_a or_o apt_a to_o breed_v unreverence_n or_o hinder_v edification_n the_o magistrate_n shall_v prohibit_v this_o yet_o so_o that_o prudence_n and_o moderation_n measure_v out_o his_o penalty_n in_o such_o a_o sort_n as_o that_o he_o church_n edification_n be_v not_o hinder_v by_o his_o overrigorous_a correct_v man_n distemper_n but_o out_o of_o these_o and_o such_o like_a case_n when_o it_o be_v mere_a weakness_n that_o cause_v pastor_n or_o people_n to_o be_v set_v upon_o a_o lawful_a form_n the_o magistrate_n ought_v not_o to_o prohibit_v they_o by_o such_o restraint_n as_o shall_v deprive_v they_o of_o the_o liberty_n of_o worship_v god_n or_o hinder_v their_o edification_n the_o reason_n of_o this_o proposition_n be_v these_o 1._o because_o the_o thing_n be_v lawful_a no_o power_n shall_v causeless_o restrain_v man_n from_o the_o use_n of_o lawful_a thing_n god_n have_v leave_v man_n to_o their_o liberty_n none_o bear_v the_o daylight_n in_o come_v to_o christ_n yea_o and_o such_o a_o weakness_n as_o show_v or_o be_v join_v with_o a_o unregenerate_a state_n and_o yet_o christ_n will_v rather_o teach_v he_o private_o then_o not_o at_o all_o 3._o where_o conscience_n be_v scrupulous_a and_o think_v it_o a_o sin_n to_o worship_v public_o without_o a_o form_n though_o it_o be_v their_o error_n yet_o the_o governor_n be_v not_o to_o drive_v they_o away_o from_o it_o because_o than_o they_o will_v not_o public_o worship_n god_n at_o all_o and_o no_o worship_n be_v worse_a than_o a_o lawful_a form_n of_o worship_n 4._o a_o minister_n that_o be_v for_o the_o necessity_n of_o a_o form_n though_o erroneous_o may_v be_v in_o other_o respect_n so_o useful_a to_o the_o church_n that_o he_o shall_v not_o be_v lay_v by_o and_o lose_v to_o the_o church_n for_o such_o a_o thing_n as_o this_o 5._o the_o use_n of_o some_o form_n as_o aforesaid_a be_v necessary_a and_o of_o other_o form_n not_o only_o lawful_a but_o of_o almost_o common_a reception_n through_o all_o the_o church_n on_o earth_n governor_n shall_v be_v very_o cautelous_a in_o deny_v man_n liberty_n in_o that_o which_o almost_o all_o the_o church_n have_v liberty_n in_o and_o more_o even_o that_o which_o be_v their_o constant_a use_n prop._n 6._o to_o prescribe_v a_o form_n of_o prayer_n preach_v or_o other_o service_n where_o excommunicate_a or_o reproach_n as_o schismatic_n the_o able_a godly_a peaceable_a minister_n or_o people_n that_o just_o or_o unjust_o dare_v not_o use_v it_o be_v so_o great_a a_o sin_n that_o no_o godly_a minister_n shall_v desire_v or_o attempt_v it_o nor_o any_o godly_a magistrate_n suffer_v it_o this_o be_v the_o great_a sin_n of_o the_o late_a magistrate_n and_o prelate_n in_o england_n by_o prejudice_n or_o weakness_n be_v hinder_v from_o serve_v god_n with_o cheerfullness_n and_o profit_n where_o they_o be_v use_v must_v we_o be_v bind_v to_o deny_v they_o that_o mode_n of_o worship_n which_o their_o weakness_n do_v require_v and_o to_o force_v they_o to_o that_o which_o will_v not_o down_o with_o they_o must_v a_o physician_n be_v bind_v to_o give_v all_o his_o patient_n one_o kind_n of_o diet_n what_o if_o it_o be_v wholesome_a will_v you_o say_v if_o that_o will_v not_o down_o with_o he_o he_o shall_v have_v none_o let_v he_o die_v this_o be_v contrary_a to_o the_o his_o prudence_n and_o due_a power_n for_o their_o spiritual_a good_a 6._o and_o what_o a_o sinful_a arrogant_a usurpation_n be_v this_o for_o any_o man_n to_o be_v guilty_a of_o it_o be_v christ_n
