that_o be_v commissionated_a by_o he_o but_o against_o who_o do_v they_o oppose_v themselves_o when_o they_o oppose_v themselves_o against_o the_o king_n commissioner_n do_v they_o not_o oppose_v concern_v which_o there_o be_v no_o doubt_n but_o by_o every_o soul_n the_o apostle_n mean_v every_o man_n by_o a_o usual_a synecdoche_n it_o be_v possible_a indeed_o that_o the_o apostle_n do_v think_v myself_o concern_v to_o note_n be_v that_o all_o person_n without_o exception_n of_o any_o aught_o to_o be_v subject_a to_o the_o high_a power_n let_v every_o soul_n say_v the_o apostle_n a_o expression_n that_o include_v all_o and_o exclude_v none_o and_o thus_o any_o unprejudiced_a man_n of_o common_a fence_n one_o will_v think_v must_v understand_v it_o for_o beside_o the_o force_n of_o distinguish_v and_o limit_v the_o apostle_n word_n as_o to_o exempt_v themselves_o and_o all_o their_o clergy_n from_o subjection_n to_o the_o civil_a power_n but_o what_o warrant_v they_o have_v from_o god_n to_o do_v thus_o i_o be_o altogether_o ignorant_a we_o know_v that_o our_o bless_a saviour_n own_v the_o power_n of_o the_o roman_a emperor_n and_o those_o that_o be_v in_o authority_n under_o he_o and_o submit_v himself_o to_o it_o without_o plead_v any_o exemption_n for_o thus_o he_o answer_v pilate_n when_o he_o speak_v to_o he_o of_o his_o power_n thou_o can_v have_v no_o
