administer_a sacrament_n be_v in_o ordinary_a case_n confine_v to_o the_o regular_a clergy_n for_o indeed_o this_o be_v all_o the_o authority_n church_n governor_n have_v to_o receive_v in_o and_o to_o put_v out_o of_o the_o church_n and_o take_v away_o this_o and_o all_o church-society_n must_v immediate_o dissolve_v or_o hang_v together_o only_o by_o some_o arbitrary_a compact_n and_o covenant_n which_o last_o as_o long_o as_o every_o man_n please_v but_o then_o 2._o i_o observe_v that_o it_o be_v sufficient_a to_o secure_v the_o authority_n and_o government_n of_o the_o church_n to_o confine_v the_o administration_n of_o sacrament_n and_o all_o act_n of_o ecclesiastical_a authority_n to_o church-governor_n wherever_o there_o be_v such_o to_o be_v find_v for_o if_o no_o private_a man_n must_v presume_v to_o administer_v sacrament_n in_o a_o constitute_v church_n where_o there_o be_v ecclesiastical_a minister_n though_o we_o grant_v laic_n the_o liberty_n of_o administer_a sacrament_n where_o there_o be_v no_o regular_a minister_n to_o do_v it_o this_o can_v be_v no_o reasonable_a pretence_n for_o their_o invade_v the_o ministerial_a function_n or_o disturb_v the_o peace_n and_o order_n of_o the_o church_n where_o there_o be_v he_o who_o attribute_n the_o only_a valid_a authority_n of_o administer_a sacrament_n to_o the_o regular_a clergy_n no_o more_o be_v it_o any_o invasion_n of_o the_o authority_n of_o the_o clergy_n for_o private_a christian_n to_o do_v the_o office_n of_o a_o bishop_n or_o a_o presbyter_n where_o there_o be_v no_o design_v to_o maintain_v if_o it_o be_v object_v that_o it_o be_v very_o dangerous_a to_o ecclesiastical_a authority_n to_o grant_v the_o least_o indulgence_n or_o liberty_n to_o laic_n or_o a_o irregular_a clergy_n in_o any_o case_n whatsoever_o to_o inermeddle_v in_o sacred_a office_n for_o they_o will_v always_o be_v apt_a to_o take_v more_o than_o be_v grant_v and_o thus_o that_o can_v be_v preserve_v without_o a_o just_a deference_n to_o ecclesiastical_a authority_n it_o may_v be_v lawful_a in_o some_o case_n for_o laic_n to_o administer_v the_o sacrament_n but_o it_o be_v never_o lawful_a for_o they_o to_o separate_v from_o their_o governor_n or_o to_o oppose_v their_o authority_n shall_v a_o company_n of_o private_a christian_n on_o their_o own_o choice_n separate_v themselves_o from_o their_o bishop_n and_o unite_v into_o a_o church-society_n this_o be_v a_o church-faction_n and_o schism_n and_o all_o they_o do_v be_v null_a and_o void_a but_o if_o private_a christian_n who_o live_v in_o communion_n with_o their_o bishop_n and_o own_o their_o authority_n be_v reduce_v to_o that_o necessity_n that_o they_o can_v enjoy_v the_o sacrament_n nor_o other_o religious_a office_n from_o person_n who_o have_v a_o regular_a authority_n shall_v administer_v the_o sacrament_n themselves_o and_o celebrate_v religious_a office_n for_o their_o spiritual_a comfort_n i_o can_v see_v that_o it_o be_v either_o schism_n or_o usurpation_n and_o the_o perpetual_a obligation_n to_o catholic_n communion_n will_v prevent_v both_o indeed_o nothing_o can_v secure_v the_o peace_n and_o unity_n of_o the_o church_n and_o the_o authority_n of_o ecclesiastical_a governor_n but_o the_o necessity_n of_o catholic_n communion_n for_o the_o unity_n of_o the_o church_n and_o the_o just_a authority_n of_o bishop_n may_v be_v destroy_v by_o a_o episcopal_a as_o well_o as_o by_o a_o presbyterian_a or_o a_o lay_v schism_n thus_o it_o be_v by_o the_o schism_n of_o the_o donatist_n they_o be_v govern_v by_o bishop_n as_o well_o as_o the_o catholic_n church_n and_o their_o order_n and_o sacrament_n administer_v by_o they_o be_v allow_v to_o be_v valid_a and_o yet_o they_o be_v schismatic_n and_o their_o sacrament_n though_o valid_a with_o respect_n to_o the_o authority_n which_o administer_v they_o yet_o without_o effect_n as_o administer_v in_o a_o schism_n as_o i_o have_v already_o show_v from_o st._n austin_n and_o therefore_o that_o father_n in_o his_o write_n against_o the_o donatist_n do_v not_o oppose_v their_o schism_n from_o the_o no_o new_a difficulty_n for_o it_o signify_v no_o more_o than_o prescribe_v such_o a_o way_n of_o worship_v god_n and_o if_o it_o be_v lawful_a for_o the_o church_n to_o prescribe_v the_o mode_n and_o circumstance_n of_o worship_n she_o can_v mistake_v in_o make_v they_o term_n of_o communion_n for_o 5._o if_o the_o church_n have_v authority_n to_o prescribe_v the_o order_n and_o circumstance_n of_o public_a worship_n it_o be_v unreasonable_a to_o think_v that_o she_o may_v not_o just_o deny_v those_o her_o communion_n who_o will_v not_o submit_v to_o her_o authority_n and_o comply_v with_o her_o order_n and_o constitution_n which_o be_v to_o say_v that_o she_o have_v authority_n and_o that_o she_o have_v none_o for_o it_o be_v sufficient_o know_v that_o the_o church_n as_o such_o have_v no_o other_o authority_n but_o to_o receive_v in_o or_o to_o shut_v out_o of_o her_o communion_n and_o if_o she_o can_v assist_v her_o command_a authority_n with_o her_o authority_n of_o censure_n it_o be_v little_a worth_n nay_o 6._o in_o the_o nature_n of_o the_o thing_n it_o can_v be_v otherwise_o those_o who_o will_v not_o conform_v to_o the_o constitution_n of_o the_o church_n must_v forsake_v her_o assembly_n for_o there_o be_v no_o other_o way_n of_o worship_n to_o be_v have_v there_o and_o therefore_o we_o need_v inquire_v no_o further_o than_o whether_o it_o be_v lawful_a for_o the_o church_n to_o prescribe_v a_o form_n of_o worship_n to_o herself_o if_o it_o be_v she_o needs_o exercise_v no_o other_o authority_n for_o those_o who_o will_v not_o conform_v to_o it_o will_v separate_v themselves_o without_o her_o authority_n and_o as_o for_o the_o sin_n and_o danger_n of_o schism_n let_v the_o church_n look_v to_o herself_o that_o she_o give_v no_o just_a occasion_n for_o it_o and_o let_v scrupulous_a and_o tender_a conscience_n look_v to_o themselves_o that_o they_o take_v no_o unjust_a offence_n and_o this_o be_v the_o only_a remedy_n i_o know_v of_o in_o this_o case_n without_o prostitute_a church-authority_n and_o the_o worship_n of_o god_n to_o a_o blind_a and_o factious_a zeal_n and_o yet_o i_o suppose_v no_o church_n be_v bind_v to_o own_o term_n of_o communion_n every_o one_o who_o understand_v the_o nature_n of_o government_n know_v that_o it_o be_v a_o unsufferable_a mischief_n to_o disturb_v and_o dissolve_v humane_a society_n though_o for_o very_o little_a thing_n schism_n be_v a_o very_a great_a evil_n and_o nevertheless_o because_o the_o dispute_n be_v about_o indifferent_a thing_n the_o preservation_n of_o the_o peace_n and_o unity_n of_o the_o church_n the_o decency_n and_o solemnity_n of_o worship_n and_o the_o sacredness_n of_o authority_n be_v necessary_a to_o christian_a communion_n without_o which_o the_o
