a_o new_a method_n of_o robert_n colepepyr_n gent._n for_o speedy_a and_o effectual_a preservation_n of_o the_o navigation_n on_o the_o river_n thames_n and_o to_o repair_v the_o water-breach_n in_o to_o havering_n and_o dagenham_n level_n in_o essex_n this_o proponent_n have_v many_o year_n spend_v thought_n on_o the_o tendancy_n of_o tide_n ebb_n and_o sand_n for_o the_o benefit_n of_o navigation_n humble_o propose_v to_o the_o right_n honourable_a the_o british_a house_n of_o commons_z in_o parliament_n assemble_v that_o some_o new_a cutts_n be_v make_v in_o the_o thames_n bank_n as_o the_o cheap_a and_o speedy_a way_n to_o perform_v the_o work_n aforesaid_a which_o if_o approve_v of_o as_o the_o best_a method_n he_o hope_v to_o be_v enable_v by_o your_o authority_n to_o proceed_v on_o the_o same_o notwithstanding_o any_o statute_n to_o the_o contrary_n gentleman_n the_o damage_n to_o the_o say_a navigation_n your_o proponent_n apprehend_v be_v these_o follow_v first_o the_o water_n receive_v by_o the_o inundation_n or_o basin_n be_v thereby_o cut_v off_o from_o the_o upper_a part_n of_o the_o same_o river_n this_o make_v some_o abatement_n in_o water-depth_n there_o but_o it_o must_v be_v inconsiderable_a since_o take_v from_o so_o many_o mile_n of_o length_n and_o the_o breadth_n of_o water_n that_o flow_v above_o the_o basin_n second_o that_o sand_n from_o the_o basin_n damnify_v navigation_n by_o subside_v in_o the_o thames_n near_o the_o breach_n and_o it_o be_v true_a the_o thames_n first_o enter_v this_o basin_n by_o failure_n of_o a_o sluice_n and_o in_o time_n enlarge_v that_o passage_n to_o 100_o yard_n broad_a and_o also_o to_o the_o thames_n depth_n viz._n where_o the_o bason_n water_n fall_v into_o that_o river_n but_o as_o it_o be_v impossible_a the_o tide_n can_v ever_o make_v high_a water_n in_o the_o basin_n before_o it_o be_v so_o in_o the_o thames_n they_o can_v not_o do_v it_o till_o long_o after_o that_o time_n before_o the_o breach_n be_v much_o widen_v because_o the_o basin_n be_v always_o the_o same_o to_o receive_v tide_n but_o soon_o after_o the_o innundation_n the_o breach_n give_v far_o less_o passage_n into_o the_o basin_n than_o afterward_o the_o water_n make_v therefore_o we_o may_v conclude_v that_o soon_o after_o the_o inundation_n the_o water_n remain_v flow_v into_o the_o basin_n a_o good_a part_n of_o the_o time_n the_o thames_n be_v ebb_a before_o those_o water_n can_v come_v to_o a_o par_fw-fr and_o that_o the_o thames_n must_v be_v the_o low_a before_o any_o water_n can_v ebb_v out_o of_o the_o basin_n from_o the_o reason_n above_o a_o great_a quantity_n of_o water_n must_v remain_v in_o the_o basin_n after_o the_o next_o tide_n begin_v to_o flow_v in_o the_o thames_n yet_o this_o quantity_n do_v abate_v as_o the_o breach_n grow_v wide_a however_o may_v not_o all_o be_v abate_v therefore_o the_o time_n that_o remain_a water_n ebb_v out_o of_o the_o basin_n and_o meet_v the_o first_o part_n of_o the_o next_o tide_n those_o water_n stop_v and_o swell_v up_o one_o against_o the_o other_o and_o drop_v sullage_n till_o the_o tide_n prevail_v and_o give_v they_o a_o new_a motion_n for_o whatever_o do_v cause_n loss_n of_o motion_n in_o water_n give_v it_o a_o tendency_n to_o drop_v sullage_n and_o the_o sand_n of_o this_o sullage_n will_v subside_o where_o it_o drop_v and_o will_v increase_v till_o want_v of_o room_n for_o tide_n and_o ebb_n will_v suffer_v it_o to_o rise_v no_o high_o for_o storm_n there_o can_v disperse_v little_a if_o any_o sand_n though_o very_o useful_a at_o the_o mouth_n of_o our_o river_n where_o wind_n have_v more_o power_n yet_o to_o provide_v against_o this_o second_o and_o much_o great_a damage_n to_o the_o thames_n navigation_n the_o proponent_n pray_v leave_v to_o observe_v as_o follow_v to_o wit_n that_o four_o mile_n of_o bank_n be_v maintain_v to_o keep_v the_o thames_n from_o drown_v the_o same_o level_n therefore_o while_o not_o imbank_v the_o flow_a water_n have_v four_o mile_n to_o enter_v this_o level_n whereon_o it_o rise_v in_o height_n slow_o as_o the_o thames_n water_n do_v and_o so_o abate_v at_o ebb_n therefore_o it_o must_v then_o be_v high_a water_n at_o the_o same_o time_n in_o the_o thames_n and_o on_o that_o then_o un-imbanked_n land_n and_o all_o water_n will_v go_v off_o from_o the_o latter_a long_o before_o low-ebb_n therefore_o no_o sand_n can_v then_o drop_v through_o long_a contest_v between_o tide_n and_o ebb_n when_o no_o contest_v be_v when_o at_o ebb_n the_o water_n be_v a_o foot_n deep_a on_o the_o un-imbanked_n marsh_n that_o small_a quantity_n of_o water_n be_v as_o long_o in_o ebb_a off_o through_o its_o four_o mile_n passage_n as_o the_o thames_n be_v in_o abate_v a_o foot_n in_o height_n therefore_o the_o little_a speed_n the_o water_n make_v to_o drown_v and_o drain_v the_o land_n last_o mention_v bear_v a_o very_a small_a proportion_n with_o the_o run_v of_o tide_n and_o ebb_n in_o the_o thames_n but_o if_o a_o bank_n have_v be_v make_v gradual_o on_o that_o four_o miles_n passage_n it_o will_v as_o gradual_o have_v give_v more_o motion_n to_o the_o water_n that_o flow_v on_o and_o ebb_v off_o from_o that_o land_n to_o bring_v they_o to_o the_o same_o swiftness_n of_o run_v they_o have_v in_o the_o thames_n and_o since_o low-water_n at_o the_o same_o time_n in_o the_o deep_a water-frett_n of_o the_o basin_n and_o thames_n be_v necessary_a to_o prevent_v subsidence_n of_o sand_n in_o the_o latter_a therefore_o your_o proponent_n will_v now_o make_v four_o new_a cutts_n in_o the_o thames_n bank_n for_o that_o benefit_n and_o each_o of_o they_o as_o wide_a as_o the_o breach_n though_o only_o cut_v down_o as_o low_a as_o marsh_n surface_n if_o the_o same_o cut_v and_o the_o breach_n give_v as_o much_o room_n in_o proportion_n to_o the_o bason_n water_n as_o the_o thames_n channel_n give_v to_o the_o water_n that_o flow_v above_o the_o basin_n than_o we_o must_v have_v high_a and_o low_a water_n in_o the_o thames_n and_o deep_a water_n fret_n of_o the_o basin_n at_o the_o same_o time_n and_o little_a if_o any_o part_n of_o a_o ebb_n will_v be_v lest_o in_o the_o basin_n to_o meet_v the_o next_o tide_n so_o this_o cut_v of_o banks_n be_v a_o effectual_a way_n to_o obviate_v such_o subside_v of_o sand_n in_o the_o thames_n for_o it_o take_v away_o the_o cause_n thereof_o the_o proponent_n will_v not_o cut_v so_o much_o bank_n if_o less_o will_v serve_v however_o these_o or_o wide_o cut_v he_o hope_n appear_v able_a to_o answer_v his_o end_n aforesaid_a in_o few_o day_n to_o preserve_v the_o navigation_n and_o also_o abate_v rapture_n in_o the_o main_a water-frett_n that_o material_n for_o reparation_n may_v be_v keep_v there_o and_o benefit_n obtainable_a by_o cut_v of_o bank_n be_v without_o risque_n of_o failure_n since_o water_n build_v no_o bank_n the_o proponent_n will_v raise_v stop_v of_o small_a wood_n in_o the_o new_a cut_v a_o foot_n high_a and_o when_o tide_n rise_v to_o the_o marsh_n surface_n the_o water_n will_v run_v in_o through_o these_o stop_v and_o when_o rise_v a_o foot_n high_o it_o will_v flow_v free_o in_o over_o the_o same_o stop_v till_o high_a water_n and_o much_o help_v the_o breach_n to_o fill_v the_o basin_n he_o can_v also_o make_v a_o strong_a wood_n pile_n and_o place_v the_o same_o about_o 40_o rod_n within_o the_o mouth_n of_o the_o breach_n to_o stand_v in_o all_o the_o deep_a water_n there_o and_o the_o shallow_a water_n between_o the_o wood_n pile_n and_o shore_n he_o can_v fill_v with_o sink_a faggot_n to_o be_v make_v as_o long_o as_o the_o wood_n pile_n shall_v be_v broad_a over_o the_o say_a wood_n pile_n and_o faggot_n the_o water_n shall_v flow_v several_a foot_n more_o or_o less_o every_o tide_n and_o when_o it_o be_v ebb_v down_o to_o the_o head_n of_o the_o wood_n pile_n the_o water_n to_o the_o thames_n ward_n will_v have_v nothing_o in_o its_o way_n so_o will_v run_v as_o fast_o as_o the_o thames_n ebb_v but_o the_o water_n to_o landwards_n of_o the_o wood_n pile_n etc._n etc._n will_v have_v the_o same_o to_o get_v through_o and_o notwithstanding_o the_o water_n have_v a_o thousand_o million_o of_o small_a passage_n out_o through_z and_o by_o the_o wood_n pile_n and_o other_o stop_v yet_o those_o stop_v will_v make_v sullage_n subside_o within_o they_o every_o tide_n for_o all_o sullage_n that_o sink_v below_o the_o head_n of_o the_o stop_v must_v go_v down_o to_o the_o ground_n and_o subside_o there_o for_o want_v of_o water_n strength_n to_o drive_v it_o through_o or_o to_o the_o stop_v and_o the_o same_o sullage_n will_v in_o reasonable_a time_n fill_v all_o water-fretts_a and_o raise_v the_o same_o fit_a for_o imbankment_n as_o have_v be_v do_v elsewhere_o by_o
