a_o short_a discourse_n show_v the_o great_a inconvenience_n of_o join_v the_o plantation_n charter_n with_o those_o of_o england_n in_o the_o general_n act_n of_o restoration_n and_o the_o necessity_n of_o have_v for_o they_o a_o particular_a act._n humble_o offer_v to_o the_o parliament_n on_o the_o occasion_n of_o that_o bill_n wherein_o be_v contain_v a_o full_a answer_n to_o a_o late_a pamphlet_n entitle_v new-england_a vindicated_n etc._n etc._n by_o a_o true_a lover_n of_o his_o country_n and_o a_o hearty_a wisher_n of_o the_o prosperity_n of_o the_o say_a plantation_n the_o bill_n now_o depend_v in_o the_o honourable_a house_n of_o commons_o for_o restore_a charter_n to_o the_o state_n they_o be_v in_o in_o the_o year_n 1660_o be_v perhaps_o as_o necessary_a a_o law_n as_o any_o among_o the_o many_o excellent_a one_o the_o parliament_n have_v pass_v this_o session_n yet_o if_o it_o shall_v include_v as_o it_o appear_v by_o the_o vote_n it_o be_v design_v to_o do_v those_o charter_n of_o the_o foreign_a plantation_n which_o be_v take_v away_o on_o quite_o different_a reason_n from_o these_o in_o england_n as_o will_v appear_v by_o and_o by_o and_o high_o agreeable_a to_o the_o sense_n of_o former_a parliament_n it_o may_v prove_v in_o a_o few_o year_n as_o prejudicial_a to_o england_n by_o ruine_v the_o trade_n navigation_n and_o staple_n manufacture_n thereof_o as_o the_o breach_n of_o all_o the_o other_o can_v do_v and_o this_o will_v appear_v to_o any_o rational_a man_n who_o will_v consider_v the_o great_a power_n grant_v to_o some_o of_o those_o foreign_a plantation_n but_o more_o particular_o that_o of_o the_o massachuset_n colony_n in_o america_n who_o affect_v to_o call_v themselves_o by_o the_o general_a name_n of_o new_a england_n though_o they_o be_v not_o above_o a_o ten_o of_o those_o colony_n which_o go_v under_o that_o denomination_n the_o inconvenience_n of_o which_o can_v not_o be_v so_o well_o foresee_v until_o they_o begin_v to_o grow_v somewhat_o numerous_a and_o than_o it_o be_v so_o obvious_a that_o the_o parliament_n in_o king_n charles_n i._o time_n present_v it_o as_o one_o of_o the_o great_a grievance_n of_o the_o kingdom_n and_o contrary_a to_o the_o law_n and_o privilege_n of_o the_o 〈◊〉_d the_o parliament_n doubt_v they_o will_v in_o a_o short_a time_n whole_o shake_v off_o the_o immediate_o he_o and_o his_o council_n begin_v to_o be_v very_o sensible_a of_o the_o great_a mischief_n those_o plantation_n in_o america_n do_v to_o the_o trade_n of_o england_n and_o the_o unlimited_a authority_n some_o of_o they_o pretend_v to_o exercise_v as_o well_o among_o themselves_o as_o over_o their_o weak_a neighbour_n and_o vast_a number_n of_o complaint_n come_v daily_o over_o as_o well_o of_o their_o viz._n the_o massachuset_n encroachment_n on_o their_o say_a neighbour_n with_o petition_n for_o redress_v from_o the_o colony_n so_o grieve_v as_o also_o of_o their_o abominable_a illegal_a way_n of_o trade_n as_o to_o the_o trade_n the_o parliament_n take_v it_o into_o consideration_n and_o make_v several_a law_n to_o regulate_v it_o as_o the_o act_n of_o navigation_n in_o the_o 12_o of_o the_o say_a king_n and_o other_o make_v in_o the_o 22d_o and_o 23d_o and_o the_o 25_o of_o the_o same_o king._n but_o the_o government_n of_o the_o massachuset_n colony_n be_v in_o the_o hand_n of_o those_o who_o be_v the_o principal_a offender_n those_o act_n have_v no_o effect_n there_o though_o it_o be_v worth_a observe_v that_o they_o in_o the_o year_n 1663._o make_v a_o law_n that_o the_o say_a act_n of_o navigation_n shall_v be_v observe_v there_o which_o plain_o demonstrate_v that_o they_o think_v the_o law_n of_o england_n of_o no_o force_n there_o unless_o confirm_v by_o their_o general_n court_n as_o indeed_o it_o appear_v by_o their_o first_o law_n in_o their_o law-book_n print_v in_o the_o year_n 1672_o by_o authority_n of_o their_o say_a general_n court_n viz._n that_o no_o law_n shall_v be_v submit_v to_o but_o what_o be_v make_v in_o their_o general_n court_n but_o this_o be_v only_o a_o colour_n for_o it_o be_v never_o know_v either_o that_o any_o of_o their_o governor_n whatever_o they_o may_v pretend_v who_o be_v choose_v by_o their_o charter_n do_v take_v the_o oath_n prescribe_v in_o that_o act_n or_o that_o any_o man_n be_v ever_o punish_v by_o virtue_n of_o it_o though_o the_o offence_n be_v as_o frequent_a as_o before_o and_o when_o these_o and_o all_o other_o the_o law_n of_o trade_n be_v break_v as_o they_o be_v daily_o no_o redress_n can_v be_v have_v for_o the_o person_n offend_v be_v those_o chief_o concern_v in_o the_o government_n these_o innumerable_a complaint_n put_v the_o king_n to_o vast_a expense_n to_o maintain_v person_n in_o several_a place_n of_o europe_n as_o france_n hamborough_n holland_n etc._n etc._n to_o detect_v their_o illegal_a trader_n after_o by_o long_a experience_n have_v find_v it_o impracticable_a in_o new_a england_n by_o reason_n of_o the_o largeness_n of_o the_o country_n and_o the_o many_o navigable_a river_n there_o but_o after_o such_o detection_n no_o redress_n can_v be_v have_v or_o indeed_o expect_v from_o person_n who_o must_v be_v party_n judge_n and_o jury_n and_o who_o determination_n there_o be_v final_a for_o they_o will_v allow_v of_o no_o appeal_n to_o england_n as_o all_o other_o the_o plantation_n do_v and_o aught_o to_o submit_v to_o which_o make_v they_o as_o absolute_o independent_a on_o the_o crown_n of_o england_n as_o be_v the_o subject_n of_o any_o other_o prince_n and_o this_o make_v they_o bold_o employ_v two_o or_o three_o hundred_o sail_n of_o ship_n yearly_a trade_n to_o and_o fro_o from_o the_o several_a plantation_n and_o most_o part_n of_o europe_n supply_v those_o several_a place_n with_o such_o commodity_n as_o aught_o by_o law_n to_o be_v have_v from_o no_o place_n but_o england_n or_o pay_v english_a duty_n and_o this_o without_o be_v under_o the_o restriction_n of_o such_o law_n as_o put_v our_o merchant_n to_o vast_a charge_n either_o by_o custom_n or_o otherwise_o which_o enable_v they_o to_o under-sell_a our_o english_a merchant_n 50_o per_fw-la cent._n at_o least_o to_o the_o unspeakable_a prejudice_n of_o the_o king_n custom_n and_o the_o decay_n of_o our_o manufacture_n as_o well_o as_o a_o infallible_a bait_n to_o all_o our_o manufacturer_n to_o remove_v thither_o where_o people_n trade_n with_o such_o advantage_n over_o their_o fellow_n subject_n but_o why_o do_v i_o call_v they_o subject_n when_o indeed_o they_o act_n as_o a_o free_a and_o independent_a commonwealth_n as_o they_o in_o their_o law-book_n style_v themselves_o though_o i_o be_o not_o ignorant_a that_o a_o certain_a person_n have_v late_o with_o as_o much_o confidence_n as_o falsity_n affirm_v that_o word_n commonwealth_n to_o be_v repeal_v and_o this_o be_v what_o the_o parliament_n in_o k._n charles_n i._o time_n do_v suspect_v and_o thereupon_o all_o person_n be_v prohibit_v go_v thither_o without_o first_o take_v the_o oath_n of_o allegiance_n and_o supremacy_n but_o this_o be_v never_o observe_v now_o to_o show_v the_o unlimited_a authority_n they_o pretend_v to_o in_o some_o few_o of_o those_o many_o instance_n may_v be_v produce_v 58._o vide_fw-la law_n sufficient_o repugnant_a to_o those_o of_o england_n especial_o in_o matter_n of_o religion_n as_o well_o as_o make_v many_o offence_n capital_a which_o be_v not_o so_o in_o england_n though_o this_o be_v absolute_o against_o the_o very_a word_n of_o their_o charter_n as_o may_v be_v see_v for_o the_o more_o ease_n in_o a_o abstract_n of_o some_o of_o their_o law_n late_o print_v and_o present_v they_o show_v themselves_o excellent_a observer_n of_o the_o law_n of_o navigation_n when_o they_o can_v distinguish_v the_o king_n ship_n and_o legal_a trader_n from_o pirate_n which_o be_v the_o weak_a pretence_n make_v use_v of_o by_o he_o who_o call_v
