person_n who_o have_v desert_v the_o parliament_n and_o adhere_v to_o the_o enemy_n thereof_o shall_v not_o be_v capable_a of_o any_o preferment_n or_o employment_n either_o in_o church_n or_o commonwealth_n without_o the_o advice_n and_o consent_n of_o both_o house_n of_o parliament_n 6._o the_o person_n of_o all_o other_o to_o be_v free_a of_o all_o personal_a censure_n notwithstanding_o any_o act_n or_o thing_n do_v in_o or_o concern_v this_o war_n they_o take_v the_o covenant_n 7._o the_o estate_n of_o those_o person_n except_v in_o the_o first_o three_o precede_v qualification_n to_o pay_v public_a debt_n and_o damage_n 8._o a_o three_o part_n in_o full_a value_n of_o the_o estate_n of_o the_o person_n make_v incapable_a of_o any_o employment_n as_o aforesaid_a to_o be_v employ_v for_o the_o payment_n of_o the_o public_a debt_n and_o damage_n according_a to_o the_o declaration_n 9_o and_o likewise_o a_o ten_o part_n of_o the_o estate_n of_o all_o other_o delinquent_n within_o the_o joint_a declaration_n and_o in_o case_n the_o estate_n and_o proportion_n aforemention_v shall_v not_o suffice_v for_o the_o payment_n of_o the_o public_a engagement_n whereunto_o proposition_n give_v in_o several_a paper_n the_o king_n commissioner_n paper_n 4._o february_n we_o conceive_v the_o proposition_n deliver_v by_o your_o lordship_n concern_v the_o militia_n import_v very_o great_a alteration_n in_o the_o main_a foundation_n of_o the_o frame_n of_o government_n of_o this_o kingdom_n take_v by_o express_a word_n or_o by_o necessary_a consequence_n the_o whole_a military_a and_o civil_a power_n out_o of_o the_o crown_n without_o any_o limitation_n in_o time_n or_o reparation_n propose_v therefore_o we_o desire_v to_o know_v for_o what_o term_v you_o intend_v
