for_o thus_o the_o absence_n of_o the_o most_o part_n of_o the_o best_a qualify_v and_o experience_v may_v be_v supply_v by_o proxy_n grant_v to_o a_o few_o and_o of_o less_o ability_n the_o other_o be_v the_o grant_n to_o stranger_n have_v title_n of_o honour_n confer_v on_o they_o without_o any_o other_o interest_n in_o this_o kingdom_n power_n of_o sit_v ride_a reason_v consult_v and_o voice_n in_o this_o court_n of_o parliament_n whereas_o none_o shall_v be_v member_n of_o this_o court_n but_o such_o as_o have_v interest_n by_o birth_n blood_n or_o inheritance_n within_o this_o kingdom_n
