contain_v nothing_o but_o what_o be_v honest_a and_o lawful_a and_o be_v enact_v by_o such_o person_n or_o person_n as_o have_v full_a and_o sufficient_a authority_n to_o make_v law_n that_o a_o law_n so_o establish_v continue_v a_o law_n and_o be_v so_o in_o force_n till_o it_o be_v either_o repeal_v by_o as_o good_a and_o lawful_a authority_n as_o that_o by_o which_o it_o be_v make_v or_o else_o antiquate_v by_o a_o long_o continue_v uninforce_v disuse_n with_o the_o tacit_n or_o presume_a consent_n of_o the_o lawgiver_n that_o the_o act_n print_v before_o the_o common_a prayer_n book_n and_o entitle_v a_o act_n for_o the_o uniformity_n be_v such_o a_o law_n be_v it_o be_v establish_v in_o a_o full_a and_o free_a parliament_n in_o peaceable_a time_n and_o ratify_v by_o the_o royal_a assent_n that_o it_o still_o continue_v in_o force_n and_o be_v not_o yet_o repeal_v but_o by_o such_o person_n as_o at_o least_o in_o the_o opinion_n of_o those_o that_o maintain_v the_o dispute_n for_o want_v of_o the_o royal_a assent_n have_v not_o a_o sufficient_a right_n or_o authority_n to_o do_v such_o a_o act_n nor_o disuse_v but_o of_o late_a time_n and_o that_o by_o enforcement_n and_o as_o be_v presume_v much_o against_o the_o mind_n of_o the_o lawgiver_n that_o therefore_o it_o still_o retain_v the_o power_n of_o oblige_v in_o part_n of_o conscience_n that_o power_n be_v so_o essential_a and_o intrinsical_v to_o every_o law_n quatenus_fw-la a_o law_n that_o it_o can_v in_o no_o wise_n be_v sever_v from_o it_o and_o that_o therefore_o no_o minister_n public_o officiate_a in_o the_o church_n can_v with_o a_o good_a conscience_n either_o omit_v any_o part_n of_o that_o which_o be_v command_v by_o the_o aforesaid_a law_n or_o use_v any_o other_o form_n than_o what_o be_v contain_v in_o the_o foresay_a book_n but_o must_v either_o use_v the_o form_n prescribe_v in_o the_o book_n or_o else_o forbear_v to_o officiate_v the_o answer_n to_o this_o objection_n grant_v all_o in_o the_o premise_n beside_o depend_v upon_o the_o right_a understanding_n of_o that_o which_o be_v affirm_v concering_n the_o obligation_n of_o the_o law_n according_a to_o the_o intention_n of_o the_o lawgiver_n answ._n which_o if_o it_o shall_v be_v understand_v precise_o of_o that_o particular_a actual_a and_o immediate_a intention_n which_o the_o lawgiver_n have_v declare_v by_o the_o word_n of_o the_o law_n in_o which_o sense_n only_o the_o objection_n proceed_v will_v not_o hold_v true_a in_o all_o case_n but_o there_o be_v suppose_v beside_o that_o in_o lawgiver_n a_o more_o general_a habitual_a &_o ultimate_a intention_n of_o a_o more_o excellent_a and_o transcendent_a nature_n that_o the_o former_a which_o be_v to_o have_v a_o influence_n into_o and_o overrule_a power_n over_o all_o particular_a law_n viz._n a_o intention_n by_o the_o law_n to_o procure_v and_o promote_v the_o public_a good_a the_o former_a intention_n bind_v when_o it_o be_v subservient_fw-fr to_o the_o latter_a or_o consistent_a with_o it_o and_o consequent_o bind_v in_o ordinary_a case_n and_o in_o orderly_a time_n or_o else_o the_o law_n be_v not_o a_o wholesome_a law_n but_o when_o the_o observation_n of_o the_o law_n by_o reason_n of_o the_o conjuncture_n of_o circumstance_n or_o the_o iniquity_n of_o the_o time_n contingency_n which_o no_o lawgiver_n can_v either_o certain_o foresee_v or_o if_o foresee_a sufficient_o provide_v against_o will_v rather_o be_v prejudicial_a than_o advantageous_a to_o the_o public_a or_o be_v manifest_o attend_v with_o such_o inconvenience_n and_o sad_a consequent_n to_o the_o observer_n as_o all_o the_o imaginable_a good_a that_o can_v redound_v to_o the_o public_a thereby_o can_v in_o any_o reasonable_a measure_n countervail_v in_o such_o case_n the_o law_n oblige_v not_o but_o according_a to_o the_o latter_a and_o more_o general_a intention_n only_o even_o as_o in_o the_o operation_n of_o nature_n particular_a agent_n do_v ordinary_o move_v according_a to_o their_o proper_a and_o particular_a inclination_n yet_o upon_o some_o occasion_n and_o to_o serve_v the_o end_n and_o intention_n of_o universal_a nature_n for_o the_o avoid_n of_o some_o thing_n which_o nature_n abhor_v they_o be_v sometime_o carry_v with_o motion_n quite_o contrary_a to_o their_o particular_a nature_n as_o the_o air_n to_o descend_v and_o the_o water_n to_o ascend_v for_o the_o avoid_n of_o vacuity_n etc._n etc._n the_o common_a receive_v maxim_n which_o have_v be_v sufficient_o misapply_v and_o that_o sometime_o to_o very_o ill_a purpose_n since_o the_o begin_n of_o these_o unhappy_a division_n in_o the_o true_a meaning_n of_o it_o look_v this_o way_n salus_fw-la populi_fw-la suprema_fw-la lex_fw-la the_o equity_n of_o which_o
